First Street (Trapala) RECOMMENDATION: In agreement with the Downtown Advisory Review Subcommittee, it is recommended that the Woodburn Urban Renewal Agency Board approve an exterior Urban Renewal grant from Trapala Restaurant, LLC (Applicant), in the amount of $7,900. BACKGROUND: The Woodburn Urban Renewal Agency approved a comprehensive grant and loan program on February 14, 2011 for properties within downtown Woodburn. The program is designed to provide matching funds for exterior ($10,000) and interior ($5,000) improvements to commercial properties located in the historic downtown district. The program also provides loan funds ($25,000) to further these same improvements. Four brothers opened Trapala Restaurant in downtown Woodburn in November, 2013. The restaurant, which features Mexican Hidalgo -style cuisine, draws many people downtown and employs seven people. The Applicant recently purchased the property in May, 2014 and has many plans for improvements to the property. Proposal The exterior grant proposal is to install a new HVAC system for heating and cooling. Exterior grant: $7,851.50 Estimated cost of all improvements: $15,703.00 Percentage of grant to total project costs: 50% 2 Urban Renewal Grant and Loan Application Review URG 2014-21 430 N. This particular grant application is intended to assist the Applicant to install a new HVAC system, which will greatly improve the functionality of the property. Conditions of Approval 1. There is a 50/50 match requirement required for the Grant program. Invoices must be submitted for reimbursement. No grant money will be disbursed until the project is completed and is approved by the Agency. 2. Grant and loan funds cannot be used for any work commenced or completed prior to project approval. 3. Grant and loan funds may be used for materials and services provided by licensed contractors. 4. All necessary building, electrical, plumbing permits must be obtained and work inspected and approved. 5. Projects shall be completed within one year of approval in order to be eligible for reimbursement. Grants provide for a single payment after receipts are provided and all completed work is accepted by the City. 6. All work will be done by licensed contractors and the applicant needs to provide at least three bids for every aspect of work greater than $2,500. Hayes Street (Parra) RECOMMENDATION: It is recommended that the Urban Renewal Agency Board (URA) uphold the Downtown Advisory Review Subcommittee's (DABS) denial of URG 2014-22 application, submitted by Jose Parra. On September 11, 2014, DARS determined that the proposal did not comply with program criteria, as the proposal eliminates historic features (transom windows) from the building, which is contrary to the intent of the Grant and Loan Program. In light of DARS denial, Mr. Parra requests that the URA consider overturning DARS decision to deny his application for grant funds. BACKGROUND: The Woodburn Urban Renewal Agency Board approved a comprehensive grant and loan program on February 14, 2011 for properties within downtown Woodburn. The program is designed to provide matching funds for exterior ($10,000) and interior ($5,000) improvements to commercial properties located in the historic downtown district. The program also provides loan funds ($25,000) to further these same improvements. In 2011, Mr. Parra was one of the first applicants to apply to the Grant and Loan Program and was awarded a $4,000 exterior grant to replace the roof at 165 W. Hayes Street. On June 23, 2014, he was awarded a second exterior grant for $2,700 to repair the permanent awning on the building. During the project to repair the awning, Mr. Parra determined that it was necessary to replace existing transom windows located on the front of the building above the awning. Given the escalating costs of the project, Mr. Parra determined it was best to board up the transom windows and is now requesting funding to apply stucco to match the majority of the fagade. 13 Urban Renewal Grant and Loan Application Review URG 2014-22 165 W. Hayes Street (Parra) Transom windows are a key architectural feature of historic buildings, providing light and ventilation into the interior of the buildings. Removal of the windows is contrary to program criteria, which among other criteria states "that the project design works toward restoring the building as closely to its original design as possible." Removing the transom windows does not restore the building towards its original design. Consequently, DARS voted to deny Mr. Parra's request for funds. Proposal The proposal is to enclose transom windows with stucco to match the building exterior. Grant amount: $600 Estimated cost of all improvements: $1,200 Percentage of grant to total project costs: 50% Program Criteria: Property Location & Ownership The property is located at 165 W. Hayes Street. • That the property is within the Urban Renewal Grant and Loan District The property is within the Urban Renewal Grant and Loan District. • That the proposal complies with the downtown architectural design standards and signage standards Applying stucco over transom windows does not comply with the downtown architectural design standards. • That the project encourages greater marketability of the Urban Renewal Grant and Loan District.
