COUNCIL BILL NO. 1818
RESOLUTION NO. 1431
A RESOLUTION ESTABLISHING 1997-98 NON-UNION EMPLOYEE COMPENSATION,
INCLUDING SALARY AND BENEFIT ADJUSTMENT.
WHEREAS, the 1997-98 budget for the City of Woodburn has
been appropriated per Ordinance No. 2195, and
WHEREAS, the City Council has reviewed the pay plan and
benefit compensation recommendation of the City Administrator as
required by Rule 9 of the City's Personnel Policy and Procedure
Manual; and
WHEREAS, the City Council is obligated per Section 11 of
the Woodburn City Charter to establish compensation for each City
officer and employee; NOW, THEREFORE,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1. The salary range schedules for all
management/non-union employees attached hereto as attachment "A" is
hereby adopted effective July 1, 1997.
Section 2. The salary range schedules for all non-union
(part-time and seasonal) employees attached hereto as Attachment
"B" are hereby adopted effective January 1, 1998.
Section 3. During fiscal year
management/non-union positions are subject
conditions as previously adopted by the City
1997:
A)
1997-98, full-time
to the following
Council on June 9,
B)
A 3% Cost of Living Adjustment (COLA), effective July 1,
1997, shall be applied to the range/step schedule
("matrix") previously approved by the City Council on
November 12, 1996.
The salary of any affected employee who received a salary
adjusting correction November 12, 1996 that exceeded 4%
over what they had been receiving prior to that date
("budgeted amount") shall be frozen at its current amount
("redlined") for Fiscal Year 1997-98.
For the duration of Fiscal Year 1997-98, no employee's
salary shall move into the established "Merit Range"
portion of the revised range/step schedule.
The preceding considerations shall apply to all full-time
city employees who fall within the group traditionally
categorized as "Management & Non-Union".

Section 4. Step increases for full-time management/non-
union positions included in the Competency/Merit Salary Structure
will be held in abeyance during Fiscal Year 1997-98.

Section 5. Compensation benefits including, but not
limited to, medical premium coverage (LaC Plan V/$lOO deductible),
dental premium coverage (LaC Plan II), long term disability, life
insurance, retirement, deferred compensation, leave allowances, and
incentive adjustments are hereby maintained at current service
levels adjusted for premium increases or decreases in accordance
with agreed upon distributions as contained within the fiscal
appropriations of the City of Woodburn.
