I'd like to thank the Council for giving Woodbum voters a chance to participate in the
budget cutting process. I have a few suggestions about choices and about increased fees.
If you have a choice between funding a park program or an archaeolouical dig, fund
the park program - after all, archaeolgoical projects are usually funded b~ universities or
philanthropic organizations If you have a choice between funding a library, program
orthe ~ ~ fund the library program - there are some really big
firms in Woodbum - Wal Mart, HWI, Agripac, Smuckcrs, Conroy's, Miles Chevrolet, and
Hillyer Ford - they should be able to fund thc Chamber's activities without any belp from
the City.
I want to make a pitch to save the funding of the ~ department Evidently there
are a lot of firms wanting to locate here. If we are to maintain the livability of our city
we must have a planning staff capable of properly processing all these applications.
To insure the stability of the planning department, I suggest the City increase its
planning fees so that developers pay for services they receive. Right now the City is
subsidizing developers. The City doesn't charge them for the planning time their
applications demand, and the City doesn't charge them for the time engineering staff
must spend checking their project workmanship and the City's planning fees are cheaper
than those in other cities.
Why should the public subsidize these services with our property tax and our state gas
tax? It's not the mission of planning staffto lead the developer by the hand through the
planning process. And it's not the mission of the engineering staff to supervise a
developers' project, to make sure he does it right. If the developer needs individualized
planning service, he should pay for it. If he needs city supervision to build a project, he
should pay for that too.
I'd like to touch on another aspect ofdevelopment---TIFs. Several years ago
Transportation Impact Fees were established so that new development would pay for
increased capacity to relieve traffic problems. At that time staff recommended that 50%
of the allowed fee be charged. The Council instead approved a 25% fee. Right now the
TIF account has $683,000 in it. But if Council had approved the 50% fee, there would be
an additional $683,000 in the fund. That is almost enough to build a connecting road
between Hwy 214 and Parr Rd. Look at the opportunity that's been lost. I hope the
Council will increase the TIFs to the 100% limit so no more opportunities will slip
through our fingers.
