COUItCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, JANUARY 22, 1990. 0005 CONVENED. The Council met in a work session at 6:00 p.m. with Mayor Kirksey presiding. 0013 ROLL CALL. Superintendent Daniels, Deputy Recorder Tennant Kirksey Hagenauer Jennings Kyser Minard Sifuentez Steen Present Present Present Present Present Present Present The purpose of the work session was to address current wastewater treatment issues and water/sewer rate adjustments. Public Works Director Tiwari provided a brief overview on liquid and solid disposal methods at the treatment plant. Recent Department of Environmental Quality (DEQ) regulations have been forwarded to the City which will require modifications to the existing wastewater treatment process in order to comply with plant discharge to the Pudding River based on the flow of the river. Gordon Merseth, Consulting Engineer with CH2M Hill, discussed the City's option to irrigate effulent on farm land near the plant. He stated that 700-800 acres of land is needed to irrigate at this time and 1600 acres would need to be available over the next 20 years for irrigation. He suggested that the MacLaren School farm would give the City approximately 200 acres and it is preferable that two or three farmers within a 2 mile radius be added to the program. The water would be treated to meet DEQ requirements before it is used for irrigation purposes. In addition, the water could only be used to irrigate certain above ground crops. Test wells have been placed at various locations around the plant for the purpose of monitoring the level of nitrate. The first sampling from the wells indicate that the nitrate level is below the acceptable level. DEQ will allow the use of the old lagoon at the Wastewater plant for sludge disposal if the nitrate level is below the established level. Currently, the sludge is placed on MacLaren School property. Brief discussion was held regarding the possiblity of the septic system drain field from the two mobile home parks located north of MacLaren School creating the high nitrate level. Under a new state law, the mobile home parks would be required to connect to the closest Wastewater Treatment facility if it is found that the septic system is contaminating the ground. Page 1 - Work Session, Council Meeting Minutes, January 22, 1990 ~ ,- COUNCIL MEETING MINUTES Work Session January 22, 1990 TAPE READING 1102 The Director reviewed DEQ's letter relating to wastewater discharge into the Pudding River based on river flow (Total Maximum Daily Load). In addition, the proposed change from BOD to CBOD gives the City some relief and flexibility. The difference between BOD and CBOD for the City test is expected to be approximately 25%. The City is experiencing a winter peak load capacity due to the infiltration fo a high volume of ground water getting into the sewer line system from cracked pipes. A sewer line inspection program is in place to locate pipes that need to be sealed and monitor the flow of water. In addition, DEQ has established a schedule in which the City is required to make modifications to the plant. In a written response to DEQ on their proposed schedule, the staff will be requesting DEQ to delay the time period in which plant modifications are to be completed by an equal amount of time if DEQ is delayed in providing the City with a Total Maximum Daily Load (TMDL). 1747 Another issue discussed involved the separation of industrial flow from food processors. Alternatives available include (I) negotiate with AGRIPAC to spray irrigate land from industrial flow of Smucker's and North Marion Fruit Company; and (2) give the food processing companies a permit to limit industrial flow to the plant. When plant modifications are completed, all food processing companies will have their waste treated similarly. Daria Whightman, CH2M Hill, briefly reviewed a proposed facilities plan which is required in order to qualify for state loan funds. The plan includes: 1) Flow treatment on short/long term range; 2) Analysis of infiltration and inflow problems; 3) Update sewer map system; 4) Developing alternatives at the plant; 5) Sludge Management program; 6) Public Involvement; and 7) Draft and Final Facilities Plan submitted to DEQ. 2634 WATER AND SEWER RATE REVIEW. Director Tiwari provided the Council with a comparison chart on rates from other jurisdictions. The proposal, that keeps Woodburn rates below the average of 10 communities, would increase the residential basic rates by $.60 per month for water and $1.60 per month for sewer. The water charge above the minimum allowable is not proposed to be increased. Rates for commercial and industrial users would increase at a higher level dependent upon the line size. ADJOURNMENT.
