COUNCIL BILL NO. 1595
RESOLUTION NO. 1270
A RESOLUTION AMENDING THE PERSONNEL POLICY AND PROCEDURE MANUAL FOR
CITY EMPLOYEES.
WHEREAS, the recently passed state measure (known as
Ballot Measure 8) provides specific constitutional requirements for
state and local government retirement plans, and
WHEREAS, the city's Personnel Policy and Procedure Manual
requires an amendment to clarify the city's employment condition as
it relates to employee contributions into our existing plans, now,
therefore,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
section 1.
That section 10.8{B) (1) shall read as
follows:
1. The employee contributions shall be 6% of gross monthly
salary. These contributions are considered as "picked-
up" for the purposes of Internal Revenue Code section
414 (h) (2) and the city shall pay the contributions to the
applicable retirement plans. An employee will not have
the option to receive the "picked-up" contribution and
directly make the contribution to their retirement plan.
For federal and state income tax reporting purposes, the
employee's gross wage shall be reduced by the amount of
the employee contribution. These funds will be available
to the employee at the time of retirement or termination
of employment with the city.
