Economic and Development Director Hendryx provided a staff report. Member Ellsworth
stated that she is concerned about giving out such a large amount of grant money and having
people fix up their building, sell it and walk away with a profit. She stated that she is also
concerned about only being able to finance three large grants instead of many smaller grants.
On roll call vote for final passage, the resolution passed 4-1 with Member Ellsworth voting
no. Chair Figley declared Resolution 2014-03 duly passed.

Economic and Development Director Hendryx provided a staff report. On roll call vote for
final passage, the resolution passed unanimously. Chair Figley declared Resolution 2014-04
duly passed.

Member Ellsworth stated that she would like to see something done about the signs being
put up around the City and brought in some signs she found at the corner of Young street
and 99E as an example of the blight around the City. Member McCallum concurred and
stated that the City has ordinances on signs that the City try's to enforce. Member Cox stated

RECOMMENDATION:
The Downtown Advisory Review Subcommittee (DABS) recommends that the
Woodburn Urban Renewal Agency Board (Agency) approve the Urban
Renewal grant application from Yakis Brothers, LLC (Applicant) for up to $15,000.
The Applicant requests the Agency to consider approval of the original $50,000
proposal.
BACKGROUND:
On July 8, 2013, the Urban Renewal Agency Board adopted a resolution
expanding the downtown Grant and Loan Program to include properties along
the Young Street corridor and the Young/99E intersection, as specified in the
resolution. The program is designed to provide matching funds for exterior
($10,000) and interior ($5,000) improvements to properties located in the Urban
Renewal Grant and Loan District. The program also provides loan funds ($25,000)
to further these same improvements.
Yakis Brothers, LLC is a local business that has been operating both in Hubbard
and Brooks for over 25 years. The Applicant recently purchased a Withers
Lumber building, located at 257 Young Street, for a new site for their steel
manufacturing business, Valley Fab Corp. The business will bring between 10-15
new jobs to the area. The financial assistance provided by the Urban Renewal
Grant and Loan Program played a role in the Applicant's decision to invest
approximately $400,000 to purchase the property, as the building requires
extensive work.
The Applicant is requesting the Agency to increase the Urban Renewal grant to
$50,000 to complete the building renovations required to open business. In

exchange for the large grant, the Applicant waives his right to apply for
additional Urban Renewal funding for the next three years. The scope of the
project is contingent on the financial assistance provided by the Urban Renewal
Grant and Loan Program.
DARS recommends the Agency approve up to $15,000 as the $50,000 grant is
beyond funding limits. The Agency has the discretion to modify the program as
needed.

The Urban Renewal exterior grant proposal is to enclose walls and install garage
doors.

Estimated cost of all improvements: $27,000
Percentage of grant to total project costs: 37%
The Urban Renewal interior grant proposal is to install a sprinkler and security
system.
Interior grant: $5,000
Estimated cost of all improvements: $22,000
Percentage of grant to total project costs: 23%

The Urban Renewal grant proposal is to enclose walls and install doors, replace
or repaint roof, install new windows, sprinkler system, security system, HVAC, and
update the electrical and lighting.

a vacant property and brings new jobs to the area.
Summary and Conclusion
The Grant and Loan Program is intended to encourage and assist business and
property owners to improve their building in the Urban Renewal District. This
particular grant application is intended to help the property owners make
interior and exterior improvements to their property. The proposal is to enclose
walls and install doors, replace or repaint roof, install new windows, sprinkler
system, security system, HVAC, and update the electrical and lighting.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.
3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
5. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts
are provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.

RECOMMENDATION:
In agreement with the Downtown Advisory Renewal Subcommittee, it is
recommended that the Woodburn Urban Renewal Agency Board approve two
Urban Renewal Interior and Exterior Grant applications from Chay Properties,
LLC (Applicant), for up to $22,000 ($11,000 each).
BACKGROUND:
The Woodburn Urban Renewal Agency approved a comprehensive grant and
loan program on February 14, 2011 for properties within downtown Woodburn.
The program is designed to provide matching funds for exterior ($10,000) and
interior ($5,000) improvements to commercial properties located in the historic
downtown district. The program also provides loan funds ($25,000) to further
these same improvements.
When Chay Properties, LLC purchased the properties in 2013, the buildings were
in need of many structural improvements. With assistance from the Urban
Renewal Grant and Loan Program, the Applicant was able to complete major
structural improvements. They received two exterior grants ($20,000) to replace
the roofs on the two buildings and two interior grants ($4,639.50) to install ceiling
insulation. The current grant proposal works towards beautifying the properties
and preparing the properties for tenant occupancy.
DARS recommends approval for up to $11,000 ($1,000 for interior improvements
and $10,000 of exterior improvements) for each property, for a total of $22,000.

to paint and repair the storefront and awnings.

The proposed grant is intended to improve properties in the Urban
Renewal Grant and Loan District. Replacing the storefront windows
and painting the property beautifies the downtown and increases
perceptions of safety by having more eyes on the street.

The interior grant funds will be used for cosmetic improvements.
• That the project is in the public interest
The Urban Renewal Program specifically identifies the need to
improve buildings within Woodburn's Urban Renewal Grant and
Loan District.
Summary and Conclusion
The Grant and Loan Program is intended to encourage and assist business and
property owners invest in the Urban Renewal Grant and Loan District. This
particular grant application is intended to assist the Applicant make
improvements to their property by finishing the open ceiling, replacing storefront
windows, repairing storefront stucco and awnings, and painting the storefront.
Conditions of Approval
1. There is a 50/50 match requirement required for the Grant program. Invoices
must be submitted for reimbursement. No grant money will be disbursed until
the project is completed and is approved by the Agency.
2. Grant and loan funds cannot be used for any work commenced or
completed prior to project approval.

3. Grant and loan funds may be used for materials and services provided by
licensed contractors.
4. All necessary building, electrical, plumbing permits must be obtained and
work inspected and approved.
5. Projects shall be completed within one year of approval in order to be
eligible for reimbursement. Grants provide for a single payment after receipts
are provided and all completed work is accepted by the City.
6. All work will be done by licensed contractors and the applicant needs to
provide at least three bids for every aspect of work greater than $2,500.
