It is supposed to be 100 per month. but since I'msw-e we have donemorc than that in a month without an additional chqc. I am not sun:: what that 'X' number really isl , This fee cannot be adjusted to a figure that is comparable to the cost of service per transaction. Therefore, the relationship between the cost of service llI1d the current fee is problematic. ~ The fee applies only on the: days the Library is open, and up to the cost of the item or $5.00, whichever is less. The fee is $1.00 a day for videos. The fee was probably last updated in January 1979 when the newer portion of the libraJy was fmt opened to the public. Until then it was $0.03 per day. , A regular, bar coded library card is issued to each patron upon registering as a borrower. A key ring card is optional, therefore we charge $1 eachforthem. If a patron loses the original library card, a new one is issued, again with a $1 charge. If the card becomes worn, tom, and unusable, anew card mIIY be issued to the patron without charge (staff judgement call). . If the library borrows an item from another library for a patron and the lending library charges a fee, thatfee is passed on to the patron, aJOIl&with the amount it cost the lending library for postage to send the item to this library. This was probably last reviewed at the time the automated librwy system came online (mid-80s), and this was the fee already in place at the time. 9 Becau.e ofa discount on most of the materials purchuedfor the library (sometimes as much as 40%), charginathe 1m price u.uallycoven the stafl'time cost for re-ordering and proccssina the item. In the case of older materials or donated items, sometimes the list price is unknown, so a default price is entered into the item record in the automated system. If the item. is lost, that is the price charged to the patron. Ifan item is lost and paid for. and thcnfound and returned in good condition. a reimbW"SClTlent is made, less the $5.00 fme which would have accrued on the item before it was paid for. The libraries were reimbursed by CCRLS per card issued. The fee remained in place specifically for those residents of Clackamas COWlty who wanted to use the Woodburn Public Library instead of the library in their own COW'lty nearest their home. This results in one or two card fees per year. There is a great controversy just now in several cities within the CCRLS area regarding the inequity between what residents and non-residents pay for libruy sClVice through their property taxes. I believe this issue will not go away until or unless the amount non-residents pay is substantially increased to more equitably compare to what the residents pay. It has not been an issue here (or even addressed openly by or with the City Council), but Salem. McMinnville. and Dallas are quite ready to charge a fee additional to what the non-residents pay unless the Chemeketa Community College's task Force make a proposal which will mollify the City Cmmci.ls of those Cities. Others, like Woodburn, arc basicaUy watching to see what direction the issue takes before committing themselves, I anticipate that if even two of those three libraries institute an additional fcc, Woodbwn (3'" or 4'" library in size in CCRLS) would follow suit. II This happens so rarely that we have to dust off the fee scale each time it OCCUR. Most of the time when the organization fmds there is a fee. another location will be souahl This fee was adopted several years aao and at that time it was based upon the same scale as the Recreation and Parks Department wu charain& for IpaCCl at the Community Center to reduce the incidents of"shopping around for the best price." With the luge number of immigrants we would have to have: an employee full-time to accommodate the general public. We do fingerprinting for the school district and charge $12.00 per person. This is done through an ORS 190 agreement. We have set-up. fee schedule with PCUN to do immigrant fmgerprinting on specific days at PCUN. This required the department to register and qualifY with INS and be certified. To date the process is in place, but pCUN has not called. We do finger print for city employment applications as a condition of employment at no charge. Page 12 PUBLIC WORKS DEPARTMENT REGULATION, PRODUCT, OR SERVICE ~ ... The fee shall be set at a level calculated to recover the estimated full cost of processing an application, including the cost of appeals to the referee under ORS 197.375, based on the estimated average cost of such applications. With one year of establishing the fee required under this section, the city or county shall review and revise the fee, ifnecessary, to reflect actual experience in processing applications under Chapter 595, Oregon Laws 1995. 1his statutory provision controls the setting of this particular fee. The city initially established the present fee. through the Planning Department. based upon estimated full cost To my knowledge. the fee has not ever been adjusted and should be adjusted, to comply with the statute. I do not believe that the city has ever processed an application of this nature so there is no "actual experience" to take into account Therefore. the fee should be established according to the methodology based upon estimated average costs. The statute requires the city to establish a uniform framework for the imposition of these charges and a supporting methodology. After the statute was passed, the city hired a consultant to develop the methodology and then passed various ordinances implementing the charges. The legal appeal period to contest the city's methodology on the respective ordinances was 60 days following the adoption of the ordinances. Any necessary adjustments to system development charges must be accomplished within the context of the statutory process and not through the master fee schedule. Each alann response conunands the response of multiple officers with emergency equipment activated. Each alann response will average 10-30 minutes of multiple officers. False, accidental and faulty alarms are because of employee error or lack of training. These types of incidents are diverting valuable manpower from other tasks and assigrunents and create a risk to life and property. Other agencies in the inunediatearea charge $25-50 for the first response and escalate charges in SSO increments for additional alarm responses. This would be one fee the city would need to increase by ordinance update rather than blanket ordinance. While the police encourage alarm installation, we also need to demand responsible alann users. These two fees are specifically addressed in Ordinance #2055. To maintain the fees at the current levels, the supporting methodology outlined in the ordinance must remain intact. Therefore, the fees should be adjusted within the context of the ordinance. proposed fee This proposed fee is currently under consideration by the Parks Board. Public input is a necessity for this fee, and this process is still in the early stages. After this process has been completed, the fee will be added to the Master Fee Schedule.
