Library Square
Recommended Action: Adopt the enclosed resolution which
renames Library Park to its original name of Library Square to
honor the 85th anniversary of its creation, the Park's history, and
significant recent investments.

Recommended Action: Accept the report regarding the status
of the Ordinance Review/Revision Project.

ANNOUNCEMENTS
On September 15-16,the City of Woodburn is hosting the third annual Woodburn Community
Celebration event to celebrate Hispanic Heritage Month, The independence of Mexico and
other Central and South American nations as well as the Woodburn Community. The event
will take place at the Downtown Plaza from 11:00 am to 9:00 pm both days.
APPOINTMENTS
Ellsworth/Morris... appoint Kristi St. Amant to the Public Arts and Mural Committee. The
motion passed unanimously.
SWEARING-IN CEREMONY
Woodburn's newest Police Officer, Christopher Titus, was sworn-in by Chief Police Ferraris.
MARY TENANT AWARD
City Administrator Derickson awarded Officer Robert Prinslow the Mary Tennant Award for
Excellence in Public Service.
Council President Lonergan called for a 15-minute recess.
COMMUNITY GOVERNMENT ORGANIZATIONS
Fire Chief Budge provided information on the levy for the Woodburn Fire Department that
will be on the ballot. Charlie Piper, Board of Director, spoke to the City Council about the
levy and asked for their support. Carney/Morris... that the City Council of the City of
Woodburn support the upcoming fire department levy as described to us this evening. On roll
call vote, the motion passed unanimously.
PROCLAMATION
Council President Lonergan read a proclamation declaring September 15 — October 15 as
Hispanic Heritage Month. Community Relations Manager Gutierrez provided the reading in

Fiesta Video Highlights -Assistant City Administrator Row showed a highlight video of the
2018 Fiesta Mexicana.
Enhanced Transit Services Project - Assistant City Administrator Row provided
information on the enhanced transit services the City is looking at and shared the results of a
survey on Woodburn's transit system.

Carney introduced Council Bill No. 3076. City Recorder Pierson provided the second reading
of the bill by title only since there were no objections from the Council. Councilor Carney
explained that he voted no on this at the last meeting because he was concerned about the
immediate family language in the ordinance. On roll call vote for final passage,the bill passed
unanimously. Council President Lonergan declared Council Bill No. 3076 duly passed.
COUNCIL BILL NO. 3079 - A RESOLUTION OF THE CITY OF WOODBURN,
OREGON AUTHORIZING THE SALE OF A WATER REVENUE REFUNDING
BOND
Carney introduced Council Bill No. 3079. City Recorder Pierson read the bill by title only

AGREEMENT FOR POLICE POLICY MANUAL REVISION
Police Chief Ferraris provided a staff report. Ellsworth/Carney...Authorize the City
Administrator to enter into a Personal Services Agreement with The Thomas and Means Law
Firm, L.L.P. to draft a revision of the Woodburn Police Department Policy Manual. The

LOTTERY BOND GRANT AGREEMENT
Morris/Ellsworth... award a Contract for administration of 457(b) and 401(a) deferred
compensation retirement plans and associated services to ICMA-RC and authorize the City
Administrator to sign the Agreement. The motion passed unanimously.
COMMUNITY CENTER FUNDING
Morris/Ellsworth... support earmarking the proceeds from the sale of City owned property,
located at 1750 Park Ave for use in developing construction documents for the community
center project.. The motion passed unanimously.
CITY ADMINISTRATOR'S REPORT
City Administrator Derickson introduced Community Relations Manager Gutierrez who
invited Council to the Community Celebration happening this weekend at the Plaza.
MAYOR AND COUNCIL REPORTS
Council Morris stated that he has heard numerous complaints about the school district and
that he is concerned about it.
Councilor Ellsworth stated that she plans to attend the community celebration. She added that
she will be attending the League of Oregon Cities conference and take a tour of the tiny home
village in Turner.
Councilor Carney gave his compliments to staff for their work on these really important issues.
He added that the City is blessed to have staff that can provide information in a way that is
well prepared and easy to understand.
Councilor Lonergan congratulated Officer Titus and Officer Prinslow

sales and liquor for on premise consumption only.
On September 3, 2018 the Woodburn Police Department received an
application requesting approval for a New Outlet-Limited On-Premise Sales
liquor license for Bar 347, LLC. Bar 347, LLC is a banquet facility which can be
rented by third parties for events at which alcohol may be served.
Bar 347 is located at 347 N. Front St Suite 7, Woodburn, OR 97071 . The facilities
can be rented between 8:00 AM and 12:00 AM Sunday through Saturday. These
events may include live and/or recorded music, a DJ, karaoke, coin operated
games, pool tables and dancing. There will not be video lottery games. The
facility can accommodate a total of 270 patrons.
DISCUSSION:
The Police Department has completed a background investigation in
connection with the OLCC on the applicants and found nothing of a
questionable nature to preclude the issuance of this license.

