The meeting adjourned at 6:49 p.m. APPROVED KATHRYN FIGLEY, CHAIR ATTEST Heather Pierson, City Recorder City of Woodburn, Oregon Page 1 — URA Board Minutes, June 13, 2016 -,49M& Item 8U a 1, d f;' ! 7 September 12, 2016 TO: Urban Renewal Agency Chair and Members FROM: Jamie Johnk, Economic Development Director SUBJECT: Woodburn Alleyway Beautification Project Presentation BACKGROUND: In early 2016, City staff conducted outreach to downtown and commercial businesses and property owners asking a series of questions regarding doing business in Woodburn and way the City leadership and staff could provide assistance to improve their business and the overall quality of life in Woodburn. Feedback varied from "provide additional business assistance and resources" to "we need a public restroom downtown". Consistently however, survey respondents shared "downtown security is a concern", "alleys are dirty and smell", "create a more pedestrian friendly downtown", "less graffiti and paint buildings". With the Woodburn Alleyway Beautification Project we hope to alleviate most of these concerns and create a pedestrian -friendly, safe, clean Downtown for visitors, residents and patrons. DISCUSSION: Partnering with Republic Services, discussions began on enclosures for the dumpster used by businesses and options that would allow for accessibility needed and the visual aesthetics desired. Staff then consulted with DECA Architects on developing a design concept that would visually bring the project to life. Should the Agency direct staff to continue moving this project forward, the proposed next steps would include: • Conduct outreach to businesses and property owners • Refine cost estimates based on Agency feedback • Complete design drawings and plans • Year 1: Complete beautification of alleyway from Hayes to Grant • Year 2: Complete beautification of alleyway from Grant to Lincoln • Year 3: Complete beautification of alleyway from Lincoln to Harrison Agenda Item Review: City Administrator _x City Attorney _x Finance _x_ 2 Honorable Mayor and City Council September 12, 2016 Page 2 RECOMMENDATION: Agency's comments and recommendation are requested regarding the project and possible next steps.
