Recommendation:
DARS is recommending to the Urban Renewal Agency approval of additional costs
for Building Improvements Program Grant Application (Program) from Chay LLC
(Applicant) for $5,737 (25%) for additional costs to concrete cut, excavate, and
install sewer and water lines ($22,950) to serve the retail uses at 405 and 425-445 N.
First Street.
Background:
At the January 28, 2019 meeting, the Urban Renewal Agency approved the
Building Improvements Program Grant Application from Chay LLC (Applicant) for
$15,846 (25%) of the cost to complete HVAC, engineering, and sewer line
improvements ($63,382).
Since the time of the original application, Chay LLC has incurred additional costs to
improve the sewer line and water line connections for the retail storefronts, resulting
in additional costs for concrete cutting, excavation, installation ($22,950). Since
time is an issue in completing said improvements, the Applicant were only able to
receive two (2) estimates for the additional work (see detailed bids).
Proposal.
The Applicant has requested Program assistance for the additional costs to
complete the improvements to both retail locations and has submitted the
required documents to support the application.
The additional cost of the improvements (i.e. sewer and water line installation) for
the property located at 405 and 425-445 N. First Street:

Program Criteria:
• The property is located at 405 and 425-445 N. First Street and within the Urban
Renewal District.
• The proposal complies with the downtown architectural design
standards and signage standards. Making improvements and
upgrades to the building.
• The project encourages greater marketability of the Urban
Renewal Grant and Loan District. Repairs to the property will
provide marketability of the property for current and future
tenancy and retail use.
• The proposal will complement the existing surrounding community.
Occupying the building with a retail store as well as making repairs and
improvements to the property will enhance the overall appeal of downtown
Woodburn and provide economic opportunities to the tenants and to the
property owner.
• The project design works toward restoring the building as closely to its
original design as possible. Not applicable
• That building interiors are improved with a focus on addressing code-
related improvements. These improvements are a requirement for the
applicant to operate his retail business in this building.
• The project is in the public interest. The Urban Renewal Program
specifically identifies the need to improve buildings within Woodburn's
Urban Renewal Grant and Loan District.
Summary and Conclusion:
The Program is intended to encourage and assist business and property owners
to invest in the Urban Renewal District. This Application reflects the intent of the
program by making improvements/repairs to the property and maintaining the
useful life of the building. In addition, a retail occupant in the building will add
value to the business environment to downtown Woodburn.
Conditions of Approval:
1. There is a 75% match requirement required for improvements through the
Program. Invoices must be submitted for reimbursement. No grant money will
be disbursed until the project is completed and is approved by the Agency.
2. Grant and loan funds may be used for materials and services provided by
licensed contractors.
3. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts
are provided and all completed work is accepted by the City.
4. Licensed contractors are required to complete all work.

Thank you for the opportunity to submit this proposal for the replacement of the sewer line at 425
N 1 st St Woodburn,OR(referred to in this proposal as"the Site").This proposal may be transferred
to the current owners and by signing the client confirms acceptance of all terms and conditions in
this proposal.
BACKGROUND
Alpha was requested to provide an estimate for connecting buildings to sewer,Alpha recommends
Install new 4"ABS pipe to connect two buildings to city sewer to prevent current and future issues.
The following is Alpha Environmental Services, Inc. (Alpha)'s proposed options and costs. This
cost is valid until February 21, 2019.
DEPTH OF SEWER LINE
Depth of sewer line(s) is ascertained using equipment that shoots an invisible radio signal into the
ground. The longer the signal takes to bounce back to the locating tool determines the depth.
However, when locating anything underground there are always variables that could affect the
validity of the depth. These include, but are not limited to (type of ground, slope of ground, rocks,
foreign objects, etc.)Even temperature could be a factor as soil is more permeable when it is warm.
So, although the proposed depths are found using the prescribed and approved methodologies,the
actual depths may vary, especially when deeper than 6 feet. By signing below, you acknowledge
the possibility for additional expenses due to additional depth of sewer line.
LANDSCAPING
Alpha is not responsible for finish landscaping. Our intention is to leave the site in the best possible
condition considering the amount of soil removal, storage, equipment usage, and surrounding
conditions. If there are particular landscaping concerns, please make Alpha aware prior to
acceptance of this proposal as these could change the scope of work resulting in additional charges.

