AN ORDINANCE SUBMITTING '1'0 THE VO'rERS OF THE CITY OF WOODBURN A PROPOSAL TO AMEND
THE CITY CHARTER BY ADDING A NEW SECTION RELATING TO 1\. LIMITATION ON THE
~OUNCTL' S AUTHORITY TO LEVY TAXES; PROVIDING FOR SUBMISSION OF SAID CHARTER
AMENDMENT TO THE ELECTORS OF TIm CITY AT THE GENERAL ELECTION ON NOVEMBER 6,
;gqO; AND DECLARING AN EMERGENCY.
THE CITY OF WOODBURN ORDAINS AS FOLLOWS:
Section I. If the hallot measu'-e establishing a new tax base for the
City of Woodburn, referred to the voters by Ordinance No. 2046, is passed at the
November 6, 1990 gE.neral election, the following is hereby added to the city of
Woodburn Charter of 1982:
Sectlon 41, Limiting Tax Sase. Notwithstanding Article XI, Section II,
of the Oregon Constitution, commencing with the fiscal year 1992--93, th~
Council's authority to increase the City's tax base shall be limited to
four percent (4%). '1'his limitation "hall not apply to a property tax:

Section 3.
Said election shall be held in accordance with the
applicable provisions of law. Th~ appropriat~ notices shall be given as provided

CHARTER AMENDMENT LIMITING TAX BASE
QUESTION:
Shall the City Charter be amended to limit the City Counci I' s
authority to increase the City's tax base?
EXPLANATION: BalJt)t measurl? n,). 24- pstaJ)lishes a new tax base for the city
(,f Wcodburn effe('~.j\i(~\ Jul}T 1/ 1991. Under state Jaw, the tax base may be
increased each year thprpa"t.r hj 6%. This measure would limit the Council's
:luthority to inct'~;c,,"c tL~~' Cit.y's t;:)R bases each year to a maximum of 4%. This
measure will not t.ake effect unl,':;,s measure no. 24-__ establishing a new City
tax base, is approved.
