Recommended Action: In agreement with the Downtown

RECOMMENDATION:
The Urban Renewal Agency Board adopt the attached resolution amending
Resolution 2015-02 to correct a scrivener's error regarding the contingency
amount listed in the Urban Renewal Fund in the City of Woodburn Urban Renewal
Agency budget for the fiscal year 2015-2016.
BACKGROUND:
On June 8, 2015 a public hearing was held and the Woodburn Urban Renewal
Agency Board adopted the Woodburn Urban Renewal Budget for Fiscal Year
2015-2016 by approving Resolution 2015-02.
Due to a scrivener's error involving a transposition of numbers, the Contingency
amount shown in Resolution 2015-02 for the Urban Renewal Fund was incorrectly
stated as $1,703,017 when it should have been $1,073,017.
The total budget amount of $5,890,000 adopted by Resolution 2015-02 was
correct and the Notice of Budget Hearing was correct.
DISCUSSION:
In an abundance of caution, the Finance Director recommends the adoption of
Resolution No. 2015-03 to amend Resolution No. 2015-02 to correct the
transposition of numbers. Since we always leave an "extra" meeting in June to
remedy any possible budget deficiencies, it is easy for the Agency Board to
address this issue even though the Notice of Budget Hearing and total budget
amount were correct.

RECOMMENDATION:
Adopt resolution amending the procedures and requirements of the Urban
Renewal Grant and Loan Program to allow the Downtown Advisory Review
Subcommittee (DABS) to approve six-month extensions, increase matching ratio
to 3:1, classify single-family dwellings as ineligible for grant funding, and require
applicants to post a sign promoting the Urban Renewal Grant and Loan Program
at construction sites.
DARS also requests the Urban Renewal Agency Board (Agency) discuss the option
of limiting the district boundary to the Downtown Development and Conservation
District (DDC).
BACKGROUND:
In February, 2011, the Agency adopted the Urban Renewal Grant and Loan
Program to aid business and property owners with the rehabilitation and
renovation of residential and commercial properties within the Urban Renewal
Grant and Loan District. The program is designed to provide matching funds for
exterior ($10,000) and interior ($5,000) improvements to properties located in the
district. The program also provides loan funds ($25,000) to further these same
improvements.
Over the years, the Urban Renewal Grant and Loan Program's procedures and
requirements have been amended five times to clarify and improve the
efficiency of the program. On June 8, 2015, the Agency approved the Urban
Renewal Budget 2015-16 which limited the grant program to $50,000 a year in
order to maximize funding for a capital improvement project.

DISCUSSION:
Since 2011, the Agency has awarded over 58 grants and leveraged
approximately $308,700 of public funding to generate over of $801,500 of private
investment. The Urban Renewal Grant and Loan Program is a great asset to
business and property owners and attracts new businesses to the area.
On June 8, 2015, the Agency reduced the grant and loan program from $240,000
to $50,000 annually in order to maximize funding for a capital improvement
project. In preparation for the budget reduction DARS met on March 23, 2015 to
discuss ways to best leverage program funding.
DARS recommends focusing grant funding on commercial property to increase
economic impact by designating single-family residential properties ineligible for
program funds. This policy will expand the 2014 amendment to restrict single-
family residential interior grants. Funding will still be available for mixed-use
residential and multi -family complexes.
Decreasing program funding will greatly impact the number of grant awards.
DARS recommends increasing applicant match ratio from 1:1 to 3:1 to better
leverage program funds. Increasing applicant investment allows the Agency to
fund more projects.
DARS recommends amending program policies to permit DARS to approve six-
month project extensions. Allowing DARS to authorize six-month extensions will
improve program consistency as DARS id already authorized to approve changes
to project scope and cost.
To increase program visibility and awareness, DARS recommends requiring grant
recipients to promote the Urban Renewal Grant and Loan program during project
construction by prominently displaying a flyer on site.
DARS decided meet quarterly to review grant applications. This allows more time
for grant request to accumulate, allowing DARS the opportunity to compare and
assess a greater number of projects.
DARS discussed decreasing the program boundaries to the Downtown
Development and Conservation District however were unable to come to a
consensus. DARS recommends the Agency discuss whether the program should
maintain its current boundaries along Young Street and 99 E or limit grants to

properties located in the DDC, which is basically the downtown west of the
railroad tracks.
These amendments do not impact the Agency's ability to award loans or large
renovations grants. With Agency consideration and approval funding requests
exceeding designated grant funds may be awarded through a supplemental
budget request. However this would have to be done so within light of overall
Agency goals such as the N First Street Project, etc.

