RESOLUTION NO. 1273
A RESOLUTION AMENDING CERTAIN COMPENSATION STANDARDS FOR
MANAGEMENT AND FULL-TIME NON-UNION EMPLOYEES.
WHEREAS, the City Council is obligated pursuant to Section 11 of the
Woodburn City Charter to establish compensation, including salary and benefits, for
each City officer and employee; and
WHEREAS, such compensation levels are established by the City Council
through negotiated collective bargaining agreements, personnel policies, ordinances
or resolutions as appropriate; and
WHEREAS, on July 25, 1994 the City Council enacted Resolution No. 1254
which established a 1994-95 Non-Union Employee compensation package; and
WHEREAS, the City Council recognizes the importance of the role of its
unrepresented (non-union) employees in the conduct and administration of the city's
routine operations and in maintaining proper compensation equity between such
employees and those whom they may supervise; and
WHEREAS, certain accommodations regarding employer "pickup" of retirement
plan premiums have been extended to the city's recognized bargaining units and it is
the City Council's belief that, in the interests of equity and fairness, similar
Gonsiderations should be extended to the city's unrepresented employees; and
WHEREAS, it has been determined that such accommodations addressed in this
resolution will be "cost neutral" to the city's adopted budget for Fiscal Year 1994-95
and the taxpayers of this city; NOW THEREFORE,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1. Effective December 1, 1994, the first 6% designated under the
City's existing retirement plans as employees' supplemental contributions, and
currently contributed by the City, shall be revoked for full-time non-union employees.
Section 2. The funds which would have been used for the employees'
supplemental contributions shall be reallocated by increasing the salary ranges for
management and full-time non-union employees by 5.4%.

Section 3. Management and full-time non-union employees under the existing
retirement plans are required to make monthly contributions as delineated in the
retirement plans.
Section 4. For non-union sworn police officers, the ICMA Deferred
Compensation benefit shall be increased by 1,0% of base salary which brings all non-
union employees to the same benefit level of 2.0%.
Section 5. That all other terms, conditions and benefit levels of Resolution No.
1254, city personnel policies and retirement plans applicable to management and non-
union employees shall remain unchanged except as specifically modified by Sections
1, 2, 3, and 4 above.
Section 6. That the terms and modifications described in this Resolution shall
become effective on December 1, 1994.
