Community Center Planning Issues Workshop
Background and Discussion:
The Community Center Planning Committee provided a status report to you at
your September 24, 2001 meeting. Several questions were raised by Councilors
during the report, regarding Settlemier Park as a potential location for a new
Community Center.
Following the September 24th meeting and through discussions with the Mayor
and Council President it was determined a workshop with the City Council is
desirable, to discuss policy considerations related to the community center
project and provide guidance for the Community Center Planning Committee.
This workshop is scheduled to provide the Council an opportunity to reach
consensus regarding a policy issues associated with planning, siting, financing
and constructing a new community center, and to convey those policy choices to
the planning committee. The attached list comprises items for which policy
direction is sought, and presents other related items for discussion. It is
anticipated that the Council will provide policy guidance to the Committee for
each of the identified areas and items. The Community Center Planning
Committee has indicated an interest in participating in the Council's discussion
of these matters. Accordingly, they have been invited to your October 15th
workshop, and were provided copies of the agenda material. City Planning,
Recreation, Legal, and Administrative staff will also attend the workshop to
provide Council support as necessary.

PLANNING
. How large a population should the Community Center be developed to
serve?
. Do we see this as a facility that may be regional in use? If so, should we
consider regional as well as city population growth projections?
. Do we intend to serve specific target groups, or is this envisioned as all
ages/ all interests?
. How far into the future should the Community Center be planned?
FACILITY COMPONENTS
. What uses should or should not be included?
Sports?
Performing Arts?
Visual Arts?
Permanent or temporary exhibit space?

Senior meal site?
Minimal or full commercial kitchen?

I, Richard Jennings, the duly elected Mayor ofthe City ofW oodburn, Oregon, do hereby call
a special workshop of the Woodburn City Council to be held on Monday, October 15,2001 at 7:00
p.m. at Woodburn City Hall, Council Chambers, 270 Montgomery Street, Woodburn, Oregon.
This meeting is being held specifically for the purpose of discussing policy regarding
planning, siting, financing and construction of a new community center facility.
