Pacific Hwy (Dale Nelson) DARS DECISION: On August 10, 2014 the Downtown Advisory Review Subcommittee approved a request from Dale Nelson (Applicant) to amend the approved project scope of URG 2013-04 by removing the ADA ramp and railing component, reducing the exterior grant from $15,000 to $12,952.25. The Agency originally awarded Nelson an exterior grant of $10,000 to install new windows, awnings, paint and to install an ADA ramp and railing. Additionally, the Applicant received an interior grant of $5,000 for new flooring, countertops, door knobs, baseboards and paint. Nelson requested to limit project scope by eliminating the ADA ramp and rail component after the project cost changed from its original estimate. On July, 2014, the Urban Renewal Agency Board revised the Downtown Grant and Loan Program procedures to allow businesses and/or property owners to amend approved projects without reapplying to the Agency when project costs change from original estimates. DARS' action appears on the Urban Renewal Agency consent agenda as an informal item. The following items were discussed: URG 2013-04 354 N Pacific Hwy (Nelson) URG 2014-20 702-722 Young Street (Rosera) Members Present: Staff Present: Jim Hendryx, Economic & Development Services Director Robyn Stowers, Urban Renewal Manager Tom Flomer opened the meeting. The July 10th meeting minutes were approved by voice vote from all members. Flomer introduced the application URG 2013-04 from Dale Nelson. Jim Cox moved that DARS approve a project amendment to limit project scope by eliminating the ADA ramp, Pete McCallum seconded, and Flomer agreed for consensus. Flomer introduced URG 2014-20 from the Charles Rosera for $5,000 to replace the siding and windows on one of the Rosemont Townhouse buildings. Cox requested that Rosemont Townhouse, LLC, be the applicant in place of the registered agent. McCallum agreed and moved to approve the request contingent on amending the application. Cox seconded the motion and Flomer agreed for consensus. Flomer adjourned the meeting at 3:20pm. Second Street (binges) RECOMMENDATION: In agreement with the Downtown Advisory Review Subcommittee, it is recommended that the Woodburn Urban Renewal Agency Board approve an exterior Urban Renewal grant from Daniel Dinges (Applicant) in the amount of $6,000. BACKGROUND: The Woodburn Urban Renewal Agency Board approved a comprehensive grant and loan program on February 14, 2011 for properties within downtown Woodburn. The program is designed to provide matching funds for exterior ($10,000) and interior ($5,000) improvements to commercial properties located in the historic downtown district. The program also provides loan funds ($25,000) to further these same improvements. Built in 1880, the 285 N. Second Street property is an example of Woodburn's historic architecture. The Applicant purchased the property in 1983 as the new location for his business, Daniel's Photography. Proposal The exterior grant proposal is to install a new roof, replace one window on the north side of the property, and paint the building in a historic color palate. Exterior grant: $6,000 Estimated cost of all improvements: $12,000 Percentage of grant to total project costs: 50% I Urban Renewal Grant and Loan Application Review URG 2014-21 285 N Second Street (Dinges) Program Criteria: Property Location & Ownership The property is located at 285 N. Summary and Conclusion The Grant and Loan Program is intended to encourage and assist business and property owners to invest in the Urban Renewal District. This particular grant application is intended to assist the Applicant to install a new roof, change out a window and paint the property, which will greatly improve the functionality and aesthetics of the building. Conditions of Approval 1. There is a 50/50 match requirement required for the Grant program. Invoices must be submitted for reimbursement. No grant money will be disbursed until the project is completed and is approved by the Agency. 2. Grant and loan funds cannot be used for any work commenced or completed prior to project approval. 3. Grant and loan funds may be used for materials and services provided by licensed contractors. 4. All necessary building, electrical, plumbing permits must be obtained and work inspected and approved. 5. Projects shall be completed within one year of approval in order to be eligible for reimbursement. Grants provide for a single payment after receipts are provided and all completed work is accepted by the City. 6. All work will be done by licensed contractors and the applicant needs to provide at least three bids for every aspect of work greater than $2,500.
