Res 1477 - Salary Sch 97/98 COUNCIL BILL NO. 1878 RESOLUTION NO. 1477 A RESOLUTION IMPLEMENTING CHANGES TO 1997-98 NON-UNION EMPLOYEE COMPENSATION. Whereas, the Council adopted a Non-Union compensation/merit salary schedule in November 1996 following the completion of a comprehensive compensation study performed by a professional consulting service; and Whereas, the Council has deemed it necessary to re-evaluate the salary schedule matrix, make modifications to the step/merit range schedule, and adjustments to specific grade designations; and Whereas, the City Council has also determined that sworn police officers who are non-union management employees should be placed on a schedule separate from all other non- union general service employees; now, therefore, THE CITY OF WOODBURN RESOLVES AS FOLLOWS: Section 1. The salary range schedule for non-union General Service employees attached hereto as Exhibit "A" is hereby adopted effective April 1, 1998 and all employees will be paid at their established grade/step level. Section 2. A new salary range schedule for sworn police management employees attached hereto as Exhibit "B" is hereby adopted effective April 1, 1998. A pay differential between the police command and officers is hereby established as follows: 15% between the base pay rate for police officer and Step C of the base pay rate for Sergeant, 15% between the base salary range level for Sergeant and the base salary range level for Lieutenant, and 17.5% between the base salary range level for Lieutenant and the salary range level for Police Chief. The pay differential between the Police Chief and Lieutenant is established at a higher percentage rate since the Police Chief does not receive certification pay. Section 3. Eligibility for step advancement to Step D of Exhibits "A" and "B" will be 18 months after an employee's 1998-99 anniversary date and eligibility for pay within the Merit Range will be one (1) year after an employee has attained Step D. Section 4. Eligibility for step advancements will be reinstated effective July 1, 1998 on an employee's anniversary date. Section 5. The Public Works Director is to be reclassified from Grade 16 Step C to Grade 18 Step B effective April 1, 1998. Compensation benefits including, but not limited to, medical premium coverage (LOC Plan V /$100 deductible), dental premium coverage (LOC Plan II), long term disability, life insurance, retirement, deferred compensation, l~ave allowances, certification pay, and incentive adjustments are hereby maintained at current service levels adjusted for premium increases or decreases in accordance with agreed upon distributions as contained within the fiscal appropriations of the City of Woodburn.
