The Council met in regular session at 7:30 p.m. with Mayor Kirksey presiding. 0013 ROLL CALL. JENNINGS/KySER.... approve the Council regular and executive session minutes of April 9, 1990; accept the Recreation a Park Board minutes of April 2, 1990, the Planning Commission minutes of March 29, 1990, Woodburn Downtown Assoc. minutes of April 4 & 10, 1990, and the Woodburn Fire District minutes of March 13, 1990. The motion passed unanimously. 0032 PROCLAMATION - NATIONAL LIBRARY WEEK -- APRIL 22-28. 1990. Mayor Kirksey read a proclamation declaring the week of April 22-28, 1990 as National Library Week. She urged citizens within the community to visit the Library and become familiar with the informational materials available to the patrons. 0097 PRESENTATION - LIBRARY EMPLOYEE OF THE YEAR. Library Director Sprauer announced the selection of Judy Coreson as Library Employee of the Year. Ms. Coreson has served as the Department's Secretary for approximately 7 years. 0139 COUNCIL CONSENT FOR APPOINTMENT OF FINANCE DIRECTOR. City Administrator Quinn recommended the appointment of Carolyn Murray as Finance Director for the City. JENNINGS/SIFUENTEZ.... approve the appointment of Carolyn Murray as Finance Director. The motion passed unanimously. 0198 Since the May 28th regular Council meeting falls on Memorial Day, discussion was held regarding a special meeting date prior to the June 11th regular meeting. The motion passed unanimously. 0234 CHAMBER OF COMMERCE REPORT. Jane Kanz, Executive Director for the Chamber, stated that the Chamber's informational brochure on the City and its surroundings has been reprinted and it includes a community profile insert. She also reminded the Council that the Chamber Business After Hours will be held on April 24th, 5:30 p.m., at the Oregon Eye Clinic. On Wednesday, April 25th, the Secretary's luncheon and Fashion Show will be held at Brack's Restaurant. 0298 LETTER FROM OREGON ASSOCIATION CHIEFS OF POLICE. Administrator Quinn read the letter from Chief Tom McCann, Association President, advising the City that Police Chief Ken Wright was elected to serve on their Board of Directors. In addition, Chief Wright was also awarded the 1989 Distinguished Service Award for his dedicated service to the Association and leadership abilities in serving as Chairman of the Education and Training Committee. 0387 LETTER FROM CHARIOTS BUS COMPANY RE: STATE BALLOT MEASURE #1. Administrator Quinn read a letter from Chariots requesting Council support of State Ballot Measure #1 which would allow each County to decide if local vehicle fees can be used for transit funding. Denny Moore, Administrator for the State Transit Department, provided the Council with a video presentation on Ballot Measure #1. The Measure, if approved, would amend the Oregon Constitution and allow use of local vehicle fees for funding of transit programs. Mr. Moore stated that each County would be able to go to the voters to allow local registration fees to help fund local public transportation. He distributed a Fact Sheet to the Council prepared by the Transit Department of the State Department of Transportation. He also stated that the measure is supported by the League of Oregon Cities and Association of Oregon Counties. 0686 Bill Costine, 1740 Rainier Rd., requested the Council to send a letter to the County Commissioners criticizing the County Assessor's method of allocating the new assessed values for property within the City. He stated that the amenities paid for by the residents of Senior Estates should not be used as criteria for increasing their assessed value by 15% while other property within the City increases by 5-10%. KySER/JENNINGS.... prepare a resolution regarding inequity in increasing assessed values of property within the City. The motion passed unanimously. 0850 Miguel Salinas, 8420 Cason Lane, Gladstone, representing Plaza Del Sol Advisory Committee, expressed his appreciation to the Council for conducting a workshop April 16th on the proposed project. He questioned the position of the Council on this proposal. Mayor Kirksey stated that the Council had not had an opportunity since the workshop to discuss the information presented at the meeting. Page 2 - Council Meeting Minutes, April 23, 1990 I -, COUNCIL MEETING MINUTES April 23, 1990 TAPE READING Administrator Quinn stated that the property appraisal report, prepared by George Miller, should be received by the City later this week. Once the report is complete, the information will be forwarded to the appropriate State and Federal agencies regarding disposition of the property. He also stated that the City's attorneys have recommended that lengthy discussions on this