SCOPE OF SERVICES
This includes the following:
• Remove and dispose of 3 feet by 70 feet long of concrete sidewalk.
• Excavate a hole 3-feet wide by 100-feet long by 2 to 5-feet deep to expose sewer line.
• Repairing the recommended 100-section of sanitary sewer line using 4" ABS, HDPE, or
3034 piping;
• Install cleanouts for buildings.
• Connecting 2 buildings to city sewer lateral.
• Laying the replacement pipe in a bed of 1/4"minus gravel, and/or filling and compaction of
native or backfill soil to the top of the trenching as per City of Woodburn code.
Assumptions/Potential Additional Expenses
• No groundwater is encountered in the excavation which covers portions of the piping and
preventing access. If ground water is encountered, additional charges may occur.
• Soils allow for typical shear wall excavation(no sloughing or collapsing of soils).
• Private utilities will be marked prior to excavation. Regardless of whether private utilities
are marked,Alpha does not guarantee that excavation will not impact utilities.
• Since utility locates are not completed prior to proposal submission,if underground utilities
impact our ability to excavate in the proposed area there may be additional charges.
• Depth of concrete and/or asphalt does not exceed 6 inches.
• Concrete or/asphalt does not contain rebar.
• Original sewer line installation was done per the uniform plumbing code allowing Alpha
to achieve proper grade regardless of the type of repair.
• If grade cannot be achieved with proposed and approved methodologies,additional charges
may occur.
• Soil does not contain large rock(s) or foreign material, if encountered additional charges
may occur.
Safety
All project activities conducted on-site require minimum Level D personal protective equipment.
The equipment and management(site Health and Safety Plan)are included in the total project costs.
Alpha does not recommend any non-employee or subcontractor persons to be on-site who might
be untrained or unequipped for the detailed scope of work. If client or other parties request to be
on-site during project work,please notify Alpha prior to start of work.
COST OF SERVICES

Initial deposit required is 50% of the total proposed cost.The remaining balance is due upon
completion of work.

LIMITATIONS
Care will be exercised to impact the site as little as possible; however, Alpha is not responsible for
impacts to the Site that may occur due to the normal field process. Alpha is not responsible for
landscape restoration or disconnecting of utilities such as water lines, sewer lines, underground
signal cables or conduit, gas lines, during the normal performance of work. For any excavation
work, Alpha will call for a public utility locate, but on-site non-metallic lines such as sprinkler
systems are the owners responsibility to mark prior to Alpha beginning work.
Excavation projects often cause changes in subsurface conditions and may impact nearby or local
utilities, structures, foundations, landscaping, or overlying landscaping or features. Alpha is not
responsible for issues such as water intrusion, surface stability, foundation weakening, or other
related effects.By signing this contract client agrees not to hold Alpha responsible for any resulting
changes or impacts that occur. Alpha will backfill the excavation to surface grade using standard
fill material,but the cost does not include engineered fill;therefore, it is possible some settling may
occur over time. Alpha will not be responsible for settling of less than 1 foot below surface grade.
CONDITIONS
Warranty/Guarantee
All work will be conducted by appropriated trained and licensed Alpha personnel. Individual
credentials and licensing information is available upon request or online at our company website.
Alpha encourages review of this information and our company's references for demonstration of
service and professionalism provided in every Alpha project.
Alpha guarantees the integrity of the sewer line for I-years following the completion of the project
unless otherwise discussed.
Schedule
We anticipate that our services can be started promptly upon receipt of a signed copy of this
proposal. The scope of work should be completed within three weeks of the start date; however,
please note that obtaining permits, information, and coordinating inspections from municipalities
may require additional time exceeding the three week anticipated completion date due to service
limitations associated with government agencies.
