Recommended Action: It is recommended that the City Council
approve the attached amendment to the resolution establishing a
Community Center Citizens Advisory Committee (CAC); specifying
objectives; and providing membership composition.

Carney/Cabrales... appoint Anthony Veliz, Randi Garcia Cruz, Karsen O'Bryan,
Kevin Grossnicklaus, David Piper, Kathy Figley, Jeronimo Gaspar, Melinda Avila,
Maria Guerra, Sharon Cornett, Daysi Bedolla Sotelo, Michael Vasquez and Donna Stone to the

WORK SESSION
Transportation System Plan—Community Development Director Kerr and Molly McCormick
with Kittelson & Associates, Inc. provided information on the Transportation System plan
update.
PRESENTATIONS
Police Chief Jim Ferraris and Sheriff Joe Kast—Mobile Crisis Response Team
Police Chief Ferraris introduced Marion County Sheriff Joe Kast and Ann-Marie Banfield,
Marion County Health Program Manager, to the City Council and they provided information
on the Mobile Crisis Response Team Intergovernmental Agreement.

PUBLIC HEARING
2019 Community Development Block Grant(CDBG)from Business Oregon for a Family
Resource Center in Woodburn
A Public Hearing to consider input on a potential 2019 Community Development Block Grant
(CDBG) application to Business Oregon for a Family Resource Center in Woodburn. Mayor
Swenson declared the hearing open at 8:07 p.m. for the purpose of hearing public input on a
potential 2019 Community Development Block Grant (CDBG) application to Business
Oregon for a Family Resource Center in Woodburn. City Recorder Pierson stated the
following: the hearing is being held as part of the Community Development Block Grant
application process. The City is considering applying for approximately $1,500,000 in
Community Development Block Grant funds. The purpose of the hearing is for the Woodburn
City Council to obtain citizen views and respond to questions and comments about community
development and housing needs, especially the needs of low and moderate income persons as
well as other needs in the community that might be assisted with a CDBG project and for the
Woodburn City Council to obtain citizen views and respond to questions and comments about
the proposed project and application. There is $12 million in estimated CDBG funding from
Housing and Urban Development to Business Oregon for 2019. CDBG funds are primary for
public facility and housing projects and activities that benefit low to moderate income persons
such as water, sewer, community or social service centers, etc. In this case, a family resource
center estimated to primary benefit low to moderate income populations. This project is
eligible for a maximum grant of$1.5 million. The City does not believe the proposed project
will result in the displacement or relocation of any persons or businesses. City Administrator
Derickson provided a staff report and stated the Mid-Willamette Valley Council of
Governments (MWVCOG) was present to answer any questions and will be aiding the City
in the application process. Mayor Swenson asked if anyone from the public would like to
speak on this subject. Kurt Jones and Bill Pane of Love INC. spoke in support of this
application. No members of the public wished to speak in opposition. Mayor Swenson
declared the hearing closed at 8:25 p.m. Councilor Carney stated that this is an excellent idea.
Councilor Cabrales concurred. Mayor thanked Love INC., the City Administrator and staff

COUNCIL BILL NO. 3103 - AN ORDINANCE PROHIBITING TOBACCO USE,
SMOKING,AND THE USE OF INHALANT DELIVERY SYSTEMS IN WOODBURN
CITY PARKS
Carney introduced Council Bill No. 3103. City Recorder Pierson read the bill twice by title
only since there were no objections from the Council. Councilor Carney stated that his
opposition to this is well documented and he is going to recuse himself from voting. On roll
call vote for final passage, the bill passed unanimously with Councilor Carney recusing
himself from the vote. Mayor Swenson declared Council Bill No. 3103 duly passed.
COUNCIL BILL NO. 3104 -A RESOLUTION AUTHORIZING THE APPLICATION
AND ACCEPTANCE OF A COMMUNITY DEVELOPMENT BLOCK GRANT TO
ACQUIRE REAL PROPERTY FOR A FAMILY RESOURCE CENTER AND
AUTHORIZING THE MAYOR AND/OR THE CITY ADMINISTRATOR TO
EXECUTE ALL RELATED DOCUMENTS
Carney introduced Council Bill No. 3104. City Recorder Pierson read the bill by title only
since there were no objections from the Council. On roll call vote for final passage, the bill
passed unanimously. Mayor Swenson declared Council Bill No. 3104 duly passed.
MOBILE CRISIS RESPONSE TEAM INTERGOVERNMENTAL AGREEMENT
Carney/Ellsworth... authorize the City Administrator to sign the proposed
Intergovernmental Agreement (IGA) with Marion County to continue the Mobile Crisis
Response Team (MCRT). The motion passed unanimously.
AUTHORIZATION OF ADDITIONAL $150,000 FOR CONTRACT CHANGE
ORDERS FOR THE N. FIRST STREET IMPROVEMENTS PROJECT
City Administrator Derickson provided a staff report. Carney/Ellsworth... authorize an
additional $150,000 for this project for anticipated project change orders during the final
construction stages of the N. First Street Improvements Project. The motion passed
unanimously.
CALL-UP BRIEFING: PLANNING COMMISSION APPROVAL OF A
CONDITIONAL USE APPLICATION (CU 2019-03) FOR SUN NAM YI AT 385-397
N. FRONT STREET (DEL SOL MARKET)
The City Council declined to call this item up.
CITY ADMINISTRATOR'S REPORT
The City Administrator reported the following:
— Thanked the amazing staff at the City on the move of City Hall as well as staying on
top of all the other events that were taking place at the same time.
— Fiesta was a safe and family friendly event and 22,000 people showed up.
— Noted that City Council will want to wear good walking shoes for the meeting on
August 261h as they will be doing some ribbon cutting downtown for the Library Park
Playground, First Street, the Peace Pole, and City Hall.

