BACKGROUND A Building Rehabilitation Program was originally identified in the 2010 Woodburn Downtown Development Plan Update to provide a financial incentive for property and business owners to make physical improvements to buildings in substandard condition. The purpose of the program is to incentivize private investment in order to renovate and upgrade properties, increase their attractiveness, increase patronage, and increase overall business success. In 2011, the Urban Renewal Agency Board adopted Woodburn's Urban Renewal Grant and Loan Program, which originally focused on the downtown area known as the Downtown Development and Conservation District (DDC). These designated properties are located between Front, Second, Harrison and Oak Streets. The program provided matching funds for exterior grants up to $10,000 and interior grants up to $5,000 to renovate properties located in the Urban Renewal Grant and Loan District or the DDC. The program also provided loan funds up to $25,000 to further these same improvements. With the development of the Highway 99E Corridor Plan, consideration was given to expanding the Urban Renewal Grant and Loan Program for properties at the Young Street/Highway 99E intersection. This was partially in recognition of the boundaries of the Urban Renewal district and the potential for expanding the Grant and Loan Program, as well as funding capital projects at the intersection. Informal discussions with one property owner near the Young/99E intersection also highlighted an interest in expanding the program. I Urban Renewal Agency Board Grant and Loan Program - N 2nd Street Boundary Expansion On July 8, 2013, the Urban Renewal Agency adopted a resolution to expand the downtown Grant and Loan Program to all properties along the Young Street corridor and the Young/99E intersection. DISCUSSION On April 21, 2014, InsurePro Services submitted an Urban Renewal grant application for a property located at 345 N. 2nd Street. Although this property is within the Urban Renewal Area (URA), it is located across the street from the Urban Renewal Grant and Loan District boundary. Upon reviewing the application, it was noted that several commercial properties on N. 2nd Street are in need of improvement and could benefit from the expansion of the Urban Renewal Grant and Loan District boundary. On May 5, the DARS discussed expanding the boundary to incorporate properties located on the west side of N. 2nd Street. DARS considered expanding the program to all properties within the Urban Renewal Area but ultimately decided the primary focus of the program should be commercial properties and limited the expansion to the Commercial Office (CO) properties on the west side of N. 2nd Street. W URBAN RENEWAL RESOLUTION NO. 2014-01 A RESOLUTION EXPANDING THE BOUNDARIES FOR THE URBAN RENEWAL GRANT AND LOAN PROGRAM AS SPECIFIED HEREIN WHEREAS, the City adopted the Downtown Development Plan in 1997, which envisioned a series of improvements and actions intended to reinvigorate Woodburn's historic downtown; and WHEREAS, in 2001 the City created the Woodburn Urban Renewal Agency and adopted the Urban Renewal Plan, which further recognizes the importance of physically improving the appearance of properties within the renewal area; and WHEREAS, in 2010, the Downtown Development Plan Update recognized the need to reinvigorate downtown Woodburn and recommended leveraging urban renewal funds with private funds to create investment through a Downtown Grant and Loan Program; and WHEREAS, in 2011, the Woodburn Urban Renewal Agency adopted a Urban Renewal Grant and Loan Program for a designated area in downtown Woodburn; and WHEREAS, in 2013, the Urban Renewal Agency Board expanded the Grant and Loan Program to properties along Young Street and at the Young Street/ 99E Highway; and WHEREAS, the Urban Renewal Agency Board wants to expand the Grant and Loan Program to properties zoned Commercial Office along the west side of N. 2nd Street as specified herein; NOW, THEREFORE, THE WOODBURN URBAN RENEWAL AGENCY RESOLVES AS FOLLOWS: Section 1. The Downtown Grant and Loan Program, established by Urban Renewal Resolution 2011-01, is expanded to include all properties zoned Commercial Office along the west side of N. 2nd Street as specified herein. Section 2. The Grant and Loan Program, established by Urban Renewal Resolution 2011-01, shall be made available to all properties within the boundary depicted in the attached Exhibit A. BACKGROUND: The Woodburn Urban Renewal Agency approved a comprehensive grant and loan program on February 14, 2011 for properties within downtown Woodburn. The program is designed to provide matching funds for exterior ($10,000) and interior ($5,000) improvements to commercial properties located in the historic downtown district. The program also provides loan funds ($25,000) to further these same improvements. On April 14, 2014 the Agency approved an exterior grant for up to $6,000 to repair the roof of the Woodburn Masonic Lodge. The Downtown Advisory Review Subcommittee required the Masons to complete roof repairs before making interior improvements. The representative of the Woodburn Masonic Trustees, Inc. confirms that interior work will not begin until the roofing project is complete. The selected contractor for the roof will also be completing interior renovation. Project costs are discounted as the contractor is a member of the Woodburn Masonic Lodge. 9 Urban Renewal Grant and Loan Application Review URG 2014-03 145 Arthur Street (Masonic Lodge) PROPOSAL: The interior grant proposal is to plaster and paint entryway, stairway, and second floor rooms, excluding ladies' and men's rooms and the men's bathroom, and to replace carpeting. Interior grant: $5,000 Estimated cost of all improvements: $11,226 Percentage of grant to total project costs: 45% Program Criteria: Property Location & Ownership The property is located at 145 Arthur Street. • That the property is within the Urban Renewal Grant and Loan District The property is within the Urban Renewal Grant and Loan District. • That the proposal complies with the downtown architectural design standards and signage standards Not applicable. • That the project encourages greater marketability of the Urban Renewal Grant and Loan District. Summary and Conclusion The Grant and Loan Program is intended to encourage and assist business and property owners invest in the Urban Renewal Grant and Loan District. This particular grant application is intended to assist the property owner make improvements to their property through plastering and painting the entryway, stairway, second floor rooms, excluding ladies' and men's rooms and the men's bathroom, and installing new carpets. Conditions of Approval 1. There is a 50/50 match requirement required for the Grant program. Invoices must be submitted for reimbursement. No grant money will be disbursed until the project is completed and is approved by the Agency. 2. Grant and loan funds cannot be used for any work commenced or completed prior to project approval. 3. Grant and loan funds may be used for materials and services provided by licensed contractors. 4. Painting LLC, who is charging us only for materials and not labor. Once this project is approved and completed we will embark on phase 2 to improve the interior. The second step is to plaster and paint most of the second floor rooms and the Arthur Street interior entrance. We've obtained three bids from $5,916 to $14,795, with once again Brother Ramon providing a materials -only cost. The third step is to address the flooring, and we are revising our prior grant request to instead re -carpet the main Lodge Room and Fireplace Room. We have obtained four bids ranging from $5,310 to $8,837, and propose to accept the lowest cost estimate provided the quality is comparable. During this process the Lodge members will also undertake the restoration and painting of two smaller rooms on the second floor. After the above steps are completed the Lodge members will restore and paint the front entrance on Arthur Street.
