Upon execution of Task Order No.2 by the City of Woodburn (OWNER) and the CH2M HILL Poplar Team (CONSULTANT) in the space provided below, this Task Order will serve as authorization for the CONSULTANT to carry out and complete the services as set forth below in accordance with the referenced Contract between the OWNER and the CONSULTANT. 1. Understanding, Approach, and Purpose The OWNER has requested the CONSULTANT to provide the services associated with the implementation of the Poplar Tree Water Reuse System (Reuse Sys!em). The Reuse System shall be an integral part of the new upgraded Woodburn Wastewater Treatment Plant (WWTP) facilities by others. The key project objectives are: · Establish a plantation of 3-year old poplar trees by the required time of compliance · Establish the reclaimed water irrigation system · Include pumping capability for in-plant water use at irrigation pump station. . Design for application of liquid biosolids as a fertilizer source . Provide suitability assessment for property acquisition assistance . Provide field soils investigations for up to 2 potential property acquisition sites . Coordinate with DEQ and address requirements · Deliver project on time and on budget . Continue the education outreach and involvement program to maintain community awareness, involvement during construction, and long term support for the project · Provide an interpretive Center and landscape design . Implement a sound operations, maintenance, and management strategy for the water and biosolids reuse system to ensure long term compliance . Prepare an Operations and Maintenance Manual . Continue operations and maintenance activities for existing poplar demonstration fields and potentially the new fields . Design of Phase II Poplar Tree Reuse System The objective of Task Order No.1 was to develop a 30 percent design of the full-scale poplar tree water reuse system and provide public involvement and permitting assistance. The objective of Task Order 2 is to complete final design and construct the reclaimed water Reuse System. The final design tasks will produce the contract documents for bidding. The scope for the final design includes components of the reuse system, including the pump station wet well, the trees, irrigation system, associated electrical wiring, and yard piping and a groundwater underdrain system for low-lying agricultural fields. Coordination with the treatment plant design and construction will continue. The design of the liquid biosolids application system to the poplar plantation is included. In addition a conceptual design of stormwater wetlands system is also included. The details of the work scope for this phase are included in this Task Order. The scope of work and level of effort is based on delivering the following design packages: . Irrigation Distribution Piping, Irrigation Application System, and Biosolids Application System . Four meetings (3 hours per meeting) are assumed with Treatment Plant Consultant and OWNER staff for design and construction coordination. One meeting is assumed between the design staff (i.e. I&C and electrical) of the Treatment Plant Consultant and CH2M HILL. It is assumed the OWNER will be responsible for surveying. Surveying activities by others to be coordinated include research, control surveying, and topographic/location surveying. The boundaries of the site need to be researched to provide an exterior boundary of the overall site. The Marion County Surveyor's office will have current survey and deed records to accurately define the exterior boundary of the land owned and leased by the OWNER. Control surveying will provide control monuments in the field in strategic locations to be used during the topographic survey and to locate property monuments. The topographic survey will provide information needed to check the aerial survey, locate utilities, and verify the position of existing features such as headworks, pumps, outfall structures, etc. Site plan mapping will center on the OWNER providing a base map for use in the design of various elements of the project. A geometric control plan will provide an overall control map to show a contractor the control points that will be in place to build the project. The CONSULTANT will coordinate the surveying activities required to develop the base information for the design project and provide control during construction. Data Management will include manipulation of data for the base mapping as well as correlating the ground survey with previous aerial mapping. Site Plan Task 3 Final Design for Trees, Pump Station and Irrigation System The objective of this task is to continue the final design the poplar plantation tree spacing and planting to provide irrigation of Woodburn WWTP effluent (reclaimed water) and biosolids application to the poplar tree plantation. The final design was begun under Task Order No. 1 for the trees and field application systems. It is assumed that the irrigation system will be installed in summer/fall of 1998 and the trees will be planted in March 1999. Comments from Task Order No.1 will be incorporated into the 75 percent design. The CONSULTANT will submit five sets of 75 percent drawings and 75 percent and 95 percent specifications to the OWNER for their review. An internal quality assurance/ quality control review (QA/QC) of the documents will be conducted simultaneously with a design review by the OWNER. Major review comments will be addressed in the design. It is assumed that the irrigated areas will be approximately 80 acres. Two copies of the 75 percent documents will be sent to DEQ for their information. Preparation of final contract documents will focus on the final bid forms, front-end legal sections, technical specifications, and drawings by addressing major review comments received in prior tasks. Three sets of final construction documents will be sent to DEQ. Thirty five (35) copies of Bid Ready documents will be delivered to the OWNER. This task was partially completed in Task Order No.1. This task completes the remaining activities. CONSULTANT staff will work with the OWNER in developing the CAD files required for the design sheets. The OWNER will provide to the CONSULTANT existing CAD files that are pertinent to the design of the Poplar Tree Reuse System. It is assumed that between the surveyed information gathered in Task 2 and other existing CAD files provided by the City enough information will be available to develop the base design sheets for approximately 80 acres adjacent to the WWTP. Since actual areas requiring the development of CAD files are not known at this time, there may need to be an additional work scope to survey and develop the areas