CONVENED: The Downtown Advisory Review Subcommittee (DARS) met at 3 p.m. in
the City Hall Council Chambers to discuss the Urban Renewal Grant and Loan Program.

Tom Flomer opened the meeting.
The October 9th meeting minutes were approved by voice vote.
Flomer introduced the application URG 2014-24 from Trapala Restaurant, LLC. Pete
McCallum moved that DARS recommend approval for a $750 exterior and interior grant
to purchase paint, Jim Cox seconded, and Flomer agreed for consensus.
Flomer introduced the application URG 2014-25 from Moises Morales Velasco and M.
Carmen Cruz. Cox moved that DARS recommend approval for a $10,000 exterior grant
to replace the roof, McCallum seconded, and Flomer agreed for consensus.
Flomer introduced the application URG 2014-26 from Bert Gottsacker. McCallum
moved that DARS recommend approval for a $1,050 interior grant to upgrade lighting,
Jim Cox seconded, and Flomer agreed for consensus.
Flomer introduced the application URG 2014-09 from the Woodburn Masonic Trustees,
Inc. Cox moved that DARS approve to increase exterior grant from $6,000 to $10,000 to
reflect the cost increase for the roof replacement, McCallum seconded, and Flomer
agreed for consensus.

NOTIFICATION:
On February 24, 2015, the Downtown Advisory Review Subcommittee approved
Chay Properties, LLC's request to increase the budget of URG 2014-18 and
URG 2014-19 up to $3,360.50 to upgrade the electrical system.
BACKGROUND:
The Woodburn Urban Renewal Agency approved a comprehensive grant and
loan program on February 14, 2011 for properties within downtown Woodburn.
The program is designed to provide matching funds for exterior ($10,000) and
interior ($5,000) improvements to commercial properties located in the historic
downtown district. The program also provides loan funds ($25,000) to further these
same improvements.
When Chay Properties, LLC, (Applicants) purchased the properties in 2013, the
buildings were in need of many structural improvements. With assistance from the
Urban Renewal Grant and Loan Program, the Applicants were able to complete
major structural improvements. They received four exterior grants ($40,000) to
replace the roofs and restore the historic facades of the two buildings, and four
interior grants ($6,639.50) to install insulation and finish the ceilings of the
properties.
The Applicants are in the process of restoring the historic facades and have come
across some electrical issues that are linked to the structural improvements. The
Applicant requests to increase both URG 2014-18 and URG 2014-19 to
accommodate the increased project cost.

The Downtown Grant and Loan Program procedures allow the Downtown
Advisory Review Subcommittee (DABS) to approve project amendments when
project costs change from original estimates. The Urban Renewal Agency Board
(Agency) will be informed of any action by DARS as an informal item on the
consent agenda.
The following are regulations from the program's policies and procedures:
19) The Downtown Advisory Review Subcommittee may authorize increased
funding and modify the project scope to approved grant and/or loan
requests when project costs change from original estimates.
20) Requests must be made in writing, must include specific documentation,
and are to be submitted prior to commencement of work on the requested
project element(s).
21) All requests are subject to available funds.
22) Project scope must remain consistent with the originally approved project,
and the request may not be associated with a new project element.
23) Overall project costs cannot exceed grant and loan fund limitations.
Maximum exterior and interior grants are limited to $10,000 and $5,000
respectively. Maximum loan amounts cannot exceed $25,000.
25) The Downtown Advisory Review Subcommittee's action shall appear on
the Urban Renewal Agency Board's consent agenda as an informal item.

and painting the property beautifies the downtown and increases
perceptions of safety by having more eyes on the street.
• That the proposal will complement the existing surrounding community.
Restoring the storefront windows and painting the properties in a
historic color palate will complement the existing surrounding
historic properties.

related improvements
The electrical upgrades will address code -related improvements.
• That the project is in the public interest
The Urban Renewal Program specifically identifies the need to
improve buildings within Woodburn's Urban Renewal Grant and
Loan District.
Summary and Conclusion
The Grant and Loan Program is intended to encourage and assist business and
property owners to invest in the Urban Renewal Grant and Loan District. This
particular grant application is intended to assist the Applicants to make
improvements to their property by finishing the open ceiling, replacing storefront
windows, repairing storefront stucco and awnings, and painting the storefront.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.

5. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts

provide at least three bids for every aspect of work greater than $2,500.

Terms and Conditions
1. WIRING STANDARD: All workmanship and materials are to comply with the requirements of the National
Electrical Code and the applicable local ordinances and the electrical plans and specifications specifically
applicable to the job.
2. SCOPE OF WORK: Unless specifically stated otherwise in this proposal, the scope of work covered by this
proposal is limited to that work specifically covered by the electrical drawings and the electrical section of the
specifications.
3. LIGHTING FIXTURES: Unless specifically included in the electrical drawings and the electrical section of the
specifications or specifically stated in this proposal, the furnishings and installing of electrical lighting fixtures and
lamps are not included in this proposal.
4. ADDITIONAL WORK OR CHANGES: Additional work or changes may be ordered in writing by the
customer at any time, for which the customer agrees to pay in addition to the contract price named herein at a
price agreed upon or at our regular rates for time and material work.
5. WRITTEN CHANGE ORDERS: The electrical contractor shall receive written orders for all additional work
or changes signed by an authorized person before proceeding with such extra work or changes.
6. PAYMENTS FOR ADDITIONAL WORK OR CHANGE ORDERS: Payments for additional work and
changes shall be made under the same terms and conditions as are embodied in the original contract.
7. CONTRACT PAYMENTS: The electrical contractor shall not be required to proceed with the installation of
the work if the payments applying on same have not been made as specified in the contract.
8. UNAVOIDABLE INTERRUPTIONS: It is hereby mutually agreed that the electrical contractor shall not be

