TIF Financial Forecast Update - Finance Director Montoya provided a staff report. Nick
Popenuk, Tiberius Solutions LLC, provided an Urban Renewal financial forecast update.

Economic Development Director Johnk provided a staff report. Paul Iverson, Woodburn Fire Chief,
stated that they have been holding off on the improvements as they are waiting to hear if they will
receive a grant award for seismic upgrades to this project and wanted to do both projects at the same
time. Carney/Ellsworth... Authorize the City Administrator to sign the attached First
Amendment to the Urban Renewal Intergovernmental Agreement (IGA) with the Woodburn
Fire District. The motion passed unanimously.

SUBJECT: Award of Construction Contract for the Downtown Library Park
Restrooms Project, BID #2017-01
The Woodburn Urban Renewal Agency award the construction contract for the
Library Park Restrooms Project to Woodburn Construction Co. in the amount (not
to exceed) $175,000.
Many of Woodburn's downtown business owners and visitors have expressed to
the City a need for a public restroom in the downtown area in an effort to
reduce demand on businesses and to provide this basic service and
convenience to our residents and visitors. The Urban Renewal Agency
approved the downtown library restrooms project in the 2016-2017 FY budget.
Construction will begin in May 2017 and is anticipated to be completed in
August 2017.
The project consists of remodeling an existing pump room located in the Public
Library into one men's and women's, ADA compliant public restrooms as well as
to install 4" PVC sanitary sewer service, cleanout and connection to City sewer
main.
Bids were publically opened April 6, 2017. One (1) responsive bid was received
from Woodburn Construction Co. in the amount of $199,800. Since this bid was
over the project budget, staff negotiated with the contractor to reduce the
construction cost to the agreed upon amount of $175,000, which is within the
approved URA budget.

DISCUSSION:
The contract award is in conformance with public contracting laws of the
State of Oregon as outlined in ORS Chapter 279C and the laws, regulations of
the City of Woodburn, therefore, staff is recommending the contract be
awarded.
FINANCIAL IMPACT:
The project is identified in the adopted FY 2016-17 Urban Renewal Budget. The
cost to complete construction of the Library Park Restrooms Project is (not to
exceed) $175,000.
