History of Mayors-Councilors CITY OF WOODBURN HISTORY OF MAYORS AND COUNCILORS On April 19, 1890, the first City Council for the City of Woodburn was formed. This Council consisted of five (5) members, each serving a one-year term, from April to April,with one member elected by the group to serve as Chairman/President.
