Ord 2335 - supplemental Budget COUNCIL BILL NO. 2446 ORDINANCE NO. 2335 AN ORDINANCE ADOPTING A SUPPLEMENTAL BUDGET FOR FISCAL YEAR 2002-2003 AND DECLARING AN EMERGENCY. WHEREAS, Oregon State Statute 294.480 allows for the adoption of a supplemental budget during a fiscal year to meet changes in financial planning, and WHEREAS, the public notice required under State budget law was published in the Woodburn Independent on April 30, 2003, and WHEREAS, during the regular City Council meeting on May 12, 2003, citizens were given an opportunity to comment on the proposed 2002-03 supplemental budget, now, therefore, THE CITY OF WOODBURN ORDAINS AS FOLLOWS: Section 1. That a supplemental budget for fiscal year 2002-03 is hereby adopted as set forth below. Section 2. That if any clause, sentence, paragraph, section or portion of this ordinance for any reason shall be adjudged invalid by a court of competent jurisdiction, such judgment shall be confined in its operation to the clause, sentence, paragraph, section or portion of this ordinance directly involved in the controversy in which such judgment is rendered. Section 5. This ordinance being necessary for the public peace, health and safety, an emergency is declared to exist in that appropriation adjustments are necessary to meet estimated expenditures during fiscal year 2002-03 and this ordinance shall take effect immediately upon passage by the Council and approval by the Mayor.