Urban Renewal Grant and Loan Requirements
Program Requirements
1) Projects must be located within the Urban Renewal Grant and Loan
District as identified below.
2) The applicant, after meeting with staff to discuss the proposed project,
shall submit a completed Urban Renewal Grant and Loan application and
all supplemental materials provided.
3) Projects assisted by this program are to be rehabilitation and renovation
projects showing significant improvement to the property and must be
compatible with the area streetscape.
4) Exterior Evaluation Criteria:
• Comply with the City of Woodburn Downtown Architectural
Design, Woodburn Development Ordinance Standards, and
Signage Standards. (Requirement not specific to program)
• Shall work towards restoring the building as closely to its
original design as possible.
• Shall be designed, constructed, and maintained to
compliment and accept the architectural features of the
building. All accessories, signs, awnings, etc. shall likewise
compliment the overall character of the building.
5) Grants are available for up to $10,000 for exterior renovation and up to
$5,000 for interior renovation.
6) Loans are available to property owners in amounts up to $25,000 and are
secured by a Trust Deed in the amount of the loan.
7) Applications may be made for a combination of grant and loan funds.

8) There is a 3:1 match requirement required for the Grant program.
Invoices must be submitted for reimbursement. No grant money will be
disbursed until the project is completed and is approved by the Agency.
9) Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
10) Grant and loan funds may be used for materials and services provided by
licensed contractors.
11) All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
12) Grants and loans are dependent upon the availability of funds and must
be reviewed and approved by the Downtown Advisory Review
Subcommittee and the Urban Renewal Agency Board.
13) Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after
receipts are provided and all completed work is accepted by the City.
14) The Downtown Advisory Review Subcommittee may grant one 6 month
extension for work to be completed under this program. The applicant
must submit a written request for the extension and provide justification for
the Subcommittee's consideration. The action shall appear on the Urban
Renewal Agency consent agenda as an informal item.
15) All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.
16) Business and/or property owners may reapply for grant and/or loan funds
until the grant and/or loan limit is reached. They must then wait 12 months
to reapply.
17) After grant and loan limits have been reached on the property, business
and/or property owners may reapply for grant and/or loan funds every 12
months for the same property

18) Grant and loan funds are limited to physical improvements to the buildings
themselves. Non -permanent improvements, such as purchasing new
equipment, do not qualify for this program.
19) The Downtown Advisory Review Subcommittee may authorize to increase
funding and modify project scope to approved grant and/or loan request
when project costs rise above original estimates.
20) Requests must be made in writing, must include specific documentation,
and are to be submitted prior to commencement of work on the requested
project element(s).
21) All requests are subject to available funds.
22) Project scope remains consistent with the originally approved project, and
the request is not associated with a new project element.
23) Overall project cost cannot exceed grant and loan fund limitations.
Maximum exterior and interior grants are limited to $10,000 & $5,000
respectively. Maximum loan amounts cannot exceed $25,000.
24) Property owners may request to convert an Urban Renewal grant into a
loan. Upon approval of the Downtown Advisory Review Subcommittee, the
property owner must separately apply and qualify for a loan through the
Mid -Willamette Council of Governments.
25) The Downtown Advisory Review Subcommittee's action shall appear on
the Urban Renewal Agency consent agenda as an informal item.
26) A flyer promoting the Urban Renewal Grant and Loan Program must be
prominently displayed on site during construction period.

