RECOMMENDATION:
The Downtown Advisory Renewal Subcommittee (DABS) is requesting the
approval from the Urban Renewal Agency for the Building Improvements
Program Grant Application (Program) from Doug Wells/Woodburn Radiator and
Glass (Applicant) for $20,500; 50% of the overall cost of the roof
replacement/improvements ($41 ,000) on the property located at 375 N. First
Street.
BACKGROUND:
The Applicant reached out to city staff regarding roof
replacement/improvements needed for his downtown property. Staff discussed
the urban renewal improvements program with Mr. Wells and reviewed the
applicant requirements and program limitations. DARS reviewed and approved
this application at their April 26, 2018 meeting.
PROPOSAL:
The Applicant has applied for assistance from the urban renewal Building
Improvements Program, in order to complete the necessary
repairs/improvements to the roof of the building and has submitted the required
documents to support the application. The Applicant would like to begin
improvements as soon as DARS and the URA approves the funding request.
The overall cost of exterior improvements for the property located at 375 N. First
Street:
Building Improvements Program Grant $20,500
Estimated cost of all improvements $41 ,000

PROGRAM CRITERIA:
• The property is located at 375 N. First Street and within the Urban Renewal
District.
• The proposal complies with the downtown architectural design standards
and signage standards. Repairs to the roof will be completed in
accordance to the design of the building.
• The project encourages greater marketability of the Urban Renewal Grant
and Loan District. Repairs to the property will provide marketability of the
property for current and future tenancy.
• The proposal will complement the existing surrounding community. Repairs
and improvements to the building will enhance the overall appeal of
downtown Woodburn and provide economic opportunities to the tenants
and to the property owner.
• The project design works toward restoring the building as closely to its
original design as possible. Not applicable.
• That building interiors are improved with a focus on addressing code-
related improvements. Not applicable.
• The project is in the public interest. The Urban Renewal Program specifically
identifies the need to improve buildings within Woodburn's Urban Renewal
Grant and Loan District.
SUMMARY AND CONCLUSION:
The Program is intended to encourage and assist business and property owners
to invest in the Urban Renewal District. This Application reflects the intent of the
program by making the necessary roof repairs/improvements to the building
which will preserve the structure.
CONDITIONS OF APPROVAL:
1 . There is a 50% match requirement required for exterior improvements
through the Program. Invoices must be submitted for reimbursement. No
grant money will be disbursed until the project is completed and is
approved by the Agency.

2. Grant and loan funds may be used for materials and services provided by
licensed contractors.
3. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after
receipts are provided and all completed work is accepted by the City.

FINANCIAL IMPACT:
The Urban Renewal Building Improvements Program grant award is in the amount

Payments: All payments to be made to Gari Roofing LLC. Material deposit required prior to
production. Payments can be made via cash or by check. Final payment is due upon completion
of job.
Warranties: All full jobs come with a 1 year workmanship warranty plus all manufactures
warranties. Material warranties are non-transferable and owner must notify Gari Roofing LLC
and manufacturer within 90 days after change of ownership. Any cuts to the roof deck done by
anyone other than Gari Roofing LLC voids said warranty. Warranty does not cover damage
caused by lighting, impact of foreign objects, or winds over 130mph rating.
Lien information: Rightto lien for any unpaid balance after date of completion.
Rot Repair: Gari Roofing LLC will inform the owner of any rot discovered during the roofing
process. If it is essential to the function of the new roof we will replace the rot on a time and
material basis. All other rot we will bring to the attention of the owner and repair upon
approval.
Access/Power: We will need access to power from the building during the roofing process, as
well as access to load and stage the job and for removal of disposal. We can hand load the
roof, use a generator, or put the drop box farther away from the
home, but these items to be discussed prior to job so an appropriate estimated cost can be
used.
Timeline: All jobs will be completed as soon as possible as the schedule permits. Gari Roofing

from the Urban Renewal Agency for the Building Improvements Program Grant
Application (Program) from Javier Salazar/Javi's Furniture (Applicant) for $50,000;
50% of the overall cost of the construction of additional warehouse space ($192,000)
on the property located at 514 N. Pacific Highway.
BACKGROUND:
Staff has been working with the Applicant on design concepts to improve and
expand their current footprint at their property on Highway 99. The Applicant has
proposed to add approximately 2,700 square foot of warehouse space in order to
maximize their usable space at the property. DARS reviewed and approved this
application at their April 26, 2018 meeting.
PROPOSAL:
The Applicant has applied for assistance from the urban renewal Building
Improvements Program, in order to construct the 2,700 +/-warehouse space and has
submitted the required documents to support the application. The Applicant sought
to receive three bids for the project, however he only received two proposals
provided herein. The project would move forward as soon as DARS and the URA
approves the funding request.
The overall cost of exterior improvements for the property located at 514 N. Pacific
Highway:
Building Improvements Program Grant 50,000