greater than 80 acres. The CONSULTANT and OWNER will work together in identifying the appropriate specifications (both general and technical) for the project. It is assumed that the CONSULTANT's standard specifications system will be used. The work on this task was taken out of Task Order No.1 and moved to Task Order No.2. An outline of the management plan will be prepared and submitted to the OWNER for review. Specific information anticipated to be required for the plan are soils and hydrogeologic findings at the site, hydraulic and nutrient loading rates analysis, operations and monitoring plans, and general design information of key facility components. A draft of the plan will be prepared for review by OWNER and DEQ staff. Only one review process is anticipated, before a final management plan can be submitted. After the CONSULTANT has received the review comments, the appropriate comments will be incorporated into a final Effluent and Biosolids Management Plan. Pump Discharge The objective of this subtask is to provide interim disinfection of the effluent reuse to meet Level IT disinfection requirements. As soon as the new permit is adopted, the landscape irrigation clause is superseded by the Level II effluent requirements. Additional disinfectant will need to be added downstream of the irrigation pumps to provide more chlorine for total coliform reductions until the new plant is on-line. An interim system will need to be added to the irrigation pump discharge for the 1998 summer irrigation season and additional modifications will need to be made during the irrigation pump station construction for the 1999/2000 irrigation seasons. A portion of the demonstration site was removed with the current construction of the FSL's. Since FSL contractor will be responsible for replacing the mainline, capping the distribution system and testing the system to ensure it is operational for the 1998 irrigation season, CONSULTANT has assumed up to 8 hours to provide assistance during the reconfiguration of the demonstration irrigation system. In addition, CONSULTANT will provide up to 8 hours in the assistance and guidance of re-installing the automated TDR that was removed during the construction of the FSL's. During the month of June, CONSULTANT (assumes one staff member) will perform a site visit to assist in the system check before start up. The intent of this visit is to identify any repairs required before start up. After the repairs have been made and the system is ready to start up, CONSULTANT (assumes same staff member) will spend one day with the OWNER's staff to start up the system. The start up will involve establishing the initial irrigation schedule for the season and programming the schedule into the irrigation control system. In addition, the planned operations and procedures for the system will be reviewed with the OWNER's staff. . During the July and August operations, CONSULTANT will spend one day every two weeks in the OWNER's office to assist the OWNER's staff with the verification of the system operations, TDR data collection and evaluation, water applied estimates, and determination of required modifications to the existing irrigation schedule. During the other weeks of the each month, it is assumed the OWNER's staff will perform the activities and provide information to CONSULTANT staff for review and evaluation. It is assumed this office time will involve up to 4 hours every other week during July and August. As the TDR and water applied data is collected during this time by OWNER's staff, CONSULT ANT will spend an additional 4 hours per week to evaluate and provide summarizes during the irrigation operation~ At the end of the irrigation operation, TOR information will continued to be gathered by OWNER's staff through the end of December. During this time, CONSULTANT provided up to 32 hours (8 hours during Sept., Oct., Nov., and Dec.) to provide evaluation of the information. Soil sampling events will be planned in June and November. CONSULTANT will spend one day during each event to gather composite samples for laboratory testing. In addition to the soil sampling, the trees will be evaluated for growth and health at the end of October. General information on tree growth and health will consist of average height and diameter breast height (dbh) for the stand. No leaf tissue analysis is planned. However, if the trees appear to be deficient of nutrients, an analysis will be performed to determine the potential deficiencies in nutrients. During the course of the growing season, on~ site visit and meeting will be performed to review the health and growth of the tree system. At the end of the irrigation season, it is assumed the OWNER's staff will be responsible for the winterization of the irrigation system. Since the site will have additional soil moisture probes, additional effort will be planned to assist in the evaluation of the soil moisture information. The site needs to be operated to maximize tree root growth and to establish guidelines for long~term operation. Project management will also include general coordination and communication with the consult(!nt team, the OWNER, and other interested parties, and administration of the CONTRACT. The invoices will show for each task the staff names, hours, and cost per person, expenses, fee remaining, and summary of budget. Format will be similar to that used for Task Order No.1. Change will be managed within the contractual budget. Scope modifications and resource re-allocations will be documented using the project Change Notice Forms. Activities Task 14.1.1. This task will be for project work that will need to be accomplished but is not readily apparent at this time. This task will be included an allowance. Our experience for design and construction serVices is that unforeseen site conditions, federal and state agency requirements, and owner suggested project changes could increase the total work by 10 percent or more. 3. Additional Scope of OWNER Services The OWNER will provide the following services in addition to the general services defined in the original contract: . · Give thorough consideration to all reports, schedules, budgets, and other documents presented by the CONSULTANT, and inform the CONSULTANT of all decisions. · Advise the CONSULT ANT of changes or additions to the scope of services required to satisfy the program objectives. · Coordinate communications with other OWNER departments, consultants, and other involved parties. · Provide access to any relevant aerial photography, existing CAD files, and other pertinent information. 4. Time of Performance The CONSULTANT and OWNER have discussed the Task Order No.2 scope and services.
