The Council met in a special session at 7:30 p.m. with Mayor Kirksey presiding. 0010 ROLL CALL. JENNINGS/SIFUENTEZ.... approve the regular and executive session Council minutes of May 14, 1990 and accept the Downtown Association minutes of May 8, 1990. The motion passed unanimously. 0027 APPOINTMENT OF PLANNING COMMISSION MEMBERS. Mayor Kirksey recommended the appointment of the following individuals to the Planning Commission: Robert Rappleyea - term expires 12/92 Bill Shillig - term expires 12/92 Therese Sprauer - term expires 12/94 SIFUENTEZ/HAGENAUER.... approve the appointments to the Planning Commission as recommended by the Mayor. The motion passed unanimously. 0046 COMMUNITY SERVICE AWARDS. Mayor Kirksey presented a Community Service Award to United Disposal Service for their contribution to the community on a daily basis along with their contribution in providing dumpsters during the annual Clean-up week. Joan Brentano accepted the award on behalf of United Disposal Service. Mayor Kirksey and Councilor Minard presented a Community Service Award to the Woodburn High School Band who recently represented our community in Victoria B.C. by playing concerts in front of the Parliament Building and Provincial museum. Brian Gingerich and Dale Yuranek accepted the award on behalf of the band. Ms. Mouncer expressed her appreciation in receiving the award from the Council and Park Board. 0336 The Woodburn Police Department has scheduled an Open House for Saturday, June 2, 1990, between 10:00 AM and 2:00 PM. The public is invited to tour the department and speak with officers from Woodburn, Marion County, and the Oregon State Police. 0344 PROCLAMATION - NATIONAL POLICE WEEK. Mayor Kirksey read a proclamation declaring May 14 - 18, 1990 as National Police Week within the City. She encouraged citizens to extend their appreciation to the Woodburn Police Department for their efforts to provide a safe and secure City. 0400 COUNCIL BILL 1222 - ORDINANCE PROPOSING OPERATING TAX LEVY OF Sl.304.693 FOR FISCAL YEAR 1990-91 AND CALLING FOR AN ELECTION ON JUNE 26. 1990. Council Bill 1222 was introduced by Kyser. Deputy Recorder Tennant read into the record the amount of operating tax levy request approved by the Budget Committee for submittal to the voters on June 26th. The two readings of the bill were read by title only since there were no objections from the Council. On roll call vote for final passage, Council Bill 1222 passed unanimously. Mayor Kirksey declared the bill duly passed with the emergency clause. 0490 COUNCIL BILL 1223 - ORDINANCE AMENDING TELEPHONE FRANCHISE RATE. Council Bill 1223 was introduced by Kyser. The two readings of the bill was read by title only since there were no objections from the Council. Administrator Quinn briefly reviewed the legislative change in calculation of the franchise revenues and the tax information to be placed on the bottom portion of the bill. On roll call vote for final passage, the bill passed unanimously. The Mayor declared the bill duly passed with the emergency clause. 0669 COUNCIL BILL 1224 - RESOLUTION AUTHORIZING AGREEMENT WITH HARRIS & EIDE. CPA. FOR AUDITING SERVICES FOR FISCAL YEAR 1989-90. Councilor Kyser introduced Council Bill 1224. The bill was read by title only since there were no objections by the Council. On roll call vote for final passage, the bill passed unanimously. The Mayor declared the bill duly passed. 0692 ACCEPTANCE OF EASEMENTS - CLEVELAND STREET UTILITIES. The staff recommended the acceptance of the following 18-inch utility easements along the south right-of-way of East Cleveland Street: Salvador & D. Estrada Sr., Richard & Doris Clarke, Robert Anderson, William & Betty Hodgkiss, Bernard & Elva Powell, Howard Hagen, Polo & Marta Garcia, Richard & Esther Mosier, Paul & Dianna Samarin, and Antonio & Maria Perfecto. The motion passed ~nanimously. 0778 Jayne Gorsch, 2274 Oregon Court, questioned the revenues generated by the telephone tax and how much income will be lost when the telephone company is no longer required to pay for utility permits. The Administrator stated that an additional $11,000 is estimated to be received each year over the current budgetary estimates. The Public Works Director stated that the telephone company will continue to be required to meet City standards and the inspection cost will have to be absorbed by the City. 0920 Councilor Kyser stated that the Council will need to work on the passage of the June 26th operating levy. He also stated that a Political Action Committee was being formed to promote passage of the operating levy and he urged the Budget Committee, employees, and city residents to support the levy. 1004 Councilor Sifuentez questioned the status of weed abatement notifications. Community Development Director Geockritz stated that approximately 450 letters were sent to property owners. The property owners have 10 days to comply with the notice before the City can take any abatement action. 1034 Councilor Steen questioned the status of the removal of weeds along Woodland Avenue. The Public Works Director stated that the project is about 50% complete. 1086 ADJOURNMENT. The meeting adjourned at 8:07 p.m..
