The meeting convened at 7:00 p.m, with Mayor Jennings presiding, 0007 ROLL CALL. A) A public hearing will be held before the City Council on February 14,2000,7:00 p,m" on a proposed 1999-2000 Supplemental Budget. 0034 APPOINTMENTS: MUSEUM COMMITTEE. Mayor Jennings appointed the following individuals to the newly created Museum Committee: Hazel Smith - term expiration December 31,2001 Vance Yoder - term expiration December 31, 2001 Cindy Thomas - term expiration December 31, 2003 Leonard Van Valkenberg - term expiration December 31, 2003 Bill Klein - term expiration December 31,2001 Loy Kirksey - term expiration December 31, 2003 Amber Velasco (Student) - term expiration August 31,2001 Ed Kabut (ex-officio) - Serving on committee as an ex-officio member to provide good continuity Mayor Jennings also stated that there is a rumor being spread within the City that claims that the City solicited the Board for the purpose of taking over the Museum. He stated that this rumor is false and that he had been approached by the Board about a year ago Page 1 - Council Meeting Minutes, January 24,2000 COUNCIL MEETING MINUTES JANUARY 24, 2000 TAPE READING requesting that the City consider assuming responsibility since the current Board members were getting older and it was becoming more difficult for them to continue oversight and conduct fundraisers to pay operating expenses, FIGLEY/CHADWICK..... approve the appointments to the Museum Committee, The motion passed unanimously, On behalf of the Museum Board, Nancy Kirksey thanked the City for their willingness to insure the future of the museum by assuming the responsibility for the operation of the Museum, She invited the Mayor and Council to a party at the Museum on February 29, 2000, 6:00 pm, to honor the volunteers who have worked at the museum over the years and to celebrate the beginning of the new millennium. 0149 Mayor Jennings also informed the public that the City Hall annex is now being used by the Public Works Department (Administration, Engineering, and Transit) and the offices are open to the public from 8:00 am to 5:00 pm, Monday through Friday, The Mayor also stated that his "State of the City" address will be aired on Cable TV Channel 5 next week. 0187 HUMAN RIGHTS A WARD TO MIL TON NIXON. Scott Summers, Human Rights Commission Chair, briefly reviewed the mission statement of the Commission which is to foster mutual understanding and respect and to protect the human rights of all persons in the City, The Commission periodically selects recipients for the Human Rights Award to recognize people who work to bring together different people and cultures within our community which builds a stronger and healthier sense of community pride, He stated that the recipient of this award, Milton Nixon, has been a volunteer with the Woodburn School District for over 8 years and has worked in the local schools tutoring children in math and reading skills. Mr. Nixon expressed his appreciation to the Commission and the City for this recognition award, He encouraged other members of the community who have the time available to volunteer at the schools since working at the local schools can be a very rewarding experience for children and the volunteers. 0288 PROCLAMATION: CATHOLIC SCHOOLS WEEK. Mayor Jennings declared the week of January 30 - February 4, 2000 as Catholic Schools Week in Woodburn and he asked our local citizens to recognize and appreciate the contributions made by this school. 0324 CHAMBER OF COMMERCE REPORT. Phil Hand, Chamber President, thanked the Mayor for his "State of the City" address which he presented at the January 19th Chamber Forum, He reminded the public that nominations for First Citizen awards are due in the Chamber office by February 4'h, The Page 2 - Council Meeting Minutes, January 24, 2000 _.....~,......__....,__ ._..~.e'..".''''~'_'_ COUNCIL MEETING MINUTES JANUARY 24, 2000 TAPE READING Distinguished Service Awards banquet will be held on February 24th, 7:00 pm, at the United Methodist Church. On February 10th, Chamber After Hours will be held at the Woodburn Eye Center from 4:30 pm to 6:00 pm. He also stated that Dr. Scott Nehring has now combined his practice with Dr. Carlson at the Woodburn Eye Center. Lastly, the Chamber is also involved with the Tulip Festival and they are now accepting drawings for this year's Tulip T-shirt contest Entries for this contest need to be turned into the Chamber office by the latter part of February. 0406 WOODBURN DOWNTOWN ASSOCIATION (WDA) REPORT. Hazel Smith, Museum representative of the WDA, stated that the WDA will hold their annual meeting on March 15th at which time the officers for this year will be elected. She also stated that she and Susan King will be pursuing a Saturday Market for the downtown area. They have met with the vendor who does the fresh produce market in the parking lot behind the Post Office, however, they would like to change the location to Warzynski Plaza and expand on the items made available to the public. As required by state law, they will be renting a portable toilet for the day of the Market An organizational meeting with potential vendors and it is hoped that a representatives of the Livability Committee and the City will attend once the meeting date has been set 0485 CONSENT AGENDA. A) Council workshop minutes of January 6, 2000 and the regular and executive session minutes of January 10,2000; B) Recreation and Park Board minutes of January 11,2000; C) Library Board minutes of December IS, 1999; D) Human Rights Commission minutes of November 4, 1999 and