SUBJECT: Library Park Renaming
RECOMMENDATION:
Adopt the enclosed resolution which renames Library Park to its original name of
Library Square to honor the 85th anniversary of its creation, the Park's history, and
significant recent investments.
BACKGROUND:
Library Park is, perhaps, the oldest City park in Woodburn. It was created by the
City Council on October 3, 1933 after a months-long public campaign lead by
the Woodburn Women's Club and the Woodburn Chamber of Commerce.
The resolution creating the Park also created a Park Board that included two
Council members and the Mayor, in whom control of the Park resided. The Park
Board called for park plans to be guided by public sentiment as much as possible.
In November 1933, the Park Board selected the name Library Square and
approved a design, both of which were suggested by members of the public. The
current stage and path from Library Park's entrance to the corner of Garfield and
First streets are the only remaining original features.
The construction of Library Square was one of only two Woodburn projects funded
by the Depression-era Civil Works Administration (CWA), a federal program that
provided millions of temporary jobs from late 1933 to early 1934. It was also a Red
Cross project, and recipients of Red Cross relief were required to contribute labor
to the construction of the Park.
In 2018, approximately $300,000 has been reinvested in Library Park. While the
restroom project accounts for$250,000 of that total, the remaining funds provided
for a new picnic area with five tables on a concrete slab, new benches and
bicycle posts, new LED security lighting on the library perimeter, 15 new trees, and
more than 300 new plants. Furthermore, a new monument sign is proposed to
replace the existing reader board.

DISCUSSION:
Library Square was an historic enterprise for Woodburn that was first envisioned by
the Woodburn Women's Club—the founders of Woodburn's library. The City
Council agreed to build it only after the Women's Club and the Chamber of
Commerce succeeded in their public campaign for the Park. The Council
created the City's Parks Board specifically to oversee the Library Square project.
Red Cross workers built it by hand in exchange for the federal funds that fed them.
Finally, members of the public proposed both the name Library Square and the
design of the Park.
Despite popular support, progress on the original vision of Library Square has been
halting and has taken decades. Shrinking CWA budgets hampered completion
of the original park in the 1930s. In the early 1970s, the "Committee for Library
Park" lamented a lack of interest in the Park and lobbied for a nice lawn and the
addition of permanent furniture and public restrooms.
Since 2012, community organizations have contributed more than $15,000 to
improve the Park, and the city's Urban Renewal Agency, wittingly or otherwise,
finally fulfilled a popular demand from 1972 by installing public restrooms. As a
result, Library Park today is a better fulfillment of Emerson Jones' 1933 design for
Library Square, than it ever has been.
Restoring the Park to its original name, Library Square, would honor the 85th
anniversary of the Park's creation, its noteworthy history, and the ensuing nine
decades of popular support for the Park. The City's Library and Park Boards, as
well as the Friends of the Library, expressed unanimous support for doing so at
their respective July 2018 meetings.
City staff have been unable to identify any official change of the Park's name
from Library Square to Library Park. A review of the library's Woodburn
Independent index found a reference to Library Square as late as November
1952. But as early as February 1950, the paper was calling it "the library park."
The Library is obligated to post a plaque honoring the Friends of the Woodburn
Public Library and Woodburn Rotary for their most recent donations. It would be
advantageous to mount a large, combined plaque recognizing the renaming of
Library Square on its 85th anniversary, the history of its founding, and those who
have contributed to it more recently.

WHEREAS, at its October 3, 1933 meeting, the City Council established a
park on City property located on the block bordered by Garfield and
Montgomery and First and Second streets; and
WHEREAS, Library Square was selected to be the name of this park by the
Park Board from 14 potential names suggested by the public; and
WHEREAS, Library Square was constructed according to a design submitted
by a member of the public; and
WHEREAS, Library Square was built in the Great Depression by Red Cross
laborers who were paid through the Civil Works Administration; and
WHEREAS, the name of Library Square had been forgotten such that this
historic park has become popularly known as Library Park; and
WHEREAS, Library Park has received significant improvements as it
approaches its 85th anniversary; NOW, THEREFORE,
THE CITY OF WOODBURN RESOLVES AS FOLLOWS:
Section 1. That the park located on the block bordered by Garfield and
Montgomery and First and Second streets is hereby renamed Library Square.

Accept the report regarding the status of the Ordinance Review/Revision Project.
BACKGROUND
In 2013, the Ordinance Review/Revision Project began. Once the Project was
underway, it was formalized by adding it to the list of City Council goals. The
objective of this Project was an ambitious one - to review each of the City of
Woodburn General Ordinances and to recommend revisions.
As more fully explained below, I believe that we can now clearly see the light at
the end of the tunnel - i.e. numerous ordinances were already presented to
Council, all ordinances have been reviewed, and staff review is occurring on
some remaining ordinances that will soon be presented to the City Council.
DISCUSSION
As you are aware, many General Ordinances have been brought before the
City Council since the Ordinance Review/Revision Project began. More
specifically, 45 ordinances have already been considered. Of these
ordinances, 19 new ordinances were adopted, 19 existing ordinances were
amended, and 7 existing ordinances were repealed. (See Attachment 1 ) The

As to the status of the Project, the City Attorney has reviewed all of the current
City of Woodburn General Ordinances (796 pages), performed a basic legal
analysis, and assigned a status. (See Attachment 2) More specifically, 55
ordinances were assigned a "No change" status, 30 ordinances have been

"Referred for staff review," and 7 ordinances will be presented to the Council for
repeal or removed from the Ordinance Compilation. (See Attachment 3)
1 am happy to report that significant progress has been made on the Project
and that we are approaching its conclusion. It is anticipated that additional
ordinances will soon be presented to the Council after staff review is concluded.
