Ward Boundaries Workshop
Recommendation:
It is recommended the City Council conduct a workshop to review
reapportionment alternatives and provide direction to staff as appropriate.
Background:
Each city that elects city councilors on the basis of ward representation is
required to examine and, if necessary, modify ward boundaries within the year
the results of the decennial census are released. The City Of Woodburn has
relied on the assistance of the Mid-Willamette Valley Council of Governments
(COG) to redraw its ward boundaries, using reapportionment criteria selected by
the City Council. Reapportionment criteria are those used by the State of
Oregon, are enumerated in ORS 188.010, and require:
. Each district, as nearly as practicable, shall:
(a). be contiguous
(b). be of equal population
(c). utilize existing geographic or political boundaries
(d). not divide communities of common interest
(e). be connected by transportation links;
. No district shall be drawn for the purpose of favoring any political party,
incumbent legislator or other person
. No district shall be drawn for the purpose of diluting the voting strength
of any language or ethnic minority.
As well, the Council directed that each incumbent's residence should be retained
within the same ward number.
Also provided to the COG were a letter dated June 25, 2001and map submitted
by the Oregon Latino Voter Registration Education Project, a computer diskette
provided by resident Preston Tack, a letter dated July 6, 2001 submitted by the
Senior Estates Community Relations Committee, and a map identifying the
bounds of the Senior Estates Golf and Country Club. This information was
provided to the COG for its consideration in developing reapportionment

alternatives that would take into account, to the extent possible, these groups'
respective concerns.
Discussion:
Attached are four reapportionment alternatives developed by the COG, and a
map that shows existing ward boundaries. Each alternative was developed
consistent with all the Council's criteria, and vary based on the extent to which
goals of contiguity, compact form, equal population, and relationship to
geographic features and transportation links were addressed. Also provided are
tables showing the population for each ward under each alternative, the
percentage of deviation from a target population of 3350 for each ward, and the
percentage of Latino residents in each ward.
Ms. Lesley Hegewald, COG's GIS Analyst developed the attached alternatives.
Ms. Hegewald will be available at your September 17, 2001 workshop to explain
each alternative, and to answer any questions you may have. Following the
workshop, staff will seek your direction regarding other alternatives you may
wish to consider, or preparation of an ordinance relating to reapportionment of
ward boundaries.
Financial Impact:
A not-to-exceed contract of $4,750 was executed with the COG. Including the
services associated with your September 17,2001 workshop, $4270 of the not-to-
exceed amount has been obligated.
