LIMITATION ON THE ~OUNCTL' S AUTHORITY TO LEVY TAXES; PROVIDING FOR SUBMISSION OF SAID CHARTER AMENDMENT TO THE ELECTORS OF TIm CITY AT THE GENERAL ELECTION ON NOVEMBER 6, ;gqO; AND DECLARING AN EMERGENCY. THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section I. If the hallot measu'-e establishing a new tax base for the City of Woodburn, referred to the voters by Ordinance No. 2046, is passed at the November 6, 1990 gE.neral election, the following is hereby added to the city of Woodburn Charter of 1982: Sectlon 41, Limiting Tax Sase. Notwithstanding Article XI, Section II, of the Oregon Constitution, commencing with the fiscal year 1992--93, th~ Council's authority to increase the City's tax base shall be limited to four percent (4%).
