Currently, the City receives 3% from the telephone company as the franchise tax. Under the new legislation, the City would need to increase the tax to a minimum of 3.5% to receive a similar amount of revenues as budgeted, however, we are allowed to raise the tax to 7%. The Council will need to adopt an ordinance prior to July 1, 1990 if they decide to increase the franchise tax, otherwise, the next opportunity for changing the tax would be in January 1995 when the franchise agreement is up for renewal. The Administrator recommended that the Council set the franchise tax at a minimum level of 4% but also suggested consideration of setting the tax at 7% to offset future property taxes.
