0023 UPCOMING OFFICE CLOSURES.
City Hall, Public Library, and the Community Center will be closed at 12:00 noon on
Thursday, December 24th, all day on Friday, December 25th, and all day on Friday,
January 1, 1999.
ANNOUNCEMENTS.
A Special Council meeting will be held on Friday, December 18th, at 1 :30 p.m. in the City
Hall Council Chambers. At 2:00 p.m., a Council workshop will be held on land use
planning.
A Council workshop relating to annexations will be held on Monday, January 4, 1999,
7:00 p.m., in the City Hall Council Chambers.
A public hearing on the 1997 and 1998 Local Law Enforcement Block Grant (LLEBG)
will be held on January 11,1999,7:00 p.m., in the City Hall Council Chambers.

0069 CHAMBER OF COMMERCE REPORT.
The manager of the Holiday Inn Express spoke on behalf of the Chamber Board and
informed the Council that the December Chamber Forum will be held on December 16th
at the Settlemier House at 12:00 noon. An old-fashioned Christmas Dinner will be served
for lunch and attendees are asked to call the Chamber office to make reservations. The
Chamber has also entered into an agreement with the Woodburn Independent to publish
the 1999 Business Directory and Community Profile for the purpose of promoting the
good business climate, livability, and sites of the Woodburn area. This directory will be
made available in January 1999. During the month of November 1998, the Chamber
received 500 visitors and 325 telephone calls.
0114 Mayor Kirksey stated that the holiday celebration for volunteers of the RSVP program
will be held on Saturday, December 19th, 2:30 pm, at the Cascade Retirement Center.
0131 LETTER TO MARION COUNTY COMMISSIONER PEARMINE.
Included in the agenda packet was a letter written by Mayor Kirksey on behalf of the City
to thank her for her 8 years of service as County Commissioner.
0140 LETTER FROM ALEXANDRA COURT NEIGHBORHOOD WATCH.
The Alexandra Court neighborhood submitted a letter to the Council informing them that
their neighborhood has decorated their homes with the Christmas theme. On Saturday,
December 19th, between 7:00 pm and 9:00 pm., they will be collecting canned goods from
visitors which will be turned over to the AWARE Food Bank for distribution to needy
families.

Councilor Jennings stated that the following corrections need to be made to the Council
minutes of November 23": 1) Bruce Thomas was reappointed to the Budget Committee
(not Bruce Thompson); and 2) Don Hagenauer was not going to participate on the panel
of judges at Gervais Elementary School (tape reading 2338).
JENNINGSIPUGH.... approve the consent agenda with the corrections to the November
23" Council minutes. The motion passed unanimously.
0220 OATHS OF OFFICE.
Councilor Jennings resigned from his seat after fourteen years of service as City
Councilor for Ward II.
Richard Jennings took the oath of office for Mayor and assumed the responsibilities of his
new position.
Mayor Jennings expressed his opinion that this was one of the smoothest transitions that
he has seen over the years and expressed his appreciation to former Mayor Kirksey for
her assistance.
0342 Richard Bjelland resigned his Planning Commission position effective immediately.
By consensus, the Council accepted his resignation.
Mayor Jennings appointed Richard Bjelland to fill the vacant Ward II Councilor position
for the next two years.
PUGHfFIGLEY... appointment of Richard Bjelland as Ward II Councilor be approved.
The motion passed unanimously.
OATH OF OFFICE - COUNCILORS.
The oath of office was taken by Councilors Kathy Figley (Ward V), Pamela Kilmurray
(Ward ill), Richard Bjelland (Ward II), and Mary Chadwick (Ward IV).
0458 ELECTION OF COUNCIL PRESIDENT.
Mayor Jennings accepted nominations for Council President.
Councilor Sifuentez nominated Kathy Figley to serve as Council President.
Councilor Chadwick nominated Richard Pugh to serve as Council President.
Mayor Jennings closed the nominations and the Councilors cast their ballots.
Recorder Tennant stated that Kathy Figley had received a majority of the votes.
Mayor Jennings declared Councilor Figley as Council President.

0547 PUBLIC HEARING - AMENDMENTS TO THE WOODBURN ZONING
ORDINANCE.
Mayor Jennings stated that the hearing was noticed for this meeting, however, he would
entertain a motion to continue the hearing to a date specific after he opens the hearing.
The Mayor declared the public hearing open at 7:20 p.m..
FIGLEYIBJELLAND... continue this public hearing to January 11,1999. The motion
passed unanimously.
0568 APPOINTMENT TO PLANNING COMMISSION.
Mayor Jennings stated that, after consulting with the Councilors, he would appoint Rob
Mill to serve on the Planning Commission, Position No.3, to take the place of Richard
Bjelland and his term will expire on December 31, 2001.
PUGHfFIGLEY... appointment of Rob Mill to the Planning Commission, Position No.
3, be approved. The motion passed unanimously.
0582 BUILDABLE LANDS CITIZEN ADVISORY COMMITTEE.
Mayor Jennings stated that the original list consists of 17 names some of which do not
live within the city limits. After discussing this issue with the staff, it was decided that a
9 member committee, all of which are residents of the City, would be a more appropriate
committee composition. Mayor Jennings appointed the following individuals to serve on
this Committee: Ashish Mistry, Dave Christoff, Roger Mathis, Nancy Farrell, Jack
Reeves, Daryl Kelley, Nita Marr, Jane Kanz, and Jack Donley.
FIGLEYIPUGH... appointments to the Buildable Lands Citizen Advisory Committee be
approved. The motion passed unanimously.
0658 PRESENTATION OF SERVICE A WARD TO DON HAGENAUER.
Mayor Jennings presented former Councilor Don Hagenauer with a plaque for ten years
of dedicated service to the City.
PRESENTATION OF SERVICE AWARD TO NANCY KIRKSEY.
Mayor Jennings presented former Mayor Nancy Kirksey with a clock in appreciation for
her many years of service as Mayor and Councilor.
Additional comments and presentations were made by Councilors, staff, and members of
the audience.
