SUBJECT: Award a Contract for Engineering Services to Harper Houf Peterson
Righellis (HHPR), Inc.
RECOMMENDATION:
That the Woodburn Urban Renewal Agency, acting in its capacity as the Local
Contract Review Board, award a Contract Engineering Services for design of the
First Street Improvements Project to Harper Houf Peterson Righellis (HHPR), Inc. and
authorize the City Administrator to sign the Agreement.
BACKGROUND:
Staff utilized a Request for Proposals (RFP) process to solicit engineering and design
services for the First Street Improvements Project. The RFP was advertised on the
City website and in the Daily Journal of Commerce. Staff received a total of six
proposals that satisfied the requirements of the RFP. Staff reviewed all six proposals
in accordance with the RFP guidelines and state requirements (ORS 279C.105).
Harper Houf Peterson Righellis (HHPR) was selected as the highest ranking proposer.
Staff then proceeded to negotiate project design fees with HHPR. After meeting
with HHPR and slightly refining the scope of work, City staff and HHPR agreed upon
a contract fee amount of $220,954 for the engineering and design services, which
included all of the City's desired design elements for the project.
DISCUSSION:
The First Street Improvements Project will provide streetscape improvements on First
Street between Oak Street and Harrison Street, including extending the side streets
to the east side of the existing alleys on Harrison Street, Lincoln Street, Grant Street,
Hayes Street, Garfield Street and Arthur Street. There are two additional projects
included in the First Street design services, including the alley improvement

between Cleveland Street and Garfield Street and improvements to the existing
second street parking lot between Lincoln Street and Grant Street.
Contracting the engineering and design services out to HHPR will allow City
engineering staff to focus on other CIP projects while providing oversight on the
First Street Improvements project.
The contract award is in conformance with public contracting laws of the State of
Oregon as outlined in ORS Chapter 279C and the laws, regulations of the City of
Woodburn, therefore, staff is recommending the City Administrator be authorized
to sign the Contract for Engineering Services.
FINANCIAL IMPACT:
The Contract for Engineering Services with HHPR is in the amount of $220,954. The
engineering and design services are a part of the multi-year First Street
Improvement project in the Urban Renewal Agency budget. The engineering and
design services will be funded from the approved FY 2017/18 budget, and are also
recommended for approval in the FY 2018/19 budget.
