AN ORDINANCE ANNEXING CENTENNIAL PARK INTO THE CITY OF
WOODBURN; CHANGING THE COMPREHENSIVE PLAN MAP DESIGNATION
FROM "RESIDENTIAL LESS THAN 12 UNITS PER ACRE" TO "OPEN SPACE AND
PARKS": RECLASSIFYING THE ZONING DESIGNATION FROM MARION
COUNTY URBAN TRANSITION FARM ZONE (UTF) TO CITY OF WOODBURN
PUBLIC PARK DISTRICT (PP): AND DECLARING AN EMERGENCY.
WHEREAS, there has been submitted to the City of Woodburn a written request for
annexation to the city signed by a majority of the electors registered in the contiguous real
property referenced in Section 1 and described in Attachment "A" and the owners of more than
one-half of the land in that contiguous real property; and
WHEREAS, Resolution No. 1441 passed by the City Council and approved by the Mayor
on October 13, 1997, initiated the annexation of said real property, called for a hearing on the
proposed annexation and related land use questions, and directed that notice be given; and
WHEREAS, said hearing was held on November 10, 1997 at which the legal voters of
the city and others were afforded the opportunity to be heard; and
WHEREAS, after conducting the hearing and considering all objections or remonstrances
with reference to the proposed annexation, the City Council finds that:
(a) The real property is entirely within the Urban Growth Boundary as shown in the
acknowledged Woodburn Area Comprehensive Plan; and
(b) It is in the best interest of the city that the territory be annexed;
NOW, THEREFORE,
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. The subject property is known as Centennial Park, is owned by the City of
Woodburn and is legally described in Attachment "A" which is affixed hereto and incorporated
herein.
Section 2. The subject property referenced in Section 1 of this ordinance and described in
Attachment "A" is hereby annexed to the City of Woodburn, Oregon.

Section 3. The Comprehensive Plan Map designation of the subject property is hereby
changed from "Residential Less Than 12 Units Per Acre" to "Open Space and Parks".
Section 4. The zoning designation of the subject property is hereby reclassified from its
present designation of Marion County Urban Transition Farm Zone (UTF) to City of Woodburn
Public Park District (PP).
Section 5. The annexation, Comprehensive Plan map change and zoning reclassification
of the subject property are based upon the findings and conclusions contained in the staff report
which is affixed hereto as Attachment "B" and by this reference is incorporated herein.
Section 6. This ordinance being necessary for the immediate preservation of the public
peace, health and safety, an emergency is declared to exist and this ordinance shall take effect
immediately upon passage by the Council an~al by the Mayor.

" NATURE OF THE APPLICATION:
The applicant in this case is the City o.f Woodburn. The specific request is to annex
property belonging to the city that has been planned and set aside for a 24.98 acre
park, "Centennial Park". The application also includes a comprehensive plan
amendment from residential to parks and open space and a zone change from
Marion County Urban Transition Farm to city public parks (PPI.
11/ RELEVANT FACTS:
The site is located west of Boones Ferry Road on the south side of Parr Road. The
property can be identified specifically on Marion County Assessor Map 5S,2W,
Section 13, Tax lot 700. The site is located adjacent to Valor Middle School and
Heritage Grade School. Existing conditions of the site are described in Exhibit C, but
the site is very flat with grass and various trees. Some earth work has taken place
in the form of grading the entrance way, and proposed parking area.
An existing single family house is located between the proposed park site and the
schoof. This will remain in the county and is not part of the proposed annexation.
This application covers zoning and annexation only. A conceptual plan has been
submitted with this application. At such time development is proposed to occur, site
plan review approval will be required. This will address such things as access,
roadwayimprovement, utilities, landscaping,lighting, and site specific development.

A. Woodburn Comprehensive Plan:
STAFF FINDING: The annexation is a logical extension of the current city limits line.
Public services exist. or are proposed to the north and east of the property. The
Woodburn Transportation System Plan was adopted by city council on June 10,
1996. Parr Road is designated as a service collector to accommodate vehicular,
pedestrian and bicycle traffic. The plan also identifies a south arterial that runs along
the south property line of the proposed park. In anticipation of the alignment of the,
arterial, the conceptual plan identifies the proposed 100 foot of right-of-way
dedication.
B. Woodburn Zoning Ordinance
Chapter 16 Comprehensive Plan Amendment Procedures
A Plan Amendment is any change to the Woodburn Comprehensive Plan text or
map.
Section 16.080 Burden of Proof
al To support an amendment to the Comprehensive Plan, the applicant shall:
(1) Prove that the original plan was in error;
(2) Show that the community has changed since the original plan was
adopted;or
(3) Show that there has been a change in the planning and growth policy of
the city.

STAFF FINDING: The original parks elements of the comprehensive pian was
adopted In the early 1980's. It Is on the verge of being revised at this time by
consultants who are reviewing the existing park system. A preliminary findings
report has been Incorporated with this staff report. The results of the study will be
included as part of the periodic review process. The convnunlty has changed since
the first plan. Staff concurs with the consultant's preliminary findings. The edditlon
of park land has not kept up with the growth In population. The comprehensive plan
has relatively few, If any, large parcels of property that are available (planned or
owned) for park development.
Chapter 15 Zone Change Procedures
1.Show there is a need for the use proposed.
STAFF FINDING: Staff concurs with the consultant's findings. The need has been
addressed above. Need is related to changes in the community and certain
assumptions made at the time the comprehensive plan was adopted. The plan is not
a static document.
This request stands on its own merit even prior to periodic review changes.
2.Show that the particular piece of property in question will best meet that need.
STAFF FINDING: Staff also concurs with the consultant's findings. This park site is
. the largest park site owned by the city. Its location is particularly significant in that
it is located next to two new schools and is in close proximity to a tributary of Mill
Creek. '.

