A RESOLUTION RATIFYING ADMINISTRATIVE ORDER NO. 2020-01 AND DECLARING
A STATE OF LOCAL EMERGENCY IN THE CITY LIMITS OF THE CITY OF WOODBURN AS
A RESULT OF THE COVID-19 PANDEMIC
WHEREAS, COVID-19 was declared a pandemic by the World Health
Organization on March 11, 2020; and
WHEREAS, COVID-19 can cause respiratory disease, with the potential to
cause serious illness or loss of life for individuals with underlying health conditions;
and
WHEREAS, COVID-19 requires a significant amount of resources at the
local level to keep the public and community informed and as safe as possible;
and
WHEREAS, on March 8, 2020, Governor Kate Brown declared a state of
emergency due to the COVID-19 outbreak in Oregon (Executive Order No. 20-
03), finding that COVID-19 has created a threat to public health and safety and
constitutes a statewide emergency under ORS 401 .025(1); and
WHEREAS, the unknown duration of the COVID-19 pandemic will have
significant financial impact to the Woodburn community; and
WHEREAS, pursuant to ORS 401 .309(1 ), the governing body of a city may
declare, by ordinance or resolution, that a state of emergency exists within the
city; NOW, THEREFORE,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1. The City Council finds that the City Administrator, as the
administrative head of the City, issued Administrative Order No. 2020-01 (which is
attached and incorporated as Exhibit 1 ) on March 13, 2020.
Section 2. That on March 13, 2020, the Mayor called a Special Meeting
of the City Council to be held on Monday, March 16, 2020 at 12:00 p.m. at
Woodburn City Hall to consider this Resolution Ratifying Administrative Order No.
2020-01 and Declaring a State of Local Emergency in the City Limits of
Woodburn as a Result of the COVID-19 Pandemic.

Section 3. The City Council ratifies Administrative Order No. 2020-01 and
formally declares a state of emergency pursuant to ORS 401 .309
Section 4. The City Administrator shall be authorized to take such actions
and issue such orders as are determined to be necessary to protect the public
and property and to efficiently conduct activities that minimize or mitigate the
effect of the emergency.
Section 5. The City shall take all necessary steps authorized by law to
coordinate response and recovery from this emergency, including, but not
limited to, requesting assistance and potential reimbursements from the State of
Oregon and the appropriate federal agencies.
Section 6. That emergency procurements of goods and services are
authorized pursuant to ORS 279B.080, ORS 279C.335(6), ORS 279.380(4), and all
other applicable rules.
Section 7. That the Declaration of the State of Emergency remains in
effect until June 30, 2020 unless superseded sooner.

DECLARING A LOCAL STATE OF EMERGENCY IN THE CITY LIMITS OF
THE CITY OF W OODBURN AS A.RESULT OF COVID-19 PANDEMIC
The City Administrator of the City of Woodburn finds:
A. The following conditions have resulted in the need for a state of
emergency declaration:
1) COVID-19 was declared a pandemic by the World Health
Organization on March 11,2020.
2) Coronavirus are a group of viruses that can cause respiratory disease,
with the potential to cause serious illness or loss of life for individuals
with underlying health conditions.
3) COVID-19 requires a significant amount of resources at the local level
to keep the public and community informed and as safe as possible.
4) On March 8,2020,Governor Kate Brown declared a state of
emergency due to the COVID-19 outbreak in Oregon(Executive
Order No. 20-03),finding that COVID-19 has created a threat to
public health and safety, and constitutes a statewide emergency under
ORS 401.025(l).
B. The unknown duration of the COVID-19 pandemic will have significant
financial impact to the Woodburn community.
C. Pursuant to ORS 401.309(1),the governing body of a city may declare, by
ordinance or resolution,that a state of emergency exists within the city.
D. Pursuant to Section 21 of the Woodburn Charter,the City Administrator is
the administrative head of the City,
E. The City Administrator makes this Declaration of Local Emergency and
requests that the Mayor call a special meeting of the City Council at the earliest possible
time in order to ratify this Declaration.
On the basis of these findings, the City Administrator orders as follows:
1. IT IS DECLARED THAT A STATE OF EMERGENCY now exists in the
City of Woodburn, encompassing all of the area within the City limits;

2. IT IS FURTHER DECLARED that the City Administrator shall be
authorized to take such actions and issue such orders as are determined to be
necessary to protect the public and property and to efficiently conduct activities that
minimize or mitigate the effect of the emergency.
3. IT IS FURTHER DECLARED that the City shall take all necessary steps
authorized by law to coordinate response and recovery from this emergency,
including,but limited to,requesting assistance and potential reimbursements from the
State of Oregon and the appropriate federal agencies,and it is declared that the City
of Woodburn has expended all appropriate and available resources.
4. IT IS FURTHER DECLARED that emergency procurements of goods and
services are authorized pursuant to ORS 279B.080, ORS 279C.335(6), ORS
279.3 8 0(4),and all other applicable rules.
THIS DECLARATION IS EFFECTIVE IMMEDIATELY AND SHALL
REMAIN IN EFFECT UNTIL JUNE 30, 2020,UNLESS SUPERSEDED
SOONER.