9. CHARGES TO THE ELECTRICAL CONTRACTOR: The electrical contractor shall not be liable for any
drywall repair and painting required due to nature of installation, charges for temporary wiring, electrical energy,
heat, job cleanup, hoisting, job telephone, job office or storage space, etc., unless specifically so stated in this
proposal.
10. LIQUIDATED DAMAGES: The electrical contractor shall not be liable for any charges for liquidated damages
resulting from delay in completion of the work caused by factors beyond his control.
11. TRANSFER OF TITLE: If the customer disposes of real estate by sale or otherwise, the full amount remaining
unpaid on this contract becomes due at once and payable within 48 hours after date of such disposal.
12. ARBITRATION: Any controversy or claim arising out of or relating to this contract, or the breach thereof, shall

recommended that the Woodburn Urban Renewal Agency Board approve an
interior Urban Renewal grant from Nora Fives (Applicant) in the amount of $1,400.
BACKGROUND:
The Woodburn Urban Renewal Agency Board approved a comprehensive grant
and loan program on February 14, 2011 for properties within downtown
Woodburn. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to commercial properties located in
the historic downtown district. The program also provides loan funds ($25,000) to
further these same improvements.
Nora Fives is the property owner of the historic Old Bank building, located at 199
N. Front Street. Built in 1890, the property is one of two downtown buildings listed
on the National Register of Historic Places. This is the second Urban Renewal Grant
the Applicant has applied for. In 2011, the Applicant was awarded $6,550 to
repaint the building, replace three window panes, install new carpeting in the
upstairs of the building, and install central air conditioning.
The Applicant submitted the grant application in November 2014. As DARS did
not meet for several months afterwards, the Applicant reluctantly went ahead
and installed carpeting in the smaller office to prepare the space for occupancy
in February. DARS decided to award the Applicant the full amount of the grant,
as the application was complete in November and the wait time for the next
DARS meeting was out of the Applicant's control.

Robert and Joanna Cornwell are the owners of the Simon -Cornwell Colonial
Chapel, which is located at 390 N. 2nd Street. Founded in 1933, the family-owned
business provides funeral services to area residents and contributes to the business
diversity downtown.

Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or completed
prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, mechanical, electrical, and plumbing permits must be
obtained and the work inspected and approved.
5. Projects shall be completed within one year of approval in order to be eligible

They have given me the price for the most expensive one that i left you.
Total project cost will be $10,960.00
This price includes moving the furniture/pews, tear out and haul away of existing carpet, fiber padding, carpet,
installation, installation on stairs, and all transitions. Everything needed to complete the project. No hidden fees.
Any of the other carpets will be pretty close to this price considering they gave me the absolute best price possible

caused extensive property damage. The Applicant is now seeking an interior
grant to improve the inside of the property and prepare it for commercial use.

In agreement with the Downtown Advisory Review Subcommittee, it is
recommended that the Woodburn Urban Renewal Agency Board approve the
Urban Renewal Exterior Grant application from Kenneth and Christina Williamson
(Applicants) for up to $5,900.
BACKGROUND:
On July 8, 2013 the Urban Renewal Agency Board adopted a resolution
expanding the downtown Grant and Loan Program to include properties along
the Young Street corridor and the Young/99E intersection, as specified in the
resolution. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to properties located in the Urban
Renewal Grant and Loan District. The program also provides loan funds ($25,000)
to further these same improvements.
This is the second grant the Applicants have requested to install energy-efficient
lighting on the property. In October 2013, the Applicants were awarded $800 to
upgrade lighting in the office and garage areas. Lighting in commercial buildings
can account for nearly 35% of electric use. Upgrading lighting with new energy-
efficient light sources, fixtures and controls can save energy and improve lighting
quality. Lighting improvements can even pay for themselves in energy savings in
a few years. This year the Applicants are upgrading all the lights on the property
and is working with the Energy Trust of Oregon's Small Business Energy Saving
program to save 77% of the total project cost.

to replace the wall covering in the car wash tunnel for greater structural
protection against water damage.

improvements to their property by replacing interior lighting for energy savings
and replace an interior wall covering. The request is consistent with the program

Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
5. Projects shall be completed within one year of approval in order to be

6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.

RECOMMENDATION:
In agreement with the Downtown Advisory Renewal Subcommittee, it is
recommended that the Woodburn Urban Renewal Agency Board approve the
Urban Renewal Exterior Grant application from Chay Properties, LLC (Applicant)
for up to $5,700.
BACKGROUND:
The Woodburn Urban Renewal Agency approved a comprehensive grant and
loan program on February 14, 2011 for properties within downtown Woodburn.
The program is designed to provide matching funds for exterior ($10,000) and
interior ($5,000) improvements to commercial properties located in the historic
downtown district. The program also provides loan funds ($25,000) to further
these same improvements.
The Applicant owns two other downtown properties located at 405 and
425-445 N. First Street. Over the past two years, the Applicant has been
awarded $50,000 of Urban Renewal grant funds to repair the properties. The
Applicant is currently actively seeking tenants for both properties. The property
at 225 W. Hayes Street was purchased during the summer of 2014 at auction
and is located directly behind the N. First Street properties.
Proposal
The proposal is to replace the leaking roof and stop water from damaging the
property.
