Dear Eric:
We are pleased to submit the following proposal to provide architectural and engineering services to
renovate the existing well -head room in the Woodburn Public Library into one men's and one women's
public restroom. The design will be based on the attached floor plan. Our fee proposal includes structural,
mechanical and electrical engineering and cost estimating. Our understanding is that tire City will be
responsible for all civil engineering and removal and decommissioning of the well head and associated
equipment. The City Council approved $200,000 for the project, including hard and soft costs.
INCLUDED IN FEE FOR ARCHITECTURAL AND ENGINEERING SERVICES
Schematic Design
• Prepare schematic design floor plans, interior elevations and a reflected ceiling p8an
• Submit to steering committee for approval
• Coordlnate with cost estimator (see supplemental services below) to provide a construction cost estimate
at the end of Schematic Design.
Construction Documents
• Based on approved schematic design and any authorized adjustments; prepare construction drawings
and specifications to describe the project for construction, bidding and permitting.
• Structural Engineering
• Mechanical, Electrical and Numbing Engineering
• We assume that all Civil Engineering, including site utilities and drawings required for permit (if any) will
be provided by the Public Works Department.

Assist owner with competitive bidding to contractors, including issuing any addenda or clarifications
required.

Permit Application
• Prepare building permit drawings and application for submission to City of Woodburn.
• Respond to check sheets and make changes, as required.
Construction Administration
Attend regular jobsite meetings during the course of construction (see assumed number of meetings below),
review product submittais and respond to RFI's (requests for information, review change orders, payment
applications and prepare a punchlist at the end of the project.

SUPPLEMENTAL SERVICES
Cost Estimating (1 estimate after SID). ............
DELA Architecture, Inc. will invoice on an hourly basis on a monthly cycle using the rates outlined in the City
of Woodburn Basic Ordering Agreement (BOA). Any additional authorized work beyond the scope of basic
design services will be billed on an hourly basis in accordance with DECA's rates and terms and conditions in
the Owner/Architect agreement.
Consultant rates and terms may differ.
Reimbursable Expenses
Reimbursable expenses, such as reproduction costs, postage and delivery, materials and supplies, mileage,
etc. will be billed in accordance with the Owner/Architect Agreement,
Weestimate those expenses, including sub -consultants to be approximately $400. Any additional Owner
approved Consultant Services Linder contract with DELA will be billed at invoice cost of services and
expenses plus 10%,
DURATION OF AGREEMENT