Councilor Cabrales stated the front of the Library looks amazing as well as the rest of
downtown.
Councilor Carney stated that he looks forward to our meeting on the 261h and inviting the
public in to see the new chambers and speak with people in the community.
Councilor Ellsworth stated that she has enjoyed this summer in Woodburn and seeing all of
the changes downtown. She enjoyed the neighborhood night out, music in the park, and the
Fiesta.
Councilor Schaub stated that she agrees with everything Councilor Ellsworth said and added
that she had a ball at the parade and Fiesta was great. She had a great time at the neighborhood
night out and congratulated the police department and fire department for attending. She
added that the City staff is fantastic.
Councilor Morris stated he is proud to live in Woodburn.
Mayor Swenson stated that the innovation and ideas that City staff have is incredible. He also
enjoyed the Fiesta and thanked Jesse and Maricela and other staff for their work. He added
that he also attended National Night Out.
EXECUTIVE SESSION
Mayor Swenson entertained a motion to adjourn into executive session under the authority of
ORS 192.660(2)(e) Morris/Schaub... move into executive session. The motion passed
unanimously. The Council adjourned to executive session at 8:54 p.m. and reconvened at 9:09
p.m. Mayor Swenson stated that no action was taken by the Council while in executive
session.
Councilor Cornwell stated that she would like to know when there are community events
happening around town so that City Councilors can attend.

SUBJECT: Community Center Citizen Advisory Committee
RECOMMENDATION:
It is recommended that the City Council approve the attached amendment to
the resolution establishing a Community Center Citizens Advisory Committee
(CAC); specifying objectives; and providing membership composition.
BACKGROUND/ DISCUSSION:
At their June 24, 2019 meeting, the City Council adopted a resolution
establishing a Community Center Citizens Advisory Committee (CAC).
The CAC, as established by the enclosed resolution, will assist the City by
reviewing the community center design work and providing critical feedback to
City staff, the design team, the City Administrator, and the City Council in order
to ensure that the project is developed in a manner that will effectively serve
the needs of the Woodburn Community.
At their August 12, 2019 meeting, the City Council appointed thirteen (13)
individuals to the committee. However, the original resolution limited the total
membership to twelve (12) individuals. Since the desire now exists to expand the
size of the committee, this amendment expands the membership structure to
allow up to twenty-two (22) total members.

RESOLUTION NO. 2138
A RESOLUTION AMENDING RESOLUTION 2136, A RESOLUTION ESTABLISHING A
COMMUNITY CENTER CITIZENS ADVISORY COMMITTEE; SPECIFYING OBJECTIVES;
AND PROVIDING MEMBERSHIP COMPOSITION
WHEREAS, on June 24, 2019, the City Council created a Community Center
Citizens Advisory Committee (CAC); specifying objectives; and providing
membership composition; and
WHEREAS, the City Council appointed 13 members to the CAC at their
August 12, 2019 meeting; and
WHEREAS, the CAC resolution provides for a maximum of twelve (12)
members; and
WHEREAS, the desire now exists to expand the CAC to allow for up to
twenty-two (22) members; NOW, THEREFORE,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1. Section 7 of Resolution 2136 is amended to read:
Section 7. Membership. The CAC will consist of up to twenty-two (22)
community members, including the following:
A. Between one (1 ) and two (2) members of the Woodburn City
Council, including the Mayor
B. One (1 ) representative of the Boys & Girls Club
C. One (1 ) member of the Recreation & Park Board
D. Between One (1 ) and two (2) members of the Woodburn Senior
Center
E. One (1 ) representative of the Northwest Senior & Disability Meals on
Wheels Program
