Front Street (Novera, LLC) RECOMMENDATION: At the February 15, 2017 Downtown Advisory Renewal Subcommittee (DABS) meeting committee members reviewed and approved the Novera, LLC Building Improvements Program grant application in the amount of $50,000; 16% of the overall cost of the improvements ($315,000). It is now the recommendation of DARS that the Woodburn Urban Renewal Agency Board approve the Building Improvements Program application from Novera, LLC in the amount of $50,000. BACKGROUND: The property at 347 N. Front Street (formerly Association Building) was purchased from the City of Woodburn in April 2016 by Novera, LLC with the intent to create a public market on the first level of the building and provide meeting and open space on the second floor to host special events, meetings, etc. When the City acquired the property, there were improvements made to the building to ensure structural integrity, however there were no interior improvements or finishes completed. Therefore Novera purchased the property "as is" and is required to complete the improvements to the building required by code in order to utilize the property for its intended business use. PROPOSAL: The Applicant proposes to complete the following scope of work, as described in their Building Improvements Grant application: Description of building improvements include: New concrete floor, new structurally engineered framing with additional columns and I -Beams, add footings and foundations to pre-existing columns, 2 new staircases, install sheathing for lateral structural support, new 400a 3-phase electrical service, two Agenda Item Review: City Administrator _x_ City Attorney _x Finance _x I Honorable Mayor and City Council February 27, 2017 Page 2 ADA bathrooms, all new wiring and electrical fixtures throughout, all new LED lighting, new water service with all new plumbing, new water heater, new fire suppression system and fire alarm system, new natural gas service, 4 new gas furnaces (100,000BTU each), new NC, new ductwork throughout, two air curtains, new insulation for entire building envelope, all new fire rated drywall, new paint, new doors, trim & hardware throughout. We are essentially updating a pre-existing uninhabitable building and bringing everything up to code; repairing and upgrading major life -safety and seismic issues; upgrading the structural integrity of the entire building; improving the load ability of the second floor (from 40psf to 1 OOpsf, to allow for an assembly space rating). The work will commence upon approval of the funding request. The overall cost of repairs for the property located at 347 N. Front Street: Building Improvements Program Grant $ 50,000 Estimated cost of all improvements $315,000 Percentage of grant 16% Program Criteria: • The property is located at 347 N. Front Street and within the Urban Renewal District. • The proposal complies with the downtown architectural design standards and signage standards. Improvement to the building will not impact the architectural standards of the property. Interior finishes will reflect the historic characteristics of the building (brick walls, high ceilings, etc.) • The project encourages greater marketability of the Urban Renewal Grant and Loan District. Repairs to the property will provide marketability of the property for current and future business use. • The proposal will complement the existing surrounding community. Proposed repairs are required in order to transform the building into a viable commercial space for business operation. Establishing a business at this property will provide a positive economic benefit to other downtown businesses. • The project design works toward restoring the building as closely to its original design as possible. There are not exterior changes proposed for the building, however the interior finishes will compliment historic characteristics of the building. • That building interiors are improved with a focus on addressing code - related improvements. Proposed improvements will bring the building up to city code; repairing and upgrading major life -safety and seismic issues; and upgrading the structural integrity of the entire building. The Urban Renewal Program specifically identifies the need to improve buildings within Woodburn's Urban Renewal Grant and Loan District. Summary and Conclusion: The Building Improvements Program is intended to encourage and assist business and property owners to invest in the Urban Renewal District. This grant application is intended to assist the Applicant to make improvements to their property required by city code in order to utilize the property for its intended business use. Conditions of Approval: 1. There is a minimum 75% match requirement required for the Program. This project grant request is for 16% of the overall project, leaving 84% of the cost to the property owner. 2. Invoices must be submitted for reimbursement. No grant money will be disbursed until the project is completed and is approved. 3. Grant and loan funds may be used for materials and services provided by licensed contractors. 4. Projects shall be completed within one year of approval in order to be eligible for reimbursement. Grants provide for a single payment after receipts are provided and all completed work is accepted by the City. 5. All work will be completed by licensed contractors. In 2005, The City of Woodburn completed a project on the building to stabilize for fire, life and safety, and rebuilt the facade. The interior remained in disrepair and made the building uninhabitable. Novera, LLC will rehabilitate the interior and make an otherwise uninhabitable building once again beautiful and useable. Promote Economic Development — With the Downtown Plaza just outside the doors of The Association Building, the building will enhance downtown's attractiveness as a place to shop, work, and enjoy community events and private events. With nearly 10,000 square feet of space, the building will be able to host a variety activities including: Indoor year round marketplace/farmers market, community events such as holiday festivities, bazaars, community entertainment (daddy/daughter dance, high school proms, teen movie night, etc), private events (weddings, meetings, quinceaheras, sweet 16s, church events, concerts, etc).
