The motion passed unanimously. otos REOUEST FOR PROPOSAL FOR THE ACOUISITION AND REDEVELOPMENT OF THE ASSOCIATION BUILDING City Administrator Derickson provided a staff report. Mr. McCallum asked for clarification on the $600,000 that was included in the RFP and Mr. Derickson explained that the $600,000 is what the City believes it can afford as an incentive to potential investors. Mr. Lonergan stated that he would like to do their due diligence in regards to the feasibility study before they continue with discussion and Mr. Cox concurred. Ellsworth/McCallum ... acknowledge receipt of the feasibility report and that the consultants have fulfilled their obligation to the City. The motion passed unanimously. Mr. Cox suggested that the City go ahead with the RFP except remove the emphasis that the standards in the RFP by which the applications will be judged is in compliance with the feasibility report that we received and add that cash purchases will also be entertained. Mr. Lonergan added that he is against the City putting any money into this right now and would like to get a good response from somebody before he is willing to put money out there. Ms. Ellsworth concurred. Mr. Cox suggested that the RFP should instead read that certain Urban Renewal funds may be available depending on the proposal and the City's budgetary Page 1 — URA Board Minutes, March 24, 2014 URBAN RENEWAL AGENCY BOARD MEETING MINUTES MARCH 24, 2014 situation at that time and asked the other members if they were opposed to that idea. No members were opposed. Mr. Lonergan stated that he would like to see a good team of local realtors out there trying to bring in a client. Ms. Alonso Leon suggested that they do both the RFP and the marketing of the building at the same time. Mr. McCallum concurred. City Administrator Derickson asked if they wanted the RFP to come back with the suggested revisions and Mr. Cox suggested he fine tune the document and submit it to members by email and if there is more discussion needed after that then it can be brought back to the board. Ms. Alonso Leon concurred. Chair Figley appointed Mr. Lonergan and Ms. Alonso Leon to the RFP review committee and stated that she will bring forward two citizen appointees at a later meeting to be approved by the board. 0:52 ADJOURNMENT McCallum/Alonso Leon... meeting be adjourned. BACKGROUND: The Woodburn Urban Renewal Agency approved a comprehensive grant and loan program on February 14, 2011 for properties within downtown Woodburn. The program is designed to provide matching funds for exterior ($10,000) and interior ($5,000) improvements to commercial properties located in the historic downtown district. The program also provides loan funds ($25,000) to further these same improvements. Robert Cornwell is the owner of the Willamette Ballet Academy building, which is located at 330 N. 2nd Street. The Willamette Ballet Academy was founded in 1982 and attracts regional performers and viewers. Proposal The exterior grant proposal is to replace all exterior windows to increase energy efficiency. Exterior grant: $5,310.74 Estimated cost of all improvements: $10,621.48 Percentage of grant to total project costs: 50% I Urban Renewal Grant and Loan Application Review URG 2014-06 330 N. 2nd Street (Cornwell) Program Criteria: Property Location & Ownership The property is located at 330 N. 2nd Street. • That the property is within the Urban Renewal Grant and Loan District The property is within the Urban Renewal Grant and Loan District. • That the proposal complies with the downtown architectural design standards and signage standards Improvements comply with downtown architectural design and signage standards. • That the project encourages greater marketability of the Urban Renewal Grant and Loan District. The proposed grant is intended to improve a property in the Urban Renewal Grant and Loan District. The improvements will increase the efficiency of the building. • That the proposal will complement the existing surrounding community. Improvements maintain the historic character of the property, which complements the character of the historic neighborhood. • That the project design works toward restoring the building as closely to its original design as possible The design of the property will not be impacted by improvements. • That building interiors are improved with a focus on addressing code -related improvements Not applicable. Summary and Conclusion The Grant and Loan Program is intended to encourage and assist business and property owners to improve their building in the Urban Renewal District. This particular grant application is intended to assist the property owner to make improvements to his property through the replacement of all exterior windows to increase energy efficiency. Conditions of Approval 1. There is a 50/50 match requirement required for the Grant program. Invoices must be submitted for reimbursement. No grant money will be disbursed until the project is completed and is approved by the Agency. 2. Grant and loan funds cannot be used for any work commenced or completed prior to project approval. 3. Grant and loan funds may be used for materials and services provided by licensed contractors. 4. All necessary building, electrical, plumbing permits must be obtained and work inspected and approved. 5. Projects shall be completed within one year of approval in order to be eligible for reimbursement. Grants provide for a single payment after receipts are provided and all completed work is accepted by the City. 6. All work will be done by licensed contractors and the applicant needs to provide at least three bids for every aspect of work greater than $2,500.
