First Street and 175 S. First Street RECOMMENDATION: Of the bids received one company, Oregon Demolition, can complete the work as specified by staff. Keeping with the City sustainability goals, Oregon Demolition will salvage as much of the structures as possible, will provide safety fencing throughout the demolition process and will leave a clean, level site when the work is complete. Oregon Demolition can also complete the hazardous materials testing and any remediation work necessary. It is recommended that the Urban Renewal Agency, by motion, authorize staff to contract with Oregon Demolition on the removal of the structures located at 137 S. First Street and 175 S. First Street. BACKGROUND: The City purchased the properties located at 137 S. First Street and 175 S. First Street in the years between 2007 and 2004, respectively, with the intent for use for future community facilities expansions and/or public space. City Council directed staff to complete an appraisal on the properties, completed in April 2015 and presented to Council in September 2015. DISCUSSION: Under the direction of the City Council, staff has met with four construction companies to discuss removal of the structures. Staff selected four contractors with varying removal techniques: Deconstruction -which includes removal of the structures and salvage of reusable materials and disposal of debris, however these companies do not remove concrete from foundations, parking or walkways, nor do they complete site Agenda Item Review: City Administrator _x City Attorney _x Finance _x_ 2 Honorable Mayor and City Council April 25, 2016 Page 2 backfill, leveling, grading or service disconnections. Deconstruction will take approximately 3-4 weeks to complete. Demolition - which includes removals of the structures and some salvage of reusable materials and disposal of debris, along with removal of concrete foundations, walkways, etc. and backfill, grade and level the site. These contractors will also disconnect water/sewer service and place up fencing during demolition. Demolition will take approximately 2-3 weeks to complete. Prior to proceeding with structure removal, there must be hazardous materials testing completed on both properties. These tests will look for any asbestos, lead based paint, or other hazardous materials commonly used in the construction process when the houses were built. Staff reached out and received bids from three agencies to complete this testing. Once testing has been completed a possible hazardous materials identified, staff will work with contractor to provide hazardous materials remediation estimates. Please note - three of the four contractors providing bids for the project can complete the remediation work. FINANCIAL IMPACT: The bid for services from Oregon Demolition represents the combined scope of work for both properties (137 S. First Street and 175 S.
