Honorable Mayor Kirksey and Council Persons,
We sincerely feel the current water/sewer billing system is unfair to
families living in the city of Woodburn, and would like your attention in
this matter.
Family rates have more than doubled for many households in the city
Woodburn, supposedly based on their usage. We are obviously NOT
talking usage here, we are talking about mandated requirements for
environmental compliance and city growth. As you well know these
things effect every residence, and these costs should be evenly
distributed. Though we have been told by members of our council that
we should have been aware of the effect of the changes, we feel we were
mislead and misinformed of the severity of the amount of the increase.
Expecting a "few dollars increase" is in reality something that has
"doubled, and at times much more"! Many of us have come to realize
that this, in a sense, is the same as a "surcharge" or "tax" without a voze,
We are requesting that you look into this matter with a more "serious"
approach, keeping in mind a more logical method, such as a "flat rate",
where all residents would compensate evenly for the monies needed to
accommodate the new sewer facility in Woodburn. It is obvious that
households with larger families use more water/sewer, and we
acknowledge that fact, but our.families should not have to carry the
burden that the entire community of Woodburn should partake evenly
and fairly. Larger households should not have to be totally responsible
for meeting environmental compliance and city growth.
We are hoping that all of you can appreciate our "shared" problem, and
will come up with a solution that is fair and just for all.
