Minutes - 07/27/1998 Workshop - COUNCIL WORKSHOP MINUTES JULY 27,1998 TAPE READING 0001 DATE. COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, JULY 27,1998. CONVENED. The Council met in a workshop session at 6:08 p.m. with Mayor Kirksey presiding. ROLL CALL. Mayor Councilor Councilor Councilor Councilor Councilor Councilor Kirksey Chadwick Figley Hagenauer Jennings Pugh Sifuentez Present Present Present (6:37 pm) Absent Present Absent Present Staff Present: City Administrator Walton, Recreation & Park Director Westrick, City Recorder Tennant 0015 Paul Koch, Waldron & Associates, stated that the final interviews for City Administrator are scheduled for Monday, August 3, 1998. Following the July 6th workshop, they had interviewed the final candidates either in person, or by phone, to obtain additional information. Background checks had been completed and this workshop was scheduled to finalize the list of candidates and the interview process with the Council. He recommended that the Council interview the following candidates: John Brown, Pamela Nolan, Roger Bennett, and David Weitzel. He had interviewed Joseph Mulloy who was on the Council's original list of candidates to be interviewed, however, he did not feel that he would be a good match for the City. David Weitzel was not on the Council's original list, however, since he was in the southern California area, he decided to interview Mr. Weitzel to obtain more information on his background. After talking to Mr. Weitzel, he felt that he would be a good candidate for this position. Mr. Weitzel had checked out as a strong candidate even though he had moved around a lot. He also mentioned that Mr. Wills, who was on the original list, had withdrawn his application. He suggested that on the interview process involve either two or three interview panels. The Council and Lee Walton would be one panel, a second panel would be the department heads, and a third panel comprised of community representatives. Discussion was held regarding the inclusion of community representatives as part of the process. If community representatives were utilized in this process, they would obtain a packet of information on each candidate within the next few days and they would receive an orientation from Waldron & Assoc. on the list of questions they could ask during the interviews. A Waldron & Assoc. staff member would also sit in on this panel to assist the representatives during this process. The majority of the Council did not want a panel of community representatives to participate in the interview process. 0628 Discussion was held regarding Department Head participation in this process. It was the consensus of the Council that they would interview the candidates and give the Council their perception of each individual. Additionally, Lee Walton would also interview each candidate since he felt that he may be able to elicit additional information that may not be covered by the other panels. Mayor Kirksey stated that there is a barbeque and recognition sponsored by Park & Recreation and Woodburn Together at the Aquatic Center from 6:30 pm to 7:30 pm. She suggested that a break be taken at that time and all ofthe candidates and their families be invited to attend this event. This break would fit in well with the interview schedule since the last interview is scheduled for 5:30 pm to 6:30 pm. It was the consensus ofthe Council to take a dinner break and attend the barbeque then reconvene the executive session and meet with the Department Heads to hear their perceptions on each candidate. Paul Koch stated that the revised schedule and notebook on the candidates will be delivered to the Council by Thursday or Friday of this week. 0784 Paul Koch also informed the Council that the expense budget will be more than originally projected and he requested that an additional amount, not to exceed $2,000, be authorized by the Council. It is there intent to keep the expenses to a minimum. It was the consensus of the Council to allow for the additional expense budget. The workshop adjourned at 7:39 p.m.. APPROVED ~.;?~ ~~ NANCY A.
