November 13, 2018 minutes COUNCIL MEETING MINUTES NOVEMBER 13, 2018 0:00 DATE COUNCIL CHAMBERS, CITY HALL, CITY OF WOODBURN, COUNTY OF MARION, STATE OF OREGON, NOVEMBER 13, 2018 CONVENED The meeting convened at 7:00 p.m. with Mayor Figley presiding. ROLL CALL Mayor Figley Present Councilor Carney Present Councilor Lonergan Present Councilor Schaub Present Councilor Morris Absent Councilor Ellsworth Present Councilor Serratos Absent Staff Present: City Administrator Derickson, City Attorney Shields, Assistant City Administrator Row, Police Chief Ferraris, Economic Development Director Johnk, Community Development Director Kerr, Communications Coordinator Moore, Community Relations Manager Gutierrez-Gomez, City Recorder Pierson ANNOUNCEMENTS City Hall will be closed November 22 and 23 for the Thanksgiving Holiday. The Library, Aquatic Center, and Transit Services will be closed on November 22. Mayor Figley announced that the City Council meeting scheduled for November 26, 2018 has been cancelled and that the next meeting will take place on December 10, 2018. Mayor Figley asked for a moment of silence in honor of Mayor Taylor from Utah. She thanked all of those who serve and those who have served. PROCLAMATIONS Mayor Figley read a proclamation declaring November 2018,as Small Business Month. Stuart Rodgers,Executive Director of the Woodburn Chamber of Commerce,invited Councilors and members of the public to join the Shop Small Campaign taking place on November 24. PRESENTATIONS Economic Development Director Johnk provided a presentation on the Main Street Awards that have been awarded to Woodburn businesses and the City of Woodburn itself. The three awards went to Republic Services for Outstanding Partnerships; Metropolis for Best Renovation; and the City of Woodburn for Best Branding. PUBLIC HEARING A Public Hearing to consider input on the FY 2018-2019 Supplemental Budget Request. Mayor Figley declared the hearing open at 7.48 p.m. for hearing public input on the FY 2018- 201.9 Supplemental Budget Request. Finance Director Montoya provided a staff report. Mayor Figley asked if anyone from the public would life to speak on this subject. No members of the public wished to speak in either support or opposition of the FY 2018-2019 Supplemental Budget Request. Mayor Figley declared the hearing closed at 7:49 p.m. COUNCIL BILL NO. 3081 -A RESOLUTION APPROVING A MASTER PLAN FOR THE NODAL DEVELOPMENT OVERLAY IN CONJUNCTION WITH ANNEXATION APPLICATION ANX 2017-05 SUBMITTED BY STAFFORD LAND COMPANY LLC FOR THE SMITH CREEK DEVELOPMENT Lonergan introduced Council Bill No. 3081. City Recorder Pierson read the bill by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 3081 duly passed. COUNCIL BILL NO. 3082 - AN ORDINANCE ANNEXING APPROXIMATELY 150 ACRES OF TERRITORY KNOWN AS THE HAZEL M. SMITH PROPERTY INTO THE CITY OF WOODBURN, LOCATED ADJACENT TO 690 BEN_13ROWN LANE AND INCLUDING 105 BEN BROWN LANE AND 15198 & 15218 STUBB ROAD, MARION COUNTY, OREGON Lonergan introduced Council Bill No. 3082. City Recorder Pierson read the bill twice by title only since there were no objections from the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 3082 duly passed. Mayor Figley declared Council Bill No. 3083 duly passed. _ -01, E NAL ER - PUD 2017-01 SUB, ,2017XCP 2017-03, VAR 2017-14 (4, „ REQUESTS), PP 2017-01 Lonergan/Ellsworth... authorize the Mayor to sign the Final Order approving the additional Smith Creek Development applications with the conditions of approval. City Recorder Pierson read the bill by title only since there were no objections from. the Council. On roll call vote for final passage, the bill passed unanimously. Mayor Figley declared Council Bill No. 3084 duly passed. FIREARMS RANGE USE AGREEMENT WITH SILVERTON POLICE DEPARTMENT Ellsworth/Schaub...enter into an agreement with the City of Silverton to allow Silverton Police Department(SPD)personnel to use the Woodburn Police Department(WPD)Firearms Range. The motion passed unanimously. CALL-UP BRIEFING: PUBLIC ARTS AND MURAL COMMITTEE APPROVAL OF THE PLACEMENT OF PUBLIC ART IN THE DOWNTOWN PLAZA (PAMC 2018.01) The City Council declined to call this item up for review. CITY ADMINISTRATOR'S REPORT City Administrator Derickson stated that on Saturday he will be training the Falls City Council with Sean O'Day. He added that the City has prepared flyers to notify residents of the temporary relocation of City Hall and to let them know that City Hall will be closed the week of Christmas. Mayor Figley reminded the public that this project is not to redecorate City Hall but to deal with deferred maintenance. MAYOR AND COUNCIL REPORTS Councilor Schaub wished everyone a safe and wonderful Thanksgiving and we should be thankful for where we live and to thank the City Council and staff for all their hard work throughout the year. She also congratulated the Woodburn Bulldogs for winning the championship. Councilor Ellsworth congratulated the Woodburn Bulldogs and wished everyone a happy Thanksgiving. She added that she is thankful that we are able to make City Hall a safe place for staff to work. Councilor Lonergan stated that it may seem like the Council rushed through some big items really quickly but noted that there has been years of work done by staff, the family, and the builder and he is glad that he could be a part of it. He also congratulated Mayor Elect Eric Swenson and thanked the Council for the years he has been able to serve. Councilor Carney wished Mayor Figley and Councilor Lonergan congratulations for the success that we have seen in the City. He also commended the police department for the fine choices they have been making and thanked city staff for their commitment. Mayor Figley stated that it has been a pleasure and a privilege to serve the community of Woodburn as the Mayor and thanked the community for the opportunity.
