In April, 2014, The Agency awarded the Applicant an exterior grant of $6,000 to remove the old roof, repair dry rot and plywood, and to install a 30 year composite shingle roof. Project costs increased when five layers of shingles were discovered instead of three, as well as extensive water damage. The Applicant now requested to increase the exterior grant from $6,000 to $10,000. Total updated project cost: $21,702 Total updated grant: $10,000 Percentage of grant to total project cost: 46% On July, 2014, the Urban Renewal Agency Board revised the Downtown Grant and Loan Program procedures to allow businesses and/or property owners to amend approved projects without reapplying to the Agency when project costs change from original estimates. DARS' action appears on the Urban Renewal Agency consent agenda as an informal item. Hendrix Economic & Development Services 270 Montgomery Street Woodburn, Oregon 97071 Dear Mr. Hendryx: The Woodburn Masonic Trustees, Inc., custodians for the Woodburn Masonic Lodge building at 145 Arthur Street, have now completed replacing our roof, which has passed inspection. During this project our contractor discovered five layers of old roofing to remove instead of three, which dramatically increased the time and material removal expense. Not surprisingly he also found and had to replace some dry rot structural timbers. As a result the cost increased from the original bid of $11,841 to a final total of $21,702. We are resubmitting our original request and asking for a reimbuFsement up to the maximum allowed by the City. We appreciate the support you have provided in our ongoing effort to refurbish this historic building, and look forward to beginning the phase two interior improvements of plastering, painting, carpeting, and the front entrance. Now that we have secured a tenant for the first floor, our annual building expenses are more than covered, and we will be able to pay down our past due property taxes. The Woodburn Masonic Lodge has received a $10,000 gift designated specifically for Lodge improvement, which allows it to match proposed City funds to begin this building renovation. Attached is our request for an External Grant to replace our roof. We were able to obtain an extremely attractive bid from Aquilas R. E. Painting LLC because as a Brother Mason owner Ramon Ramon is charging us only for materials and not for labor. Once this project is approved and completed, we will begin the second phase to plaster and paint most of the second floor rooms and the Arthur Street entrance. Subsequent to our submission of an Internal Grant request we have decided to instead re -carpet the main Lodge Room and Fireplace Room and will be resubmitting this revised request shortly.
