GRANT AND LOAN PROGRAM TO PROVIDE LARGE RENOVATION GRANTS
FOR SIGNIFICANT PROJECTS WITHIN THE URBAN RENEWAL DISTRICT AS

Economic and Development Director Hendryx provided a staff report. Member Ellsworth
stated that she is concerned about giving out such a large amount of grant money and having
people fix up their building, sell it and walk away with a profit. Councilor McCallum stated
that they do have to match so it is an investment it's just not completely free money.
Director Hendryx stated that there is major investment done to the properties in downtown
that's a betterment for all the community. Councilor McCallum reminded members that the
building does stay and is available for other people to move in on an improved situation.
Member Ellsworth stated that she is also concerned about only being able to finance three
large grants instead of many smaller grants. Director Hendryx stated that it will be at the
discretion of the Agency on how many grants they want to approve. On roll call vote for
final passage, the resolution passed 4-1 with Member Ellsworth voting no. Chair Figley