January 6, 2000; E) Museum Board minutes of January 19,2000; F) Goose Creek storm drain project update; G) Status of East Hardcastle sidewalk project; and H) Police Department activities report for September 1999. Mayor Jennings questioned if it is now the Corps of Engineers position that the culvert not be covered up. Public Works Director Tiwari stated that it is the Corps preference not to cover the area, however, staff feels that from a safety standpoint, it would be best to have the culvert covered. This area is adjacent to the school and in the backyards of families that have small children. It was noted that the school district and property owners are paying for a portion of the cost and staff is in favor having the culvert area tiled. If the Corps does not issue the wetlands permit, staff will pursue the appeals process. FIGLEYIPUGH... approve the Consent Agenda as presented. The motion passed unanimously. Page 3 - Council Meeting Minutes, January 24, 2000 COUNCIL MEETING MINUTES JANUARY 24, 2000 TAPE READING 0567 COUNCIL BILL 2019 - ORDINANCE GRANTING AN APPLICATION FOR PLANNED UNIT DEVELOPMENT #99-01 FOR STAGE II DESIGN REVIEW AND MINOR PARTITION #99-05 (Links at Tukwila). Council Bill 2019 was introduced by Councilor Chadwick. Recorder Tennant read the two readings of the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Jennings declared Council Bill 2019 duly passed with the emergency clause. 0611 COUNCIL BILL 2020 - RESOLUTION ESTABLISHING RATES AND CHARGES FOR AMBULANCE SERVICES. Councilor Chadwick introduced Council Bill 2020. The bill was read by title only since there were no objections from the Council. Councilor Kilmurray declared a conflict of interest since her daughter works for Woodburn Ambulance Services, mc.. On roll call vote for final passage, the bill passed 4-0-1 with Councilor Kilmurray abstaining. Mayor Jennings declared Council Bill 2020 duly passed. 0638 COUNCIL BILL 2021 - RESOLUTION AUTHORIZING THE INCLUSION OF CERTAIN VOLUNTEER WORKERS UNDER THE CITY'S WORKERS COMPENSATION INSURANCE COVERAGE. Council Bill 2021 was introduced by Councilor Chadwick. Recorder Tennant read the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Jennings declared Council Bill 2021 duly passed. 0661 CONTINUATION OF PUBLIC HEARING: OAKWOOD SUBDIVISION #99-02. Mayor Jennings continued the public hearing at 7:25 p.m.. He stated that the item of contention involved the storm drain detention pond for Steklov Addition, Phase I, which was constructed by the Luckey Company. A letter was received today from Paul Sedoruk, representing the Luckey Company, informing the City that they have agreed to accept an offer from Mr. Saverchenko, developer of Oakwood Subdivision, which would obligate this development to pay annual fees for the maintenance and operation of the detention pond plus a one-time fee towards the initial cost to construct the pond. Community Development Director Goeckritz read the letter into the record accepting Mr. Saverchencko's offer of a one-time fee of $3,785.92 and annual contribution of 2.3% of the yearly operational and maintenance cost for the detention pond. No one in the audience spoke either for or against this proposed subdivision. Mayor Jennings declared the public hearing closed at 7:28 p.m.. The motion passed unanimously. 0795 CITY ADMINISTRATOR'S REPORT. Administrator Brown reminded the public that the City is always in need of volunteers and, in particular at this time, service in the City's Museum. It is hoped that sufficient volunteers will be available in order to keep the Museum open twice as many hours as it currently operates during the week. Individuals interested in volunteering are asked to call the Administration office and ask for Matt Smith. 0835 MAYOR AND COUNCIL REPORTS. Councilor Figley stated that she attended a meeting in Silverton last Friday that involved tourism issues and included representatives from several cities along the Willamette Valley rail line, State and County tourism staff members, and managers of the Willamette Valley rail line. Discussion began last fall about operating some type of excursion and/or commuter service along the rail line. She was encouraged by the enthusiasm of the group and they will be meeting in the near future. Some of the public employees are beginning to work on grant proposals for a feasibility study. She stated that she had also volunteered to set up a meeting in our area involving various local groups and interested citizens to discuss this issue with the results to be reported back to the tourism group at their March meeting. She encouraged local citizens interested in the train project to contact her. Mayor Jennings stated that he would like to appoint students to various committees in which the law would allow such appointments. To date, a student has been appointed to the Museum Committee and to the Community Center steering committee. He stated that he has told the students that they will be treated like adults and that their ideas will be taken into consideration in the deliberations. He also stated that, on the previous evening, he had attended the first lecture of this Chautauqua series which is sponsored by the Woodburn Public Library. The next presentation will be on February 13th which will be on the Plains Indians. He encouraged local residents to attend these very interesting programs. 0986 EXECUTIVE SESSION. Mayor Jennings entertained a Council motion to adjourn to executive session under the authority of ORS 192.660(1)(d), and ORS I 92.660(1)(f). The motion passed unanimously.