extension of the URG 2014-03 application from Woodburn Masonic Trustees, Inc.,
for an interior grant up to $5,000.
BACKGROUND:
The Woodburn Urban Renewal Agency approved a comprehensive grant and
loan program on February 14, 2011 for properties within downtown Woodburn.
The program is designed to provide matching funds for exterior (up to $10,000)
and interior (up to $5,000) grant improvements to properties located in the Urban
Renewal Grant and Loan District. The program also provides loan funds ($25,000)
to further these same improvements.
The Agency originally approved URG 2014-03 on May 12, 2014 to plaster and paint
the entryway, stairway, and second floor rooms, excluding ladies' and men's
rooms and the men's bathroom, and to replace carpeting. The Applicant
submitted a written six month extension request on April 27, 2015.
Urban Renewal Grant and Loan Program Policies allow one six month extension:
The Urban Renewal Agency Board may grant one 6 month extension for
work to be completed under this program. The applicant must submit a
written request for the extension and provide justification for the Board's
consideration.

The' oodburn Masonic Trustees, Inc., custodians for the Woodburn Masonic Lodge building at
145 Arthur Street are requesting a six month extension of our previously approved $5,000 grant.
During the process of replacing our roof last summer, a sudden wind and rain storm blew off the
tarp covering the roof, causing extensive water damage to the interior of the building. It took
months working with our roofer's insurance company to finally obtain a settlement, which will
now allow us to complete a more extensive renovation than originally planned.
We have solicited bids from three local companies, and would be happy to provide you a copy
of the accepted bid if necessary for the extension.

The Woodburn Masonic Trustees, Inc., custodians for the Woodburn Masonic Lodge building at
145 Arthur Street, are embarking on a program to renovate our 100 year-old facility to enable its
three concordant bodies, the Woodburn Masonic Lodge, Evergreen Chapter Order of Eastern
Star, and Royal Arch Masons to continue to meet at this location for the foreseeable future.
Now that we have secured a tenant for the first floor, our annual expenses are covered, and we
will be able to pay down our past due property taxes. The Woodburn Masonic Lodge has
received a $10,000 gift designated specifically for Lodge improvement, which allows it to match
proposed City funds to begin this building renovation.
Our first step is to plaster and paint the second floor interior, our main meeting rooms, and to
remove the carpet in the second floor entry, Tyler room, and main Lodge room and restore the
floors to their original hardwood condition. We have obtained three bids ranging from $11,071
to $19,170, and propose to accept the lowest cost estimate.
During this process the Lodge members will undertake the restoration and painting of two
smaller rooms on the second floor. Upon completion of this first phase interior restoration the
Lodge will repair and restore the outside entry way steps, repaint the columns, etc. At some
point in the future we also may wish to apply for an exterior grant for roof repair.
Our goal is to restore this classic, historic downtown building to its former glory, and we greatly
appreciate the consideration of the Urban Renewal Agency in considering this request.

SUMMARY:
The Downtown Advisory Review Subcommittee (DABS) approved an amendment
to URG 2015-02 to increase the interior grant amount from $4,200 to $4,600 in order
to install new light fixtures.
BACKGROUND:
The Woodburn Urban Renewal Agency (Agency) approved a comprehensive
grant and loan program on February 14, 2011 for properties within downtown
Woodburn. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to commercial properties located in
the historic downtown district. The program also provides loan funds ($25,000) to
further these same improvements.
Robert and Joanna Cornwell are the owners of the Willamette Ballet Building,
which is located at 330 N. Second Street. The Willamette Ballet Academy was
founded in 1982 and attracts regional performers and viewers. This is the second
Urban Renewal Grant the applicant has applied for. In April, 2014, the Applicants
were awarded a $5,400 exterior grant to replace exterior windows.
On March 9, 2015, the Urban Renewal Agency Board approved URG 2015-02 from
Robert and Joanna Cornwell for $4,200 to upgrade the building's electrical
system. The Applicants are in the process of updating the building's electrical and
now would like to expand the project to include new lighting fixtures.
The Downtown Grant and Loan Program procedures allow the Downtown
Advisory Review Subcommittee to approve project amendments when project
costs change from original estimates. The Urban Renewal Agency Board will be
informed of any action by DARS as an informal item on the Consent Agenda.

