Minutes - 04/23/1990 Workshop ~ COUNCIL WORKSHOP MlNUTES April 23, 1990 TAPE READING 0001 DATE. COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, APRIL 23. 1990. 0005 CONVENED. The Council met at 6:38 p.m. to discuss a business license/registration program. 0013 ROLL CALL. Mayor Kirksey Present (6:55 pm) Councilor Hagenauer Present Councilor Jennings Present Councilor Kyser Present Councilor Minard Absent Councilor Sifuentez Present Councilor Steen Present Staff Present: Administrator Quinn, Community Development Director Goeckritz, Police Chief Wright, Finance Assistant Murray, Deputy Recorder Tennant The purpose of the workshop was to receive community input on the feasibility of establishing a business license/registration program. Administrator Quinn reviewed his memorandum to the Council which outlines various concepts of business licenses, the benefits derived, and the ability to meet established goals. The Council briefly reviewed their reasons for proposing a licensing/registration procedure. The registration form would include such information as the name of the responsible party for contact by local officials in case of an emergency; registered ownership of the business; and a list of hazardous materials at the business, if any. In addition, the City would have the ability to regulate rental housing units which are not considered as Commercial Retail within the Uniform Fire Code. Members of the audience expressing viewpoints on the proposal included Carl Brown, Al Hilderbrand, Terry Withers, and Chamber Director Jane Kanz. They suggested that a registry process be followed by the City without any fees to be paid by the businesses. They also felt that city ordinances could be written to insure enforcement of violations without a formal registration process and to regulate transient businesses. Following further discussion with the Council, Chamber of Commerce members stated that they would be willing to work with the City to obtain information on businesses within the City and the location of hazardous materials provided that no fees were assessed to the businesses. It was the consensus of the Council to further meet with Chamber representatives to pursue the defining of objectives and see if city ordinances could help eliminate some of the existing problems.
