CONVENED. The special meeting convened at 5:30 p.m. with Mayor Jennings
presiding.

0030 COUNCIL BILL 2276 - RESOLUTION SETTING THE AMOUNTS OF THE
PARKS AND RECREATION SYSTEM DEVELOPMENT CHARGE.
AL TERNA TIVE RATE REVIEW FEE. AND ALTERNATIVE PAYMENT
REOUEST FEE IMPOSED BY ORDINANCE NO. 2250.
Council Bill 2276 was introduced by Councilor Chadwick. Recorder Tennant read the
bill by title only since there were no objections from the Council. On roll call vote for
final passage, the bill passed unanimously. Mayor Jennings declared Council Bill 2276
duly passed. The effective date of the new fee schedule is January 1, 2001.
0088 COUNCIL BILL 2277 - RESOLUTION SETTING THE AMOUNTS OF THE
TRAFFIC IMPACT FEE (TIF) SYSTEM DEVELOPMENT CHARGE.
ALTERNATIVE RATE REVIEW FEE. AND ALTERNATIVE PAYMENT
REOUEST FEE IMPOSED BY ORDINANCE NO. 2248.
Councilor Chadwick introduced Council Bill 2277. The bill was read by title only since
there were no objections from the Council. On roll call vote for final passage, the bill
passed unanimously. Mayor Jennings declared Council Bill 2277 duly passed. The
effective date of the new fee schedule is January 1, 2001.
0115 COUNCIL BILL 2278 - ORDINANCE ADOPTING A CLAIMS PROCESSING
PROCEDURE UNDER THE 2000 AMENDMENT TO ARTICLE I. SECTION 18
OF THE OREGON CONSTITUTION (BALLOT MEASURE 7).
Councilor Chadwick introduced Council Bill 2278. Recorder Tennant read the two

readings of the bill by title only since there were no objections from the Council.
Attorney Shields stated that a revised ordinance was distributed to the Council just prior
to this meeting which makes minor changes/revisions to Section 4 and to the emergency
clause. The revised Council Bill has been given to the City Recorder and is the document
which was read by title only into the record.
Councilor Figley stated that she had discussed this bill with the City Attorney prior to the
meeting and feels comfortable with the content of the ordinance.
On roll call vote for final passage, the bill passed unanimously. Mayor Jennings declared
Council Bill 2278 duly passed with the emergency clause.
0256 REOUEST FOR SOUND AMPLIFICATION PERMIT.
FIGLEY/SIFUENTEZ... Approve a sound amplification permit for Woodburn Parks
and Recreation Department for Saturday, December 9,2000, from 7:00 pm to 9:00 pm.
Brief discussion was held regarding the duration of the permit since the original request
also includes the Settlemier House activities.
Mayor Jennings stated that it has since been decided that amplification equipment will
not be used at the Settlemier House and the program at Warzynski Plaza is scheduled for
7:00 pm to 8:00 pm..
The motion passed unanimously.
0308 OATH OF OFFICE: WALTER NICHOLS . COUNCILOR WARD I.
Recorder Tennant administered the Oath of Office to Walter Nichols who is the
Councilor elect for Ward I. His term of office will commence on December 11 th,
however, due to his brother having surgery around that time period, he is not expected to
be in attendance at the December 11 th Council meeting.
Mayor Jennings also stated that Councilor Bjelland will be replacing Councilor Pugh as
the City's representative on the Mid-Willamette Valley Area Commission on
Transportation.
0378 ADJOURNMENT.