VI CONCLUSION:
This request includes an annexation, comprehensive plan map amendment and zone
change only. No site specific development is being requested at this time. The
annexation would include approximately 24.98 acres of land that the City of
Woodburn has owned since 1985 in anticipation of developing a park. Along with
this request, a comprehensive plan map amendment and zone change are necessary
for that development to occur in the near future.

VII DECISION:
If the Woodburn Planning CommIsaion recommends approval to the city council, the
following conditions of approval are recommended by staff:
1. Attachments A, B, C as submitted by the public works department, fire
department, and police department be incorporated into findings and adopted.

GENERAL CONDmONS:
1. The property is subject to the Site PIen Review p.~ prior to any on-site development.
Specific utility requite.u.outs and conditions wiD be generated through this process.
2. The site can be served by the existing sanitary sewer main and water main as shown on the
utility map as included as attachment one. A pump station may be required for the sanitary
system due to grade restrictions. .
3. The existing storm sewer on Parr Road can be utilized for storm drainage needs, grade
may be an issue and on-site detention will be required.
4. The 100-foot Right-of-Way adjacent to the south property line shall be dedicated to the
city as a condition of approval.
5. At the time of development, Parr Road shall be improved to city standards, from the end
of the improved portion, to the West boundary of the park property.

Comnrehensive PIAn. The Woodburn Comprehensive Plan identifies this parcel as
being planned for residential use, Part of this request Includes a comprehensive plan
map amendment to change the subject parcel to parks and open space.
2. There is a nublir. need for the reouested annexation aod zone change.
Centennial Park will represent a significant boost to the city's park and open space
inventory.. This park is primarily intended to provide several additional ball fields and
soccer fields. Similar facilities in existing city parks are overtaxed and inadequate to
meet a growing public demand for such amenities. The need for Centennial Park is
also evident in that the parcel was purchased. over a decade ago for the very
purposes described and there has never been any deviation in the city's intent to
suggest that the land might be utilized for some other purpose.
3. The oubHc need is best met by this orooosa!. The manner in which this
proposal will meet the public need is described in some detail in #2 above. The
park's location provides the potential for joint utilization, with the Woodburn School
District, of athletic fields and facilities. The preliminary design of the park also makes
allowance for potential fut.ure right-of-way dedication f9r a south bypa:>s
transportation route, a significant component of the city's Transportation Plan.
4. There is no other available and apnronriatelv zoned land in the vicinity. Aside
from the adjacent school district property, which has now been developed as Heritage
Elementary and Valor Middle Schools, and is thus unavailable, all other land in the
surrounding area is zoned or designated as residential. The only other specifically
designated open space areas in the southwest quadrant of the city are the Nellie Muir
School on W. Hayes Street and a portion of the Senior Estates golf course.
Consultants assisting the city in the development of a parks master plan have noted
that there are no feasible alternative sites that would meet the criteria for preferred
size, location, accessibility, available infrastructure and appropriate zoning (refer to
letter included as Attachment 1).
5. Petitioners cannot make a reasonable use of the land as it is currentlv 7oned.
This parcel is currently under a Marion County zoning designation, Urban Transition
Farm (UTF), which allows for assorted farming operations to occur, and little else.
The City of Wood bum is in the business of providing assorted municipal services and
is not engaged in farming operations of any nature. The requested annexation, along
with the comprehensive plan map change, and zone change, is necessary so that
city-provided utilities (water/sewer) can be extended to the site in order to provide
customary p.ark amenities.

As part of our conllact to update the Woodburn Comprehensivc Park and Re<.Tealioll Plan, Don
Gancr and 1 recently completed preliminary findings for an cvaluation of the existillg park and open
space system. We are therefore able to provide you with infonnation with respect to Centennial
Park, and to what degree alternative sites arc available and appropriately zoned.
I. Woodburn Park and Open S.pace Sysrem Analvsis
Due to r.J.pid growth of the ,."ommunity, the City of Woodburn has a critical shortage of large,
aVailable., act:essible and appropriatcly zoned sites to meet publie parkland requirements. This lack
of si~~, combined ~ith the marpnal si7.e of.e~sling pa.Ib, makes the.C.entcnnial Parlc: !rite
el(tremely impor1ant as a strat.egie locati<m In meet existing and future recreation and open space
needs. This is also WOOdburn's largest parle sile, and when developed, will help o/Tset the curren!
deficiency of park and recrea1ional opportunities. .
Moreover, applying geographic criteria. the southwest quadrant of W(xx1burn is one of the most
deficient in open space, """""~ the 5I11a11 tributary of Mill Creek functions only as a dr.unage
__.de in this area, and above ~dIT Road the only publicJpri\'ate open space is the small Nellie Muir

Lastly. the location of Centennial ~.trk near the Mill Creek tribulaly is a major a..-set to the

2. Joint SchoollParl<s
Joint schools, parb and playgrounds have been recognized around the country a~ a solution to
provide the most efficient and effective means c{ providing rccmuional and educational
opportunities for urban areas. Sharing costly infrastnk:ture, RXlucing tranSportatiOlltrips. and joint
use of public lands and buildings is dearly a pntdent public decision.
Centennial Park is locatcd adjacent to a new middle school and elemcnlaly so/lOol, and is the only
park in Woodburn next to a scIklOl campus. This joint schoo1lpark c.omplel( could not be fea~ibly
duplicated an}where in lhe community. given ptcSCI1t land use development patterns and currenl
zoning.
