COUNCIL MEETING MINUTES
Executive Session
February 12, 1990
0001 DATE. COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION,
STATE OF OREGON, FEBRUARY 12, 1990.
CONVENED. The Council met in a work session at 6:30 p.m. with Mayor
Kirksey presiding. The purpose of the meeting was to review the Police
Management Study.

0050 Chief Wright stated that he had requested assistance from the Bureau of
Police Standards and Training to conduct an audit of the Police Department
which was subsequently performed by Capt. Duggan and Deputy Chief Danko
from the Beaverton Police Department. After reviewing the recommendations
outlined in the report, the Chief stated that a revised work schedule will
be in effect as of March 19th which will provide multiple patrol officers
on each shift.
0160 Captain James Duggan commended the Department on their current operations
and informed the Council that the intent of the study is to provide
assistance in how to make the department even better within its budgetary
constraints. He stated that they felt the administrative staff needed to
be expanded in order accomplish both long and .short term management tasks.
The Council questioned him on a issue addressed in the report such as a
Reserve Officer program, increased communication skills between cultural
groups, officer safety, and management of the 9-1-} communication center.
1554 Chief Wright stated that officer activity in Woodburn is equivalent to
cities of a larger size such as Bend. He is also trying to implement as
many of the recommendations as possible within the bUdgetary means of the
City. In addition, he will be forming a Police Assessment Team which will
consist of 20 to 30 individuals within the community to assist management
staff in prioritizing police calls.
Chief Wright presented Captain Duggan with a plaque in appreciation of his
willingness to assess the current operations of the department.

The Council met in executive session under the authority of ORS 192.660
(l)(h).
City Attorney Shields reviewed the status of the fOllowing lawsuits:
1) Emanuel Hospital v. City of Woodburn, et al; and
2) Pacific Northwest Development Co. v. City of Woodburn, et al.
ADJOURNMENT.
The Council adjourned the executive session at 9:40 p.m..