proposal be prohibited unless the Council is willing to open up the discussion to all proposals. Mr. Salinas stated that the Plaza Del Sol proposal was presented to the Council based upon the request of City staff, therefore, it should be considered in depth prior to any further action taken by the Council regarding disposition of the property. Grace Gallegos, member of the Plaza Del Sol Advisory Committee, requested that the Council give their committee some additional time to put a development plan together. Mayor Kirksey stated that she was not personally convinced that grant funds could not be transferred to another location in Woodburn. She stated that she had attempted to contact Yvonne Addington to further discuss this issue but Ms. Addington has been out of town. Following some further discussion on this issue, 1790 KySER/STEEN.... accept the Council's decision dated March 12, 1990, to sell Grace Village property according to law. Legal details are now being completed and upon completion of details, the property will be put up for sale and everybody will have an equal opportunity to purchase this property in the City terms of cash. Furthermore, I instruct City staff not to proceed with alternate proposals until the property is put up for sale according to law. On roll call vote, the motion passed 4-1 with Councilor Sifuentez voting nay. Mayor Kirksey stated that the Council's action does not mean that it is against the proposal and the funds should be reapplied for to be used within the community. 2153 Joe Guerra, Salem, expressed his concern on the Council's decision to proceed with the sale of the property and objected to their alienation of the Hispanics from the decision making process. Clara Padillo Andrews, Portland, and Jose Ramiro, Oregon City, also expressed their objection to the Council's decision. KySER/JENNINGS.... recess for 5 minutes. The meeting recessed at 9:45 p.m. and reconvened at 9:51 p.m.. 2397 COUNCIL BILL 1216 - RESOLUTION AUTHORIZING SUBMITTAL OF URBAN MASS TRANSIT OPERATING ASSISTANCE GRANT APPLICATION. Council Bill 1216 was introduced by Kyser. The bill was read by title only since there were no objections from the Council. On roll call vote for final passage, Council Bill 1216 passed unanimously. Mayor Kirksey declared the bill duly passed. Council Bill 1217 was introduced by Councilor Kyser. Since there were no objections from the Council, the bill was read by title only. On roll call vote for final passage, the bill passed unanimously. The Mayor declared the bill duly passed. 2486 COUNCIL BILL 1218 - RESOLUTION AUTHORIZING RENEWAL PARTICIPATION IN FEDERAL PROPERTY UTILIZATION PROGRAM. Councilor Kyser introduced Council Bill 1218. The bill was read by title only since there were no objections from the Council. On roll call vote for final passage, Council Bill 1218 passed unanimously. Mayor Kirksey declared the bill duly passed. 2557 CITY SPONSORSHIP AND INSURANCE COVERAGE FOR DRUM AND BUGLE COMPETITION. Organizers for the Drum and Bugle Competition requested City sponsorship of the program and insurance liability coverage for the event. The competition will be held at Legion Park on July 4th. JENNINGS/KySER.... insurance coverage be extended to cover the program as in the past. The motion passed unanimously. Larry Krieghauser, member of organizing committee, stated that he would show a video presentation after the meeting on one of the Drum & Bugle Corps which will be performing at the competition. He also stated that the program booklet has been completely paid for through advertisements. Additional parking will be available at the High School and Senior Estates with a shuttle bus to transport people from the parking areas to Legion Field. Tape 2 0001 AUTHORIZATION FOR TREE REMOVAL. The Administrator requested Council authorization to allow the removal trees within the public right-of-way located at 471 Montgomery Street and 1152 E. Cleveland Street. HAGENAUER/JENNINGS.... allow removal of the trees on Montgomery and Cleveland Streets. The motion passed unanimously. 0096 DISTRIBUTION OF BUDGET FLYER. Administrator Quinn reviewed the information provided in the tax base flyer which would be distributed to households within the City. KySER/SIFUENTEZ.... proceed with printing of the flyers. The motion passed unanimously. Councilor Jennings requested that City employees volunteer their time to help distribute the flyers. 0180 SIFUENTEZ/ .... endorse state-wide Ballot Measure 1. The motion died for lack of a second. 0204 Councilor Jennings suggested that the City install a temporary sign on Astor Way to advertise the use of City gas tax funds towards funding of the improvement project.