The following are regulations from the program's policies and procedures:
19) The Downtown Advisory Review Subcommittee may authorize increased
funding and modify the project scope to approved grant and/or loan
requests when project costs change from original estimates.
20) Requests must be made in writing, must include specific documentation,
and are to be submitted prior to commencement of work on the requested
project element(s).
21) All requests are subject to available funds.
22) Project scope must remain consistent with the originally approved project,
and the request may not be associated with a new project element.
23) Overall project costs cannot exceed grant and loan fund limitations.
Maximum exterior and interior grants are limited to $10,000 and $5,000
respectively. Maximum loan amounts cannot exceed $25,000.
25) The Downtown Advisory Review Subcommittee's action shall appear on
the Urban Renewal Agency Board's consent agenda as an informal item.

The Grant and Loan Program is intended to encourage and assist business and
property owners to invest in the Urban Renewal District. This particular grant
application is intended to assist the Applicants to make electrical upgrade to the
property. The request is consistent with the program criteria.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.

2. Grant and loan funds cannot be used for any work commenced or completed
prior to project approval.
3. Grant and loan funds may be used for materials and services provided by

5. Projects shall be completed within one year of approval in order to be eligible
for reimbursement. Grants provide for a single payment after receipts are
provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.

RECOMMENDATION:
In agreement with the Downtown Advisory Renewal Subcommittee (DABS), it is
recommended that the Woodburn Urban Renewal Agency Board (Agency)
approve two Urban Renewal Interior Grant applications from Chay Properties, LLC
(Applicant), for up to $8,350 ($5,000 for 405 N. First Street and $3,350 for 445 N. First
Street) .
BACKGROUND:
The Woodburn Urban Renewal Agency approved a comprehensive grant and
loan program on February 14, 2011 for properties within downtown Woodburn.
The program is designed to provide matching funds for exterior ($10,000) and
interior ($5,000) improvements to commercial properties located in the historic
downtown district. The program also provides loan funds ($25,000) to further these
same improvements.
When Chay Properties, LLC, purchased the properties in 2013, the buildings were
in need of many structural improvements. With the assistance of the Urban
Renewal Grant and Loan Program and the Diamond in the Rough historic
preservation grant, the Applicant was able to complete major structural
improvements, including two new roofs, a new electrical system and a historic
fagade renovation. The current grant proposals continue the Applicant's work to
prepare the properties for tenant occupancy.

The interior grant proposals are to replace HVAC, repair the electrical for the
HVAC system and repair and paint interior walls.

Summary and Conclusion
The Grant and Loan Program is intended to encourage and assist business and
property owners invest in the Urban Renewal Grant and Loan District. This
particular grant application is intended to assist the Applicant make
improvements to their property by installing a new HVAC System, and painting
and repairing the interior walls.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
5. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts
are provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.

RECOMMENDATION:
In agreement with the Downtown Advisory Renewal Subcommittee (DABS), it is
recommended that the Woodburn Urban Renewal Agency Board (Agency)
approve the Urban Renewal Interior Grant applications from Xavier Parra
(Applicant), for up to $1,000.
BACKGROUND:
On July 8, 2013 the Urban Renewal Agency Board adopted a resolution
expanding the downtown Grant and Loan Program to include properties along
the Young Street corridor and the Young/99E intersection, as specified in the
resolution. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to properties located in the Urban
Renewal Grant and Loan District. The program also provides loan funds ($25,000)
to further these same improvements.
The Applicant is applying for an interior grant to improve air quality and energy
efficiency of the building which houses the family business, Leonardo's
Barbershop.
Proposal
The interior grant proposals are to install a return air filter grill for improved airflow
and install energy efficient lighting.
Interior grant: $948
Energy Trust Incentive: $4,992.49
Estimated cost of all improvements: $6,888.50

The Urban Renewal Program specifically identifies the need to
improve buildings within Woodburn's Urban Renewal Grant and
Loan District.
Summary and Conclusion
The Grant and Loan Program is intended to encourage and assist business and
property owners invest in the Urban Renewal Grant and Loan District. This
particular grant application is intended to assist the Applicant make
improvements to their property by installing a return air filter grill for improved
airflow and energy efficient lighting.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or completed
prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and work
inspected and approved.
5. Projects shall be completed within one year of approval in order to be eligible
for reimbursement. Grants provide for a single payment after receipts are
provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.
