Res 1063 - 91/92 Non-Union Sala COUNCIL BILL NO. 1317 RESOLUTION NO. 1063 A RESOLUTION ESTABLISHING 1991/92 NON-UNION EMPLOYEE COMPENSATION, INCLUDING SALARY AND BENEFIT ADJUSTMENT. WHEREAS, The 1991/92 Budget for the City of Woodburn has been appropriated per Ordinance No. 2064 ; and WHEREAS, The City Council has reviewed the pay plan and benefit compensation recommendation of the City Administrator as required by Section 5.1 and 5.2 of the City's Personnel Manual; and WHEREAS, The City Council is obligated per Section 11 of the Woodburn City Charter to establish compensation for each City officer and employee; and WHEREAS, bargaining unit employees affiliated with AFSCME and the Police Association have ratified their labor contracts through Council Bills 1262 and 1302 respectively; NOW, THEREFORE, THE CITY OF WOODBURN RESOLVES AS FOLLOWS: Section 1. The current salary range schedules for "Non-Union Employees," "Part- Time/Seasonal (Hourly Rate)," and "Management Employees" be increased by a cost-of- living adjustment equivalent to 5.0% and this newly adjusted figure become the base salary schedule effective July 1, 1991. Section 2. City retirement benefits to be increased by a total of 5.0% distributed as an additional 3.0% on employer contribution and an additional 2.0% on the employee pick-up portion of the retirement contribution. This will increase the aggregate contribution from the current level to a total of 15.0% of base salary distributed as 9.0% employer contribution and 6.0% employee pick-up provided by the employer. This change to be effective July 1, 1991. Section 3. ICMA Deferred Compensation benefit to be added/increased by 2.0% of base salary effective July 1, 1991 for all non-union employees covered by the General Employee portion of the City's retirement program. This benefit does not apply to bargaining unit members nor non-union personnel covered by the law enforcement portion of the City's retirement program. All other compensation benefits, including but not limited to medical premium coverage (L.O.C. - Plan V, $50 deductible), dental premium coverage (L.O.C. - Plan II), long-term disability (Ohio National Ufe), life insurance (Ohio National Life), leave allowances, performance and incentive adjustments, and other compensation adjustments or additions are hereby employer maintained at current service levels adjusted for premium increases in accordance with agreed upon distributions as contained within the fiscal appropriations of the City of Woodburn.
