ORDINANCE NO 2040
AN ORDINANCE PROPOSING A LEVY OF TAX OUTSIDE THE LIMITATION IMPOSED BY ARTICLE
XI, SECTION II, SUBSECTION (1) OF THE OREGON CONSTITUTION AGAINST THE TAXABLE
PROPERTY IN THE CITY OF WOODBURN IN THE AMOUNT OF $1,304,693.00 FOR THE FISCAL
YEAR 1990-91; AUTHORIZING THE EXPENDITURE OF MONIES DERIVED THEREFROM FOR THE
BUOGET FOR THE FISCAL YEAR BEGINNING JULY I, 1990; CALLING FOR AN ELECTION AT
WHICH SUCH LEVY OF TAX SHALL BE SUBMITTED TO THE LEGAL ELECTORS OF THE CITY OF
WOODBURN; AND DECLARING AN EMERGENCY.
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section 1. That the City Council of the City of Woodburn hereby
proposes a levy of tax outside the limitation imposed by Article XI, Section II,
Subsection (1) of the Oregon Constitution in the amount of $1,304,693, ~for the
purpose of applying said sum to the budget for fiscal year 1990-91 which begins
on July 1, 1990.
Section 2. That the proposed levy of tax shall be submitted to the
legal electors of said City at a special election on June 26, 1990, which is
hereby called to be held therein, in accordance with the laws of the State of
Oregon and the Charter of said City governing elections.
Section 3. That the form in which said question shall be submitted
to the electors of said City on the official ballot at such special election
which is attached as "Exhibit A" and by this reference is incorporated herein.
Section 4. This ordinance being necessary for the immediate
preservation of the public peace, health and safety, an emergency is declared to
exist and this ordinance shall take effect immediately upon passage by the
Council and approval ~~ Mayor. ;\ ~ ~

SPECIAL MUNICIPAL ELECTION
CITY OF WOODBURN

June 26, 1990
Submitted to the Voters by the City Council
AUTHORIZATION FOR ONE-YEAR OPERATING LEVY
Question: Shall the City of Woodburn levy $1,304,693, outside the tax base to
finance City operations during fiscal year 1990-91?
EXPLANATION: The passage of this measure will approve a one-year operating levy
above the 1990-91 tax base of $165,465. The one-year operating levy is required
to finance continuation of the present service levels in the General Fund and
Transit Fund operations as approved by the Budget Committee.
General Fund services include:
Police Department: 24-hour patrols; public safety, crime prevention, and
drug enforcement programs
Emergency Dispatch: 9-1-1 telephone communications dispatch center
Retired Senior Volunteer Program
Municipal Court
City Hall Facility Maintenance
Administration support
Community Development: Code Enforcement Program
Transit Fund services include:
Transit Bus operations
Dial-a-Ride Program.
The taxes requested in this measure will be distributed to each fund as follows:
