RESOLUTION NO. 1621
A RESOLUTION URGING A DELAY IN THE IMPLEMENTATION OF ELECTRIC
DEREGULATION IN OREGON.
WHEREAS, the City Council of Woodburn is concerned about the serious economic
harm to residents and business in our communities that would result from rapid increases in the
cost of electric power; and
WHEREAS, recent electric deregulation policies in neighboring California and some
other states of the United States have been immediately followed by sharply higher costs and
significant risks of power supply interruptions; and
WHEREAS, weather conditions and other factors may strain power supplies in the
Pacific Northwest region in coming months; and
WHEREAS, the Oregon Legislature adopted Senate Bill 1149 in 1999 which provides
for the partial deregulation of electric power in Oregon and the implementation of this bill is
scheduled to begin in October 2001; NOW, THEREFORE,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1. The City Council of Woodburn does hereby urge the Oregon Legislature to
postpone the implementation of Senate Bill 1149, Oregon's electric deregulation law, from
October 2001 to October 2003 to allow leaders ample time to fully evaluate recent changes and
events in the marketplace, the regulatory environment, and the natural environment and to make
whatever adjustments may be warranted to protect the interests of Oregon communities and
businesses.
