Theater Reroof and Seismic Upgrade Project, BID #2018-04
RECOMMENDATION:
That the Woodburn Urban Renewal Agency, acting in its capacity as the Local
Contract Review Board, award the construction contract for the Woodburn
Museum & Theater Reroof and Seismic Upgrade Project to the lowest
responsible and responsive bidder, EMTech, LLC in the amount of $250,539.33.
BACKGROUND:
The Bungalow Theater and Museum improvement funding was approved for a
total of $400,000 in the FY 2018/19 Urban Renewal budget. This project consists
of hazardous materials abatement and removal, reroofing the existing buildings,
seismically upgrading the buildings, and completing miscellaneous upgrades to
the Woodburn Museum and Bungalow Theater properties.
Bids were publically opened on January 10, 2019. Three (3) bids were received
as follows:
Woodburn Construction CM/GC, LLC $278,850.00
DGS General Construction, Inc. $295,000.00
EMTech, LLC $250,539.33
The Engineer's Estimate: $200,000-$300,000

DISCUSSION:
This project is part of a phased project to preserve and restore the Woodburn
Museum and Bungalow Theater buildings in order to allow for broader public
use for displaying historic and cultural artifacts significant to Woodburn. In
addition, the goal is to promote community use of the Bungalow Theater for
fundraising event space, local theatrical productions, dance recitals, showing
movies, and more.
Award of this contract is to be based on the lowest cost offer of the responsive
and responsible bidders in accordance with Section 00130 of the Oregon
Standard Construction Specifications and all modifications by Special Provisions.
Therefore, staff is recommending award of the contract to EMTech, LLC.
FINANCIAL IMPACT:
The FY 2018/19 budget includes Bungalow Theater and Museum funds of
$400,000 for restoration and fagade improvements. Costs are offset by the
remains of $50,000 from an Oregon Main Street Revitalization Grant ($100,000
awarded 2017).

Background:
The property at 425-445 N. First Street has set vacant for more many years. The
property owners had a plan to occupy the building, but met numerous delays.
Therefore, in late 2018, the property owners decided to lease a portion of their
building out and made connection with the applicant.
The Applicant worked with staff on identifying a suitable location for expanding his
retail business and completed a layout/design of the building interior through the
Design Services program. The business owner has submitted a Program application
for interior improvements of their new business location (425-445 N. First Street) for
your consideration. Interior improvements to the building include (but are not
limited): electric upgrades, installation of ADA compliant restrooms, additional
plumbing upgrades, ADA improvements, and other interior construction and
improvements (please see bids for more detail). These improvements are a
requirement for the applicant to operate his retail business in this building.
Proposal,
The Applicant has requested Program assistance to complete the interior
improvements to their building and has submitted the required documents to
support the application. Due to contractor's unavailability to take on smaller
remodel projects, the applicant is submitting two (2) estimates for consideration.
Staff reviewed the estimates and determined that there is no discrepancy in the
scope of work and minimal difference in the costs and recommends review based
on the two estimates provided. The Applicant would like to submit plans upon
receiving DARS and the URA approval of the funding request, with construction to
begin once plans are approved. The retail establishment (Monte Alban) would
plan on a grand opening in late April or May 2019.

provide marketability of the property for current and future

• The proposal will complement the existing surrounding community.
Occupying the building with a retail store as well as making repairs and
improvements to the property will enhance the overall appeal of
downtown Woodburn and provide economic opportunities to the tenants
and to the property owner.
• The project design works toward restoring the building as closely to its
original design as possible. Not applicable

related improvements. These improvements are a requirement for the

(405 N. First Street) and has leased 425-445 N. First Street to a retail business (Monte
Alban).
The Applicant has worked with staff to identify a suitable tenant for their property
(425-445 N. First Street) and has worked with that tenant on improvements. In order
for the tenant to operate out of the leased space and for the applicant to move
forward with their planned business, there are improvements to the HVAC and
sewer line that must be completed. Therefore, the Applicant has submitted a
Program application for improvements to both properties at 405 and 425-445 N. First
Street, which include installation of HVAC system and ductwork to both retail
spaces as well as to remove and install new sewer lines to both properties (see
detailed bids).
Proposal.
The Applicant has requested Program assistance to complete the improvements to
both retail locations and has submitted the required documents to support the
application. The Applicant plans to move forward their business plans in 2019 and
their tenant (Monte Alban) plans on opening in late April or May 2019.

The Applicant completed an application for interior improvements of their start-up
business location in the Metropolis (347 N. Front Street-Space #2). Improvements for
the space include the installation of a commercial hood, construction costs, and
signage. These improvements are required in order for Mr. Morales to operate his
restaurant (Real Mexican Food) at the location in the Metropolis.
Proposal,
The Applicant has requested Program assistance to complete the interior
improvements needed to open their restaurant business and has submitted the
required documents to support the application. The Applicant would like to begin
improvements as soon as DARS and the URA approves the funding request.
