A RESOLUTION GRANTING A GARBAGE COLLECTION RATE INCREASE.
WHEREAS, under City of Woodburn Ordinance No, 1641, United Disposal
Service, Inc, has an exclusive franchise for solid waste management in the City of
Woodburn, and
WHEREAS, under that franchise said firm is to collect, transport and convey
solid waste over and upon the streets of the City and to dispose of or recover
materials or energy from such solid waste, and
WHEREAS, the franchisee has applied to the City to grant a rate increase in
solid waste collection rates that would pass-through the disposal fee increase, and
other operating cost increases, and the franchisee has submitted satisfactory evidence
to the City Council to justify the requested rates, NOW, THEREFORE,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1, That the request of United Disposal Service, Inc" for a solid waste
collection rate increase to pass-through the disposal fee increase together with other
operating cost increases is approved, and the City adopts this resolution with the
attached Exhibit" A" rate schedule being incorporated by reference in this resolution.
The rates approved shall be maximum rates and shall be effective January 1, 1992.

24 HOURS PRIOR TO COLLECTION, AND SHALL BE REMOVED WITHIN 24 HOURS AFTER
COLLECTION OF SOLID WASTE BY THE FRANCHISEE. (8) THE CHARGE FOR MULTIPLE
UNITS OF ANY TYPE SHALL BE TO THE OWNER OF THE UNITS. (9) WHERE CUSTO~RS
WITHIN A TRAILER PARK OR APARTMENT COMPLEX HAVE INDIVIDUAL PICK-UP FOR EACH
UNIT, THE RESIDENTIAL RATE SHALL BE CHARGED. (10) AN EXTRA CHARGE MAY BE -

(e) IF THE WEIGHT OF A CONTAINER
EXCEEDS 250 POUNDS (LOOSE), AN ADDITIONAL REASONABLE DISPOSAL FEE MAY BE
CHARGED. ON DROP BOXES, A COUNTY APPROVED AVERAGE CHARGE I~Y BE USED.
(f) IF SOLID WASTE IS DIVERTED
FOR WASTE REDUCTION (OR AS A REQUIREMENT OF MARION COUNTY) FROM THE BUfu~ER TO
~OTHER FACILITY, THE RATE SHALL BE THE HOURLY HAULING RATE (PLUS DISPOSAL AND
FRANCHISE FEE ON DISPOSAL) .
(g) IF OVERTIME OR WEEKEND
COLLECTION IS REQUIRED TO MEET THE REQUEST OF A CUSTOMER, THE HAULING PORTION
JF THE RATE SHALL BE INCREASED BY 50%.
(h) TIRE COLLECTION RATES ARE:

(i) EVERY PERSON WHO GENERATES
JR PRODUCES SOLID WASTE SHALL HAVE ALL PUTRESCIBLE WASTES REMOVED AT LEAST
EVERY 7 DAYS, WITH MORE FREQUENT REMOVAL IF NECESSARY TO PREVENT HEALTH
HAZARDS, NUISANCES OR POLLUTION IN ACCORDANCE WITH OAR 340-61-070(3